Re: FW: House Passes Six Bills To Expand Health Care Services for Veterans
TO All,
Col Roman was my partner on gulf war illness here in Denver. He was one to go on TV with me for the interviews on Gulf War Illness. Some of you may have met him at the CDC conference in Atlanta. Or some of you may have remember him when he and Zeller and others testified to Congressman Shays. He was the one that when he was testifying suddenly I wonder what was happenning when he speeded up his testimony and sounded like a fast auctionuer. And then I realized he had started one of our famous nose bleeds and he was gushing all over the table blood from his nose. Congressman Shays had to stop him and let him go to bathroom to clean up and try to control the bleeding and yes the old nurse followed him right into men's bathroom around the corner from the hearing room to help him clean up and we packed his nose with tissue and got it under control so he could come back and finish his testimony.
After the hearing my Vietnam Veteran friend Nick was helping me get those that was hustling to get to the airport. I ended up running back by the hotel and found Col Gil back at hotel he had already left to see a friend that lived in Arlington will he had the memory problem and had forgotten he had left suitcase in lock up room at hotel. I gather him up and was giving him a ride and then Nick called me to tell me that another of the sick vets had missed his flight and was stranded until we could get airline rebooked. So Nick would catch up to us at Summers restaurant in Arlington. Well Col Gil having lived in DC was busy giving me directions in traffic and loe and behold the memory get lost thing happenned to us but we laughed and called it our new way of having experiences. Neither he or I were going to let Gulf War illness stop us from doing what needed to be done to help all gulf war veterans. We caught up with the other gulf war vet. The other gulf war vet could not get another plane out until morning despite all I could do with airlines over the phone...So luck grabbed us one of the contacts I had made in DC was a young man that worked Hotel Sales. He was at restaurant and he offered to help by comping a room at the hotel he worked at for the vet, after meeting the vets he decided to comp two rooms so my vietnam vet and I the gulf war vet could stay at the hotel with the other gulf war vet to be sure he was watched over and gotten to airport the next day. We had our hands full getting everyone into and out of DC for that hearing. We had again brought very ill Gulf War Vets to testify and we accomplished the mission. After Col Gil saw part of the work I was doing he decided to give me a field promotion on the battlefield of DC.
Gil always waited for every update I brought back to Denver and he would work the White papers up for our use with politicians and candidates on Gulf War illness. Col Gil and I were a team. Gil was wanting to go to DC with me one more time and I was hoping we could do that in the next couple of months.
Gil had developed cardiac problems he was a fighter and through IVs he bought time to delay the cardiac surgery. He eventually had the surgery and VA sent him home too soon and lucky his daughter was a nurse and got him back to the hospital. The VA put him on an empty floor! He almost died. If it had not been for his daughter nurse he probably would have. Later he developed problems and they were wanting to but him on dialysis he was fighting one and all that encouraged him to do that. He did not want to be tied to machines and he knew how that would progress. Gil was such an active person still trying to teach classes at the university and coach the small guys football team. He loved that activity!
He was an inspiration and a friend to all he interacted with! Gil and I often went to political functions ever trying to get attention to the needs of gulf war veterans who were ill.
I will miss him greatly. for over a week I kept trying to make time to run to his apartment to track him down his phone was not functioning, the emails I sent went through didn't bounce back....knowing Gil had usually taken some trips at the end of summer I thought maybe that is what is going on. Yes I knew his condition, his name had not popped up a couple of days ago when I did my frequent obit searches to get to www.honor the names.com so I put aside that fear. I thought his daughter would call me if anything happenned. I then thought maybe the family had convinced him to go for the dialysis and that maybe they would keep him in hospital when they started that with his past medical situation. I decided to drive down to his apartment finally and I would leave note on door before my next step of calling or going to VA hospital to see if he was hospitalized. When I got there I instantly knew something was not right........his apartment didn't look right I asked some of his neighbors out front working on a car if they knew Gill and where was he. That is when they told me he had died and his funeral had been that morning. I guess the old nurse instinct had been telling me that something was up with Gil for about 10 days I had tried to drive down and check his apartment but things kept coming up and then it would get too late at night. Maybe he was sending me messages from the great next trip. Gil had gone to Mexico with some new friends he had made and their son was getting married and they invited Gil to go to Mexico with them. From what I was told he was there and went to bed the night before he was suppose to return to Denver and never woke up. What a way to go truly enjoying life to the end on the Mexican coast celebrating a couples new start in life what a beautiful setting for a peaceful end. Just like Colonel Gil! Colonel Gil you were so valued by so many! I feel a hole so wide. I know he is at peace and know that he is at a better place! I know his family and know they will miss their wonderful father, grandfather, uncle, brother, etc. Gil always mixed family and friends and all into a beautiful blend of life! I will miss him but will rejoice in knowing him and his family. A wonderful person, friend, leader, teacher, coach has quietly gone to the next playing field and we will see him again when the time is right.
Hey Gil I went to my VFW after and the Marine DJ kayoke played a couple of special songs in your honor and all of my VFW reflected on your life. Proud to Be an American and Marquittavile.........and a couple of others I could visualize your last party in Mexico..........Again Colonel what a way you had! Salute!
WITH ALL RESPECT ----------Denise DSNURSE

U.S. Army, a champion of education and veteran's rights, died September 2 while vacationing in Mexico. He was 67. Gil was born January 6, 1940, in Wichita, Kansas. He met his first wife Angela Gomez in neighboring Newton, KS and immediately named his car "Lil Angel" after her. They married on May 6, 1961, and had three children together-Gilbert, Denise and Angelique. In the early days of their marriage, Gil worked nights at the Sedwick County Sheriff's Office in Wichita while attending college at Wichita State University during the day. Despite his schedule, he became the youngest person at the time to attain the rank of Sergeant in the Sedwick County Sheriff's Department. Soon thereafter, Gil earned what would be the first of five college degrees. In addition to attaining a Bachelor of Arts from Wichita State, he earned a Masters in Education from Anticoch College: a Doctorate in Administration and Education from the University of Northern Colorado; a Masters of Business Administration from the University of Denver and a Masters in Real Estate and Construction Management from the University of Denver. Dr. Roman's interest in education spilled over to his civilian career. He worked for the U.S. Department of Education (and its predecessor, Health, Education and Welfare) for nearly two decades, reaching the position of Deputy Assistant Secretary of Operations, in Washington, D.C. Prior to that, he served as the Regional Director of the Denver, Colorado office which covered a six-state region. Dr. Roman was also a recognized leader of the Hispanic community, receiving the prestigious state and national League of United Latin American Citizens ("LULAC") Man of the Year Award. On September 24, 1990, President George H. Bush signed Executive Order 12729, entitled "Educational Excellence for Hispanic Americans." The purpose of the Executive Order was "to increase opportunities for Hispanic Americans to participate in the benefit from Federal programs." Dr. Roman, who co-authored a book, "Chicanos in Higher Education," was named Executive Director of "The White House Initiative on Educational Excellence for Hispanic Americans." Dr. Roman also served as the Assistant Vice President for Academic Administration at the University of Northern Colorado from 1975-1977. In 1987, he married a second time, this time to Roberta Padilla. The couple had no children together, but remained close long after their divorce. As Gil's civil service career wound down, his military service took off. In the mid-1980's, he served as an Executive Officer at the Fitzsimmons Army Center in Aurora, Colorado. In 1987, he served a five-month stint in Honduras as Deputy Commander for Administration, U.S. Army Medical Element, Joint Task Force Bravo. In that capacity, Lt. Colonel Roman administered total operations of hospital and medical clinics and served as liason with the Honduran army. Gil Roman was commissioned to the rank of full Colonel in 1988. And in early 1991 he volunteered for active duty in the Gulf War and was named Deputy Commander of the 311th Evacuation Hospital, Army Medical Service Corps, Operation Desert Storm, where he served as Chief of Operations, U.S. Army Central Command, the Persian Gulf. Colonel Roman provided administration and operations guidance in the adminstration of a combat filled hospital (400 bed augmented). After the war, 100, 000, veterans complained of illnesses they had contracted in the Gulf War. Colonel Roman, along with other veterans, led the fight for recognition and funding of these ailments. Testifying before a congressional subcommittee, Colonel Roman testified: "I was told that the chemical alarms had malfunctioned. I [soon] became ill and was treated for nausea, headaches, vomiting and high temperatures. ..The symptoms continued after I returned home and got progressively worse." His private cardiologist later wrote: "What is clear is that he [Colonel Roman] served in the Middle East and that he was a cardiomyopathy. I would submit that this may well be part of the Gulf War Syndrome." Several years later Gulf War Syndrome was officially recognized and funded for Gulf War veterans.
Gil Roman is survived by his mother, Luz Roman, and his siblings - Edward, Arthur, Dan and Therese. He is also survived by children- Gilbert (Donna), Denise (Dan) and Angelique (Kirby) - and his grandchildren: Augustine, Dominic, Gabrial, Steven, Anthony, Eddie, Stevie and Roman. His family also wishes to acknowledge his special caregiver, Rochelle Fraire.
A Rosary is scheduled for Thursday, September 13th at 7:00 at Horan & McConaty, 3101 S. Wadsworth (between Hampden and Yale) 303-986-9615. The Mass will be celebrated on Friday, September 14th at 10:30 am at St. Frances Cabrini Catholic Church, 6673 W. Chatfield Ave., Littleton, CO, 303-979-7688, with a military burial to follow at Fort Logan National Cemetery.

My condolence to Col. Roman's family in their loss. I served with Col. Roman in the 5502nd USAH for 5 years. He was a very compassionate and fair individual. He was a true leader for the officers and enlisted soldiers. His knowledge and caring for indivduals was immeasurable. I am honored to have served with him and call him a true friend. He will be sorely missed by family and friends.

I met Gilbert back in the 50's while serving in the Air Force and stationed in Salina, Ks. He was dating his first wife, Angie, and I was dating her sister, Mollie. We developed a friendsip that endured for many years. After we married, Mollie and I moved to California, and Gilbert and Angie moved to Washington, DC. We each had a family, and although we lived on opposite sides of the country, we remained close and visited each other occasionally. We each had children, and although they, too, live in different parts of the country, they have developed close and enduring friendships. Gilbert was highly educated, and over his lifetime, held a number of highly responsible positions, but he did not have a pretentious bone in his body. He never forgot where he came from, and was always willing to help in whatever way he could when called upon. Gilbert was more than a good friend to Mollie and I, he was part of our family. We will forever keep him in our prayers. May he rest in peace. |

Gilbert, Donna and the boys, It is said that a person's worth is measured by what they leave behind. Your father and grandfather was obviously worth more than can be imagined based on the family he left behind. If the rest of his family are anything like your family, Gilbert and Donna, then your father has created a wonderful legacy. May God give you the peace and strength to help you through this sad time, and may He help you continue on with the legacy that your father has created. Al, Laura, Christian and Eric Nelson |

Gilbert, Denise, and Angelique: I was so saddened to hear about the loss of your dad, my uncle. I am sorry that I cannot be there for the service, but my thoughts and prayers are with you during this very difficult time. Uncle Gilbert was a good man who made an extra effort to keep in touch with family across the miles. Numerous times he would call me on the phone over the years just to visit and say he loved me. His dry sense of humor was a lot of fun. I know my dad really looked up to his big brother and will miss him dearly. Thankfully, we all have many good memories to hold in our hearts. Take care of yourselves and God Bless. -Love, Michelle |

We send our condolences to all of Gilbert's people. He was a brother, my friend, my homie. We're sorry we didn't make it out there for the service but the last two times we saw each other (Thanksgiving 2005 and June 2006) we said our goodbye to each other then. We said if we don't see each other again we had this time together, we hugged and kissed each other on the forehead. My wife and I have been married 19 years. He met Lora when we first got married and he said "best thing ever happened to you". Over the years when he would call he wouldn't say this is Gilbert, he would say "best thing ever happened to you". He would rub it into me everytime he called. To make it sadder he died on our anniversary. We love him and always will. We will miss him always and look forward to being with him someday. |

Gil, It’s Dan! I am happy that we were able to spend a few hours together before you went on your trip to Mexico. I am also sorry that we lost you for a short while. We will meet again. Gil we have known each other since the 60’s. When we marched and protested for the Rights of Hispanics (Chicanos). As you and I know that with your involvement in those days and as the years passed you were responsible to get government, state, and city positions for many people. Many doors were opened and contracts were given to minorities. Some became very wealthy from their contracts. As a military officer and serving in Iran we discussed the conditions there and how you became ill. (YOU’RE MY HERO) You fought the war abroad and returned to fight for rights at home. (YOU’RE MY HERO) Thanks for helping when you were called upon. Sorry you couldn’t make the trip to Arizona but the trips to Pueblo, Colorado were just as good. I won’t forget you, especially for your courage, your personality, your knowledge, and especially your mariachi voice after a few beers. Remember all your friends in the military, we will all meet up eventually. Rest sound and for the remainder of my time here I won’t forget you.

Dear Family, I want to express my sincere sympathy for the loss of Dr. Roman. No doubt you have many fond memories of him. At times, it is comforting to reflect on those memories as well as the wonderful hope from the bible, which is a resurrection back to life for those in God's book of remembrance and the devil can do absolutely nothing to prevent such restoration of life. This promise will soon be reality. |

Dear Gil; When I took your class 'Management Decision Making' in 1997 at CTU, I found the material extremely challenging. When I voiced my concerns about taking the course, you said "Marcus, you will pass this class!" I was so encourage by the confidence you had in me I studied until I knew the material from every dimension; I wasn't going to let you down. And as you know, Gil, I passed.
Thank you sir for your support, your strength, and guidance. I'll always remember you.

I met your dad in 1975 when I was working at the Dept. of Health, Education and Welfare and he was the Director of the Office for Civil Rights. One day in casual conversation, we discovered a mutual interest: little league football. He was your coach, Gilbert, and my son John played for an Arvada team. When I told your dad my son's name, he responded, "You're #94's Mom!?" A long-term friendship began that day. Years later he hired my daughter Traci for a summer aide position in OCR during one of her college summers. He continued to follow the high school and college football careers of my sons John and Doug. We met occasionally for lunch at Hogan's (aka Old Curtis Street) although we lost touch over the years once he left the Federal Bldg. I'm so glad I happened to see him at Hogan's a few months ago. We spent most of the time bragging about kids and grandkids - the kind of stuff "old" folks talk about. Your dad was very proud of you and his 8 grandsons. I'll miss him and his sense of humor and my kids and I will always remember and appreciate his kindness. Sincerely and with prayers, Sandra. |

My sincere sympathy to COL Roman's family in their loss. I first met COL Roman (it was always hard to call him Gil, somehow COL Roman just seemed more respectful) when he was assigned as my OIC in the 5502 USAH. I grew to appreciate him more and more as a mentor and friend in the 25 years since. His humor, compassion, and drive for developing and seeking the best in all people will truly be missed. My prayers and thoughts to his family in these difficult times. COL Roman, I salute you! Peace of God. |

I have known Gil since 1970, when my husband and I joined VISTA and were trained in Denver. He was our immediate superior, in charge of the VISTA volunteers. Our friendship lasted throughout the years - through divorces, children, grandchildren, career changes, illness, and many other life changes. When one of my daughter's graduated from medical school, Gil came to celebrate with our family. Over the last 10 years or so, he spoke about his struggle with the various ailments that followed his return from the Gulf War. Through all the pain and near-death experiences he had, he never was self-pitying or complaining. I could sense that he was suffering, but he always kept his sense of humor. We still argued about politics, though most of the time, we agreed on the fundamentals. He was one of my dearest, lifelong friends, and somehow, although I knew his health problems were real as well as serious, I had this idea that he would overcome them because his character was so strong. But that was not realistic. I feel so sad that he has left this earth. I am ashamed that I owed him a phone call, and he didn't receive my call before his death. I hope somehow, he knows - will always know - how much he meant to me, how much I appreciated his sincerity, warmth, and compassion, and that he will retain a very special place in my heart always. I will never, ever forget you, Gil. When the family gathers for holidays, we will express our gratitude for having known you; in quiet, reflective times, thoughts of you will warm my heart. You will not be forgotten. God bless you, Gil, and keep you in loving care forever. |

Steve and I had the privilege and honor of knowing Gil for several years. He was a guest in our home and often shared his stories with us. While I first knew him as an employer over time we became friends and we are very sorry to hear of his passing. May his memory be a blessing to his family. |

My sincere sympathies go out to Dr. Roman's family for their loss of Gil, my friend and co-worker of many years. Gil was a distinquish civil rights professional and made historic contributions in that field during his long civilian career in Federal Service. I am proud to have served as a fellow Regional Director and as Acting Deputy Assistant Secretary for Civil Rights, a position we both held at various times. Gil was a good friend and I will miss him. Although we had limited contact during the last ten years, the fond memories of him will be with me always. Gil's life has been and will continue to be a blessing for so many of us who came in contact with him. Rest in peace Gil.

Heart felt condolences to the Roman family in this great loss that touches and hurts my heart. Gil called me his WWII Hero and buddy. Because of Gil I was hired as a Vista Volunteer Supervisor during the Chicano Movement of the late 60s early 70s. This gave me the honor and opportunity to work for and with my people, the Chicanos of Denver metropolitan area. Gil was my friend, and young as he was, my mentor. I loved this man and will miss him deeply. |

Gil Roman was a role model to me. After sustaining a spinal cord injury while serving with the US Army special operations, I returned to civilian life. Soon thereafter I met Gil. He showed me it was possible to keep my Hispanic culture while improving my lot in life. Because of his influence, I enrolled in college. When the going got tough, I would think about what Gil must have endured and thus “sucked it up and carried on.” Being around Gil made me realize how important it was to live life no matter what circumstance one finds themselves in. Dr. Roman influenced me to become Dr. Padilla. It was Gil’s direct influence that made me realize I too could become educated. In 1997, I earned my Ph.D. Thanks Gil.
Many people don’t know that Gil is actually a “double doctor.” I happen to be visiting him one afternoon when his diploma from the US Army Command and General Staff College arrived in the mail. I sat down with him as he opened the protective shipping container. He was elated! I asked Gil, “What was harder, your doctorate or the Command College?” Gil replied that they were right about even. Many Americans fail to realize the professional schooling that our field grade officers receive in order to field our modern armed forces. Gil made me realize what it takes for an individual to become promoted beyond the rank of Major. Gil showed me that Congress has a say in the matter. One must be approved by the US Congress to be promoted to such rank. After Gil was promoted to Colonel, he showed me the administrative paperwork. On Gil’s promotion papers, it always stated that he should be “Promoted ahead of his peers.”
What I especially respect is that Gil never acted “better than” those around him. He might tease and joke, but it was his way of making a person think and wonder what could happen if said person thought about the issue a little more intensely. Let’s just say Gil could make a person think; but he was never condescending or acted patronizing to them. I miss that about him. Without Gil’s (and Denise’s) influence, I would never have seen life as I have for the past 20 years. Thanks Gil. I keep your soul in my prayers. You will be missed. |

Col.Gilbert D. Roman (U.S. Army Ret.) an American veteran of the first Persian Gulf War and a fine and charming public servant died on Sept. 2, 2007 in Mexico while traveling with family. Gil had been gravely ill for many months, particularily from respiratory and heart disease precipitated by exposure to bio-chemical warfare in Kuwait. Gil was formerly director of the Region 8 Office of Civil Rights and many high federal positions. Although a real deal compassionate conservative with what I laughingly called “those Whi-Chicano” Kansas Republican roots, he was foremost a good American, Latino, parent, mentor and winning kid football coach. Gil, for example, supported Ken Salazar in all his quests for public office. He was a true friend and I will miss him much. I would have walked point with him anywhere. Allies in adversity and companions in revelry for over 30 years, we loved to verbally or cyber spar at all hours of the day or night about matters politic, but always in jest and challenging good humor. He loved it when your back at you “damn Democrat” retort gave him the dozens. He was quick to praise others, a life long learner and ever the student. I would tell him that the scores of letters of commendation, degrees and photos of him and Ronnie Reagan types hanging on his walls was graffiti in its highest form. He just laughed. We should all weep today—especially the thousands of under privileged Chicano children for which he fought for educational opportunity so valiantly. Arrangements are pending at this time.
