I don't live in New York, but I did get my hearing aids through a program offered by my state's Department of Rehabilitation Services, so I thought I'd try to help if I could. Check out this link:

If you'll go to "Lifelong Services Network" and "Adults" on the menu bar to the left, it has some information. It also said that they have district offices in various neighborhoods in NYC, so it could be that your best bet would be to just go by and see what they can do. Hopefully you'll be able to get some assistance.
I'm with you about the spammers. I keep trying to report them through my e-mail service, but to no avail so far. ***sigh***

Someone told me that depending where you live, the state's
rehabilitative commission may help pay for hearing aids and/or other
equipment or services to help you through college and work. I did some
searching online but it was unsuccessful.
If you know anything about this, please be in touch.
And is there any way to boot out the spammers who keep sending group
messages about immigration and jobs? Once was ok, but come on -- every
day?!
