Autism, Vaccines and the CDC:
The  Wrong Side of History

       Even as the evidence connecting America's autism epidemic to  vaccines mounts, dead-enders at the Centers for Disease Control  (CDC) -- many of whom promoted the current vaccine schedule and  others with strong ties to the vaccine industry -- are trying to  delay the day of reckoning by creating questionable studies designed  to discredit any potential vaccine-autism link and by derailing  authentic studies.
      On January 12,  a cadre of mid-level health bureaucrats left over from the Bush  administration ignored Federal requirements for advance notice in  order to vote to quietly strip vaccine research studies from funding  allocated by Congress in the Combating Autism Act (CAA) of 2006.  Members of Congress had said that this money should be used to study  the vaccine-autism connection.
       These rogue bureaucrats -- members of the Interagency Autism  Coordinating Committee -- held an unannounced vote to remove  previously approved vaccine studies from funding under the CAA.  Nearly all of the "Federal" members of the panel voted to remove the  two studies, whose estimated cost was $16 million - or 1.6% of the  billion dollars authorized by Congress for autism. The panel's  civilian members, in contrast, voted nearly unanimously to retain  the funding.
      IACC's action to halt  vaccine-autism research flies in the face of congressional intent.  The bill's authors clearly stated that vaccine research should be  funded. Even the esteemed Institute of Medicine has condemned CDC's  methods. In 2005, an IOM panel condemned CDC for its "lack of  transparency" in vaccine-autism  research.
      The bureaucrats  responsible for this scandal are on the wrong side of history and  it's hard to not attribute an obstructionist motive to their act  since vaccine-autism research has already entered the realm of  mainstream science. Serious scientists (except those tied to the  vaccine industry) no longer debate whether vaccine-autism research  should be done, but rather how it should be done, and by  whom.
      And Congress concurs: "I  want to be clear that ... no research avenue should be eliminated,  including biomedical research examining potential links between  vaccines, vaccine components, and autism,pronounced Sen. Mike Enzi  (R-WY), Chairman of the H.E.L.P. Committee at the bill's passage.  Sen. Chris Dodd (D-CT) said the bill should fund "environmental  research examining potential links between vaccines, vaccine  components and autism. And last week, Dodd called the potentially  illegal maneuver to shut down vaccine research, "contrary to the  spirit of the bill."
      These days,  being opposed to vaccine-autism research puts one outside of the  "mainstream" (and let's be clear, supporting such research in no way  makes one "anti-vaccine" -- that charge is a tired, diversionary  charade -- an ugly lie perpetrated by vaccine industry allies and  their blind supporters.) Recognizing this fact, the vaccine industry  and its CDC allies have continued to fund a series of deceptive and  badly flawed studies designed to dispute the connection between  vaccines and the epidemic of pediatric neurological disorders. The  latest of these is the controversial Italian study released this  week intended to allow Thimerosal's defenders to argue that the  preservative is safe.

Study Adds To Evidence of Safety
of  Mercury And  Vaccines

       A new study from Italy adds to a mountain of evidence that a  mercury-based preservative once used in many vaccines doesn't hurt  children, offering more reassurance to  parents.
      In the early 1990s,  thousands of healthy Italian babies in a study of whooping cough  vaccines got two different amounts of the preservative thimerosal  from all their routine shots.
      Ten  years later, 1,403 of those children took a battery of brain  function tests. Researchers found small differences in only two of  24 measurements and those "might be attributable to chance," they  wrote in the February issue of the journal Pediatrics, which was  being released Monday.
      Only one  case of autism was found, and that was in the group that got the  lower level of thimerosal.
      Autism  is a complex disorder featuring repetitive behaviors and poor social  interaction and communication skills. Scientists generally believe  genetics plays a role in causing the disorder; a theory that  thimerosal is to blame has been repeatedly discounted in scientific  studies.
      "Put together with the  evidence of all the other studies, this tells us there is no reason  to worry about the effect of thimerosal in vaccines," said the new  study's lead author, Dr. Alberto Tozzi of Bambino Gesu Hospital in  Rome.
      The debate over thimerosal  and autism has been much stronger in the United States than in  Italy, Tozzi said. But the researchers recognized a chance to  examine the issue by going back to the children who had taken part  in the 1990s whooping cough  research.
      Randomization sets the  new study apart. The random assignment of children rules out the  chance that factors other than thimerosal, such as education or  poverty, caused the results.
       Thimerosal, used in some vaccines to prevent the growth of bacteria  and fungus, hasn't been in U.S. childhood vaccines since 2001,  except for certain flu shots. Italy and other European nations began  removing it in 1999. U.S. health officials recommended the removal  of thimerosal as a precaution and to reduce the overall exposure of  children to mercury.
      Safety  regulations still require multidose vials of vaccines to contain  some type of preservative to prevent the spread of infection from  contaminated vials.
      The study,  funded by the U.S. Centers for Disease Control and Prevention, drew  praise from outside experts.
      "It's  yet another well done, peer-reviewed research study that has  demonstrated there is no risk of any neurodevelopmental outcomes  associated with thimerosal in vaccines," said epidemiologist  Jennifer Pinto-Martin of the University of  Pennsylvania.
      "This becomes the  fourth study to look for subtle signs of mercury toxicity and show  the answer was 'no,"' said Dr. Paul Offit, chief of infectious  diseases at the Children's Hospital of Philadelphia, the author of a  book on autism research and the co-inventor of a rotavirus  vaccine.
      Tozzi said comparing  children with no exposure to thimerosal could have improved the  study. "However, if thimerosal were a cause of harm, it is  l

The Ohio Resource Network, with funding from the Ohio Department of Alcohol and Drug Addiction Services, is offering a select number of free, on-site trainings to Ohio agencies, schools and communities.  Following is list of training topics available:

February 17th, 2009 » Unraveling the differences and similarities regarding leave, light duty, reassignment and return to work issues: Implications for Employers
Employers deal with an alphabet soup of rules and regulations governing the workplace. Confusion abounds when there is an overlap of requirements such as those that are found in the ADA, Family and Medical Leave Act and state Worker’s Compensation Laws. Join our speakers as they unravel these issues and provide clarification regarding when leave is required, the process that an employer should use to determine if the leave falls under the ADA vs FMLA or both and how to differentiate between an obligation under Worker’s Compensation law and the ADA.

Empowering Parents to Take On the Special Education System
New Book Helps Parents of Kids with Special Needs Build Positive Relationships with Schools


“In May, a story was disseminated widely in the media of a kindergarten student in Florida who was having difficulty in his class related to his disability—Asperger’s Syndrome,” writes Matthew Cohen in the preface to his book, A Guide to Special Education Advocacy: What Parents, Clinicians and Advocates Need to Know. “According to the media reports, the kindergarten teacher had invited the other students in the (regular education) kindergarten class to express their feelings about the student in front of him and then had the students vote as to whether they wanted him to remain in the class, a vote that, tragically, was for the child to be excluded from the class.”
While this story seems extreme, and may not completely reflect what transpired, it highlights the struggles of many children with disabilities—with stigma, with exclusion, with scapegoating and hostility from other students, and with insensitivity and intolerance from staff. Disability law can be complex and intimidating, so how can concerned parents use it to ensure their child with a disability receives the appropriate education to which they are legally entitled?   
A Guide to Special Education Advocacy
[February 2009, Jessica Kingsley Publishers, 304 pages, hardback, 978-1-84310-893-1, $28.95] gives strategies for advocating for better provision of special education in schools. Despite the many services and accommodations that have been made for students with disabilities, such as the use of Braille or providing specialized education in a regular or special classroom, many children with disabilities do not get the services they need and are not placed in appropriate programs or settings. Because of this, the perception of disability often remains unchanged.
Cohen’s insightful manual gives a practical vision of how a parent or a professional can become an advocate to achieve a more inclusive and rewarding education for the child with a disability. “As an attorney and as a parent still traveling through the system, I recognize that there are many excellent educators of good will,” writes Cohen. “But I also recognize that the system is enormously stressful, frustrating, and overwhelming for many parents. This book is my effort to assist parents so that the process is more manageable and their efforts to make a positive difference in their child’s educational experience can be as effective as possible.”
This book provides parents, people with disabilities, professionals and clinicians thinking about special education advocacy with an overview of current disability law and how it works, identifying practical ways for building positive and effective relationships with schools. Writes Cohen, “However the law changes, much of the practical information and strategies discussed here will remain relevant. The empowerment of parents to act on behalf of their individual children will hopefully translate into broader advocacy in support of systemic improvement in special education, both locally and nationally.”

Matthew Cohen is Adjunct Professor at Loyola University of Chicago School of Law, where he teaches Mental Health Law. He is a partner at Monahan and Cohen Law Firm in Chicago, Illinois and has extensive experience of working one-on-one with children and their families who have been let down by current special education policies.

New National Children's Study Seeks  Environmental Causes of Autism, Asthma,  ADHD

       Starting this week, pregnant women in Duplin County, N.C., and  Queens, N.Y., will be getting letters and phone calls asking them to  be part of the National Children's Study. This first-ever effort, 10  years in the making, will follow thousands of children from the womb  to age 20, with the goal of finding the causes of major health  problems like asthma, autism, attention deficit hyperactivity  disorder, low birth weight, birth defects, and premature birth. In  the months and years to come, 103 more areas of the country will be  included in this first large-scale, long-term study to investigate  environmental factors like pollution and pesticides as possible  causes.
      "We'll be able to amass  information on the environmental causes of these diseases within  three to five years," says Philip Landrigan, a principal  investigator for the study, based at the Mount Sinai School of  Medicine in New York. He pioneered research on the health effects of  air pollution on children, proving in the 1970s that children could  suffer IQ loss and other serious damage from exposure to low levels  of lead previously thought safe.
       Environmental factors clearly play a role in asthma and are  suspected in autism. This month, researchers at the University of  California-Davis reported in Epidemiology that autism rates in  California have increased from 6.2 of every 10,000 children born in  1990 to 42.5 in 2001, an increase that couldn't be explained by  better diagnosis or by migration. In the past few years, scientists  have focused largely on finding genetic causes of autism, but genes  don't change that much in 11 years. The National Children's Study  could finally shed some

Workshop Descriptions:
The New Disability: Determining Disability & Accommodations Under the ADA Amendments Act of 2008
On January first 2009 the ADA Amendments Act (ADAAA) became effective as Public Law 110-335. The primary focus of the statute is to clarify the definition of disability in the ADA, extending its protections to more individuals. This workshop will provide an overview of the ADA as amended by the ADA Amendments Act of 2008 with an emphasis on changes that will effect policy and decision making surrounding the accommodation process.
 
A brief history provides a context for understanding the changes to the definition of disability. Building on this foundation a review of the court decisions that congress explicitly rejected and endorsed during passage of the ADAAA will identify how policy and practice can be brought into line with the new statutory requirements.
 
The interactive approach allows frequent opportunities for reflection and questions emphasizing the principles and process that can guide accommodation decision making.

·         How to determine who is covered by the ADA as amended?
·         Will the accommodation process change?
·         Fundamental Alteration, Essential Functions, and Technical Standards
 
 
Pending ADA Regulations: Preparing for Change in 2009
In June 2008 the Department of Justice proposed the first significant changes to its ADA regulations for title II and title III (including the Standards for Accessible Design).   The final regulations will have a have a far reaching impact on construction, high stakes testing, service animal policies, program access and effective communication.  The “final rule” is currently pending at the Office of Management and Budget.  It is likely that they will be held for review by the incoming administration before become final later this year.  2009.   
 
This session will provide an overview of the full scope of regulatory proposals by the Department of Justice with an emphasis on changes to the construction standards that have been referred to as “the new ADAAG”  
•         When will the new regulations be finalized?
•         How will the new construction design standards change?
•         What are the other changes on the table?

Facilitator:
L. Scott Lissner has served as the ADA Coordinator for The Ohio State University since 2000 where he is an Associate of the John Glenn School of Public Policy and serves as an adjunct instructor for the Moritz College of Law, the Knowlton School of Architecture and Disability Studies. His teaching informs and energizes his role as the university’s compliance officer and as a clearing house for disability related policy and initiatives. An active member and officer in professional associations he has served on the Board of Directors for ADA-OHIO and the Association on Higher Education And Disability and The Editorial Boards for Thompson’s 504 Compliance Manual and the Journal of Postsecondary Education & Disability; and on the Ohio Secretary of State’s ADA Advisory Board, the Columbus Advisory Committee on Disability and as a liaison to the Ohio Governor's Council On People with Disability. Lissner publishes, presents, and consults frequently on disability issues. Recent publications include “Universal Design in the Institutional Setting: Weaving a Philosophy into Campus Planning” in Universal Design: From Accessibility to Zoning (J. Cowley-Evans & J. Nasser (Eds.) and “From Legal Principle to Informed Practice” with J. E. Jarrow.

As President Barack Obama takes office today, he will issue a call for personal responsibility and service to others. "Let us summon a new spirit of patriotism; of service and responsibility where each of us resolves to pitch in and work harder and look after not only ourselves, but each other."  Our parents had strong work ethics and high expectations. They advised that we should live and take action  "to leave the world a better place." President Kennedy's words echoed the lessons learned from our parents.
 
 In August 1963, we attended the March on Washington. We were 18 years old (and did not know each other). We joined masses of people who marched down the Mall to the Lincoln Memorial where we heard Dr. Martin Luther King give his "I Have a Dream" speech.
 
 We are  grateful for MLK, for Obama, for the power of a single individual, and for the reality of hope. The PELE Special Education Advocacy Clinic will assist families of children with special education needs through education and advocacy efforts before and during the eligibility and IEP processes.   • Secure appropriate special education services and supports;

  • Empower parents by offering resources, training and support.

Some Clinics focus on special education law. Some combine special education and children's health care issues. Others offer assistance with domestic violence, school discipline problems, and juvenile delinquency matters. If your family needs legal advice or assistance, contact the law schools in your state. Thank you for offering to help us recruit. I have asked Columbus Public for 10 parents and so that leaves at least 25 slots open.  I would like a variety of parents to attend so if you could send it out so we get a variety of parents from Central Ohio schools that would be great.  We will take the first 40 parents that RSVP knowing that 5 or so may sign up but not show on that day.  Yes please share with your communication director colleagues. My name is Thomas Knestrict, I am a professor in the Department of Childhood Education and Literacy, in the School of Education at Xavier University. My research and work in the community involves working with families who are raising children with special needs.  
 
Many families raising children with special needs struggle to access available resources.   Recently, a research study completed at Xavier University looked at how these families adjust to the challenges in their life.   In the study, we found that many families struggle to access resources available to them in the community.    Families living below the poverty line are able to access even fewer resources and expend a tremendous amount of energy simply surviving, leaving little time and energy for the care and nurturing of their children with disabilities.  For additional information you may view a video trailer about three families in the study at

On April 3, 2009, a one-of-a-kind event will be held to bring parents raising children with disabilities together with national and local leaders in the field of disability studies, family studies, and special education for a day of sharing information, networking and support.
 
The ‘Building Family Resiliency’ Symposium hosted at the Cintas Center at Xavier University will present the opportunity for families raising children with special needs, community resources, support agencies and nationally recognized speakers to come together to share resources. The purpose of the Symposium is to provide families access and information in an effort to assist families to become more resilient.
The day will include nationally recognized speakers in the field as well as a myriad of local agencies and supportive businesses ready and willing to provide information and access to resources for all the families in attendance. Attendees will have the opportunity to attend workshops that will assist them in not only surviving life’s challenges but thriving despite these challenges.        Autism tops Barack Obama's medical to-do list, according to the new  president's website. Whitehouse.gov launched at 12:01 pm yesterday,  even before the new president had taken his oath of office on the  Capitol's West Front. Autism is the only disorder or disease  mentioned explicitly in Obama's 24-point agenda. Heart disease and  cancer don't get the call. Neither does diabetes, or other chronic  diseases. But there are four hefty bullet points addressing autism.  Obama called for:
      1. Increased  funding for research, treatment, screenings, public awareness and  support services for autism spectrum  disorders.
      2. "Life-long services"  for people with autism spectrum disorders, as children and as  adults. Many parents struggle to find and pay for screening and  treatments for their children, but there is even less coverage and  capacity for adults with autism-based impairments 3. More funding  for the 2006 Combating Autism Act, as well as improving state and  federal autism programs.
      4.  Universal screening for all infants for autism disorders, as well as  re-screening for all 2-year-olds. This is the biggie; children are  currently screened only if parents or pediatricians voice a concern,  so too many children aren't diagnosed until they enter elementary  school. The earlier treatment starts, the more effective it is, and  a national screening program would help reduce the number of kids  falling through the cracks. It would also be a huge undertaking, at  a time when both government and privately insured health care is  foundering.
      That second bullet  point would be a huge help for families who are struggling to  provide care. In a recent survey, 52 percent of parents of children  with autism said their family finances were drained by treatment and  care, compared to 13 percent of typical  families.

In this course, sensory defensiveness will be described across multiple age and diagnostic groups. The relationship between sensory defensiveness and emerging theories in psychology and neuroscience will also be considered. The clinical labs offered in the course consist of training in specific assessment and treatment techniques, including the protocols developed by Patricia Wilbarger. Practicum exercises incorporate detecting and analyzing sensory-based behavior, activity planning (the "sensory diet"), and the management of individual cases using advanced clinical reasoning procedures.

includes a basic description of the child and details that will
appear in the story.  It is then manipulated into product a story
that you can view on screen or print.  They enable you to do a
sample "Waiting" story for free and the rest are sold for $8.99.  You
can save a collection of stories for a period of time, to use them as
needed.

THEY KNOW: Classmates and Asperger Syndrome

I’ve heard it too often.  The teasing and rejection that many children with Asperger Syndrome face in school from classmates who don’t understand why they act different.  The frustration and impatience from teachers who assume that these students are simply being disrespectful, stubborn, or lazy.

I’ve also often heard about how much things have improved for children with Asperger Syndrome when teachers and classmates learn about AS.

Parents who were concerned that they’d make things worse for their children if they disclosed the facts, have told me how those disclosures made things better.

If you’re the parent of a child with AS worried about what will happen if other students find out, here’s a thought: they already know.

They know they have a classmate who has different and difficult behaviors.  But they don’t realize the reasons.  And the reasons they imagine are much worse than the facts.

So children who have AS are routinely misunderstood by unprepared teachers and classmates.  Their school lives can be torture.  They’re friendless and under constant stress.  No matter how hard they try, they can’t make things better. Often, they don’t tell parents the worst of it.  From shame, or because they stop believing anything can be done for them.  

Disclosure may not be the best approach in every situation, but I’d urge parents to consider it carefully before ruling it out.  Again, I’ve heard stories of dramatic improvement from parents who’ve chosen to share information about their children’s condition with school staff and classmates.  Children making real progress with help from patient teachers.  Children making friends for the first time and being invited to parties.  Children being protected from bullying by other students.  Children leading class sessions on topics of special interest or tutoring other students.  Children feeling like they belong.

I recently heard from a father who said, in addition to the many other benefits of disclosure, that the parents at his son’s new school don’t treat him and his wife like they’re the worst parents in the world.

I’d love to have us all make 2009 the year of Asperger Syndrome awareness.  

You can get help making decisions about disclosing AS from support groups, school counselors, or psychologists who specialize in AS.  The magic is not simply in telling others your child has Asperger Syndrome.  The magic is in sharing appropriate information in a way that allows them to understand your child’s thought processes and shows how they can make allowances and help him interact and progress.  It’s also important to talk about your child’s strengths and what he has to offer, and not focus only on his challenges.

A mother just wrote me to ask how old classmates need to be to understand about Asperger Syndrome.  Great question.  In the youngest grades, you may determine that you don’t need to discuss the diagnosis.  Maybe you just address behaviors.  Everybody’s brain works differently.  Jared is very enthusiastic. He has trouble remembering to take his turn and raise his hand so we need to be patient with him.   Emily is smart, but she has trouble remembering to be polite.  She doesn’t mean to hurt your feelings when she says things about how you look.  We need to tell her when she says something that hurts our feelings so she can learn how friends talk to each other.

You need to make determinations about what to say based on your child and his or her classmates, but I think the earlier children hear the words Asperger Syndrome and what AS does and doesn’t mean, the more accepting they’re likely to be from that point forward.  And children are never too young to learn that we’re all different and that we need to treat each other with patience, kindness and understanding.

If you’re the parent of a child who has Asperger Syndrome and you’re conflicted about disclosing his or her condition to teachers and classmates, consider how great it would be to feel relieved and glad that…they know.

How I Dealt with Bullying & Harassment at School  
 
This story is from a parent who helped another mom deal with bullying and harassment of her daughter. "I worked with the parent of a young girl who was being harassed by a group of boys. This harassment involved comments about race and sex that became increasingly explicit and threatening over time." "The parent talked to the teachers, principal, and the parents of the boys. The teachers ignored it. The principal acted as if the girl was causing the problems."
