The Rudd Government will develop Australia's first ever National
Men's Health Policy - in recognition of the fact that men often
have poorer health than women, are likely to die earlier, and are at
greater risk of suicide.
To mark the start of International Men's Health Week, Minister for
Health Nicola Roxon is launching the paper "Setting the scene:
developing a men's health policy for Australia".
As an initial downpayment on a broader approach, the Government will
invest:
$460,000 to help prevent suicide in men, through the National
Suicide Prevention Strategy
$95,000 to encourage men to see their GP
Men's health is too often overlooked. This comes at a cost. We
know that:
Men are expected to live 4.8 years less than women
Men are three times more likely to commit suicide
Men experience 70 per cent of the burden of disease related to
injury
Men are over-represented in deaths related to HIV/AIDS.
The health of Indigenous men is also significantly worse than for
any other group in Australia, with an average life expectancy of only
59 years - some 20 years less than non-Indigenous Australian
males.
The Government's decision to develop a National Men's Health
Policy recognises that men have specific health needs and
challenges.
The funding for the National Suicide Prevention Strategy will
include:
$122,000 for the Men's Health Information and Resource Centre
Men's Shed, University of Western Sydney;
$80,000 for the Toowoomba Older Men's Network (TOMNet);
$150,000 for OZHelp Tasmania, a workplace program; and
$117,000 for INCOLink in Victoria to undertake suicide prevention
with apprentices in the building and construction industry.
Funding of $95,000 will be provided to the Royal Australian
College of General Practitioners to help establish the "Would you
pass a Roadworthy?" campaign - to encourage men to see their GP
for preventive health checks.
Men's health deserves attention. Over the next twelve months, the
Government will develop a comprehensive men's health policy. We want
to know what men consider to be the priorities for their health, and
we want to look at how we can build up the evidence base in this area,
including opportunities for research over the long term.
Prostate cancer is now the most commonly diagnosed internal cancer in
Australia, with more than 15,000 cases diagnosed each year. Prostate
cancer is also the second leading cause of cancer death in Australian
men, with almost 3,000 dying of prostate cancer in 2005.
This was recognised in last month's Federal Budget, with the
Government committing $15 million to set up two dedicated prostate
cancer research centres.
Australian men have the second highest rate of bowel cancer in the
world, after New Zealand. Bowel cancer is the second most common
cancer in Australian men, after prostate cancer. And yet, it is one of
the most preventable cancers.
The Government has responded by expanding the National Bowel Cancer
Screening Program at a cost of $87.4 million over three years.
Consultations will be held throughout Australia, including a forum to
be held in Canberra towards the end of 2008.

PARENTS illegally kept away from their children by aggrieved
former partners would have a new government agency to turn to for help
under recommendations by the Family Law Council.
The council, the Federal Government's advisory body on family law
matters, has called for the establishment of a Child Orders
Enforcement Agency, along similar lines to the Child Support
Agency.
The agency would respond to complaints from aggrieved parents
denied court-ordered access to their children, determine whether the
other parent had shown "serious disregard" for the court
orders, and help institute legal action in the Family Court to ensure
compliance.
The council's report, "Improving Post-Parenting Order
Processes", was prepared in response to a reference from the
former attorney-general, Philip Ruddock, but is now under
consideration by the Labor Attorney-General, Robert McClelland. A
committee of eminent judges, magistrates and legal academics wrote the
report under Patrick Parkinson, professor of law at the University of
Sydney, whose term as council chairman has since expired.
Breaches of court orders for contact between separated parents
and their children - and the family law system's response to them -
have been a source of complaint for many years, the report says.
Non-resident parents have complained about their former partners
openly refusing to comply with a court order, moving residence to make
contact difficult or impossible, and being absent when they call for
their children.
Resident parents also report problems, including the failure of
the other parent to collect or return the child on time, and failure
to show up for visits.
About 2500 formal contravention applications - or complaints
about breaches of parenting orders - are lodged annually with the
Family Court and Federal Magistrates Court, but the report says this
is an underrepresentation.
The council said litigants, who were frequently self-represented,
were often left to "run the gauntlet of repeated applications"
to the Family Court, and the cases took up a great deal of the court's
time. "Experience has been that many litigants will drop out,
which results in the particular children losing the benefit of the
original orders and the recalcitrant party winning out in a war of
attrition," the report says.
Serious and wilful disregard of parenting orders was a matter of
public interest, it said. The child's best interest was at stake when
a parent breached an order that a court had deemed beneficial to the
child. As well, such breaches brought the court into disrepute.
The council said a "small, independent [enforcement] agency
with offices in each capital city" would be the best way to
respond to serious breaches. It would encourage parents to resolve
disputes without litigation. But if this was not possible litigation
would be instituted in the Family Court with the aggrieved parent able
to instruct a lawyer provided by the agency.
Acknowledging the new agency would be expensive to set up, the
council proposed providing extra funding to legal aid commissions to
help parents fund enforcement matters before the family courts.
More false hope for parents kept from their
children

June 2008
The Family Law Council, which is the Australian Federal
Government's advisory body on family law matters, has called for the
establishment of a Child Orders Enforcement Agency, along similar
lines to the Child Support Agency.
Aggrieved non custodial parents who have been denied
court-ordered access to their children since the inception of a
Draconian Family Law Industry some 35 years ago, and who have been
calling for such measures to be taken for more than three decades, do
not hold their breath. They have long ago lost faith in a system in
which the scales of justice are tilted firmly in favour of custodial
parents. Any suggested changes to what has been shown to be such a
gross travesty of justice for so long, are viewed with great
skepticism.
Alarm bells ring immediately when it is noted the council's
report, "Improving Post Parenting Order Processes", was
prepared by a committee of eminent judges, magistrates and legal
academics who wrote the report under Patrick Parkinson, professor of
law at the University of Sydney, whose term as council chairman has
since expired.
Hundreds of thousands of the nation's victims of the Family Law
Industry, both parents and children, have witnessed at first hand how
the odds are stacked against them from the moment a parent becomes a
Non Custodial Parent.
Where have the above judges, magistrates and legal academics been
for the past 35 years? Why has there been such a deafening silence all
these years from the above committee members? Were they not aware of
what was going on or were they too busy plundering the family wealth
from separating families? Did the eminent members of the bench not
hear the cries of anguish from the non custodial parents and their
children all these years, when they turned a blind eye to the forcible
removal of children from non custodial parents by vindictive, and in
many cases disordered and dysfunctional Custodial parents. Why for the
past 35 years, have members of the bench refused to use the punitive
measures at their disposal, in order to ensure that non custodial
parents and their children remain connected following parental
separation. Their failure to do so is a crime against humanity and an
abuse of the rights of our Nation's children.
For the past 35 years we have witnessed the mockery of a Family
Justice System pretending to uphold the principle of equality and
impartiality in what can only be described as a mal- administration of
Family Law matters. Millions of the nation's parents and children, who
have had the misfortune to become victims of this Industry, have for
the past 35 years protested against the way the scales of justice in
Family Law are tipped heavily one way, in order to help maintain the
frenzy of the Law profession and their mercenaries, in the pursuit of
plundering the family wealth from unsuspecting separating
parents.
The Laws governing Family law matters were drafted by Lawyers,
with the main beneficiaries being the law profession and associated
mercenaries, who have now joined in a growing melee to capture a share
of these ill-gotten spoils. The law profession's success depends on
how much conflict and animosity is present or can be created, for them
to mount an economically successful case. The sole custodial parent
model following separation has provided them with a guaranteed high
level of ongoing conflict, and by definition it has provided them with
a lucrative economic outcome.
Family Laws which were drafted in the early seventies were
supposedly designed to help solve the problems associated with the
highly emotive issues of parental separation, especially the issue of
child custody and the right and need, to ensure ongoing contact of non
custodial parents with their children, unless it was unsafe for them
to do so.
However whether by accident or by intent THE RELEVANT SOLE PARENT
CUSTODY LAWS WERE ADOPTED, SO AS TO GUARANTEE FAILURE, with the
resulting horrendous ramifications for all those who incorrectly
believed that justice would prevail, and that by using the family
justice system, at least enduring contact with their children would be
ensured.
This effectively means that any Court Orders you may have
obtained, mostly at great expense, have a totally different meaning
depending on whether you have been made a custodial parent or a non
custodial or contact parent. So there are two totally different
outcomes for one set of Court Orders.
1. From the moment you are made a custodial parent, you have
effectively been given absolute power and control over every aspect of
your children's life, can ignore the Court Orders with impunity, and
can eliminate the other parent and extended family members out of the
children's life with ease. The methods used have been well documented
for decades.
2. From the moment you are made a non custodial or contact parent
you no longer have any say in any aspects of what happens in your
children's life. You are no longer able to protect them, love, support
and care for them and you can be totally eliminated from your
children's life with frightening speed and ease. To add insult to
injury, you can then be accused of abandoning your children and
subsequently labeled a deadbeat parent.
The adverse impact of such injustices are further highlighted by
the fact that if a non-custodial parent contravenes articles of the
Court Order, such as not returning the children on time from a contact
visit, the CUSTODIAL PARENT simply picks up the phone, calls the
police and the offending parent is immediately labeled a kidnapper,
hostage taker or child abductor, and set upon by various federal and
local police agencies. The only cost incurred to the Custodial Parent
is the cost of the phone call.
By sharp contrast if the CUSTODIAL parent decides to ignore and
contravene the same set of Court Orders, and refuse to let a child
have anything further to do with their non custodial parent even if
they live in the same street, the non custodial parent's only recourse
is to take the matter back to the very Court which failed them so
miserably in the first place. No simple phone call for them, but
rather further expensive legal proceedings which ultimately lead to
nothing, if a recalcitrant Custodial parent decides to ignore the
directions of the Court. In their twisted logic the Industry reasons
that to upset the Custodial parent would be detrimental to the
"Best Interest of the Child". This is what the Family
Justice Industry sees as an equitable outcome.
Following 35 years of silence, these eminent members of the
Family Law Council committee, have now recommended that a "small,
independent (enforcement) agency with offices in each capital city"
would be the best way to respond to serious breaches of contact
orders. They have suddenly decided that serious and willful disregard
of parenting orders was a matter of public interest and that a child's
best interest was at stake when a parent breached an order that a
court had deemed beneficial to the child.. They also belatedly
consider that such breaches brought the Family Court into
disrepute.
With their collective tongues firmly planted in their cheeks,
they suggest these enforcement agencies would encourage parents to
resolve disputes without litigation. But then true to form and making
sure to protect the lucrative status quo of their Industry and in
order to maintain the standard of living of their fellow members of
the Law fraternity, they recommend litigation should be instituted
against the offending parent in the Family Court with the aggrieved
parent able to instruct a Lawyer provided by the agency.
The committee acknowledges their recommendations would be an
expensive exercise, and therefore propose that extra funding be made
available to legal aid commissions in order to help parents fund
enforcement matters before the Family Courts.
To all those who have been a victim of this badly flawed system,
it would appear to be nothing more than an attempt to create a growth
in public funded ineffectual pursuits of enforcement of contravention
orders in the Family Court. Perhaps there is a downturn in the numbers
of aggrieved parents seeking justice from this farcical
institution.
You don't have to be a brain surgeon to recognize that a court
which refuses to punish habitual offenders for contravention of their
own orders, is going to do anything different just because the
aggrieved parents are represented by legal aid Lawyers.
The eminent members of the Family Law Council Committee suggest
that such legal actions in the Family Court as they recommend would
ensure compliance. With all due respect eminent members, could you
please explain how you see your recommendations ensuring
compliance?????
This is all smoke and mirrors gobbledygook, designed to make it
look as if they are a caring Court with "The Best Interest of the
Children" at heart. However all the available evidence would
suggest otherwise.
If this committee was even remotely serious at trying to resolve
the ongoing flagrant contraventions of Court ordered Contact Orders,
it would have been better to consider the proposal by Mr Simon Hunt of
a "CONTACT RECOVERY ORDER" or (CRO)
Unfortunately all the available evidence shows that when
practical commonsense suggestions are made to resolve this travesty of
justice against non custodial parents and their children, it is either
ignored or ridiculed by all those engaged in maintaining the status
quo for their own self interests.
The following is an explanation of the CROs by Mr Hunt. I believe
this would also be a practical and effective low cost mechanism to
enforce Court Ordered Contact Orders
The Recovery of Contact Order (RCO) mechanism is a simple
way of protecting children facing the separation of their parents and
will prevent most custody cases from even starting (because there is
no aggrieved party to initiate litigation).
Immediately enforceable Recovery of Contact Order
(RCO)
POLICY Protecting children from having of their parents
removed by the other upon separation.
THE MECHANISM That any parent denied equal parenting time
of their child or children can apply for immediate relief by way of a
Recovery of Contact Order (RCO) protecting the child's relationship
with both its parents. The excluded parent would obtain the RCO from
the police or the magistrate or district court clerks office. Like an
AVO or Intervention Order the Recovery of Contact Order (RCO) would be
effective immediately and immediately enforceable by the police. It
would provide the applicant up to a maximum of seven days of contact
with their child per fortnight (or less by agreement).
Like an AVO or Intervention Order the application would go
to court within days so that the respondent party, the parent
withholding the child or children, has the opportunity to oppose the
order.
If the RCO is not opposed it stays in force.
If the RCO is opposed, the arguments and evidence of the
respondent parent will be assessed by the court and a decision made to
either;
i) dismiss the respondent's case,
ii) refer the matter to the Family Court or Federal
Magistrates Court whilst making an interim order for the contact
requested by the Applicant Parent up to 50% ie: 7 days a fortnight (or
less as agreed), or partial or complete exclusion of the applicant
parent. The court may also order that allegations of child abuse or
neglect are investigated by an appropriates child protection
agency.
Prior to hearing the RCO would be effective immediately
and immediately enforceable by the police unless the withholding
parent lays criminal charges of abuse or serious neglect with the
police, in which case the matter would be heard by the Magistrate or
District Court before restoration of contact (50% or less by
agreement) can be enforced.
VERY YOUNG CHILDREN RCOs would not be effective
immediately or immediately enforceable when the child is less that one
years old or is being breast fed but would none the less be promptly
adjudicated by the Magistrates court.
FAMILY VIOLENCE Allegations of violence, be they genuine
or contrived, would not be grounds to exclude one the child's parents
when third party change over arrangements can be made.
A child in NSW will legally be able to have two mothers and no
father under new laws being fast-tracked through the NSW Parliament.
The concept of a two-mother family is set to be enshrined in law,
taking away the need for fathers when lesbians and their partners have
fertility treatment. "Children's rights advocates and parenting
groups are horrified at this development which extinguishes the
child's inalienable right to have and know his or her own natural
father", Federal Director of the Shared Parenting Council of
Australia, Mr Ed Dabrowski said today.
"The Bill is a scandal", said Mr Dabrowski, "because it
will eliminate fatherhood by creating a false record as to the
child's true parent, replacing the biological natural father with the
name of the mother's de-facto lesbian partner on the birth
certificate. It will create a presumption of parentage which is a
legal fiction." Mr Dabrowski emphasised that "Australians want the
truth about parentage to be recorded on birth certificates, not a made
up lie that denies there ever was a father".
"It would be wrong to pass a law where parenthood was not
recognised because clearly there must be a father for a child. Any
fertility treatment with integrity must necessarily include the father
and be recognised on the birth certificate", said Mr
Dabrowski.
"This Bill is radical because it introduces for the first
time a definition of parentage (and potentially marriage) which is not
based on biological sex. This violates all social norms and
accepted standards. The next step will be Transgender couples
demanding a right to have children and marriage as well.
MARRIAGE RIGHTS - MARRIAGE EQUIVALENCE
"The Miscellaneous Acts Amendment (Same Sex Relationships) Bill
2008, will if enacted, impart equivalent rights to cohabiting lesbians
that ordinarily flow from the marriage certificate", "It should be
opposed because it exploits children by using their birth certificate
to record a false presumption of parentage of a "second mother"
ignoring the existence of the "first and natural father"', said
Mr Dabrowski.
"The NSW Legislation's extension of "marital status" to
"marital or domestic status" which when read with the proposed
definition of "de facto relationship", conflates and confuses the
state of marriage or co-habitation by couples of opposite
sex, with the co-habitation of couples of the same
sex.
The effect of the Bill is to discriminate against millions of NSW
mums and dads who will no longer be regarded in law as mothers and
fathers, instead being de-gendered to the highly fluid concept of
"parent."
In tipping the law on its head, a hidden agenda is revealed in
the Bill which seeks to impose legal equivalence between same-sex
couples and married couples by removing innate differences between
traditional mum-and-dad headed families and co-habiting
homosexuals", Mr Dabrowski said. "Ideology drives these narrow
self-interest groups who aim to hasten genderless marriage by
'legislative stealth' and erode Federal Law which sensibly reserves
marriage for a man and a woman", Mr Dabrowski said today.
"Ms Verity Firth, Minister for Women, shields her Government's
true agenda behind alleged concern for a miniscule minority of
same-sex couples, but revealingly then seeks to impose extreme
legislation with a radical pro-homosexual indoctrination agenda on all
citizens of New South Wales.
"The Premier Mr Morris Iemma and his cohorts have neither right
nor mandate to attack the very fabric of family life and the safety
afforded children in the traditional home. Clearly the goal of this
Bill is not to enhance children's rights, but to disregard the
traditional family, and its beliefs, and respect for a mum and dad
raising the kids", said Mr Dabrowski.
What's the alternative?
Mr Butler, the executive Secretary of the Shared Parenting
Council said today, "there is no need to reject the fundamental
presumption that every child has a mother and a father; leaving dads
off the birth certificate is just unnecessary."
"In the less common case where the mother's same-sex partner
asserts a parenting role but is not listed on the birth certificate, a
parenting order from the Family Court would give the non-biological
parent equal shared parental responsibility if that is the aim of this
rushed legislation", said Mr Butler.
FREEDOM & RELIGIOUS FREEDOM /
DISCRIMINATION
"The misleading claim by Ms Verity Firth, Minister for Women,
that the reforms are "expanding protections for same-sex couples",
conceals the underlying agenda to remove protection and recognition
afforded traditional couples and lower the high esteem held for
motherhood and fatherhood in our culture, religions, society and in
the law itself.
"Volunteer parenting groups and people of conscience everywhere
are outraged at this government's attack on fathers and the
institution of fatherhood", remarked Mr Ed Dabrowski. "This comes
on the heels of a sham inquiry by the NSW Government intended to roll
back legislative reform encouraging shared parenting and greater
parental involvement by fathers after separation and divorce. What we
have here is a particularly evil agenda that extinguishes fatherhood
and children's rights and will make use of the term "Father"
potentially discriminatory in everyday settings, even at schools and
wherever families engage in public life", said Mr Dabrowski.
"This Bill increases discrimination and reduces freedom,
particularly religious freedom to distinguish between same-sex couples
and married couples. Church institutions could be put out of business;
particularly those faith-based organisations which fail to recognise
or service the "two-mum" family due to the double-bind of
respecting State law on the one hand but violating church morality and
Church law on the other.
Churches acting true to their faith and beliefs could be found
guilty of discrimination and have no choice but to shut down operation
of their service agencies", said Mr Dabrowski.
"Ms Verity Firth, Minister for Women, promotes de-gendering
existing State legislation (over 57 Acts), to promote gay parentage,
at the expense of the mums and dads. Her same-sex parentage
presumptions will rob Children of their true biological link to their
own father and family of origin, as well as hereditary health history,
family history and leave gaps in their personal identity. It only
compounds the problem of children being artificially conceived to be
raised without the richest benefit of a father.
"Marriage is a core fundamental social institution; so too is
the family headed by both mum and dad - it's the way we transmit our
society into the next generation. The NSW Bill will weaken the link
between marriage and the natural family, and the overwhelming reality
that children are produced as the result of male-female sexual and
romantic attractions. Instead of imposing a reckless social experiment
we need to teach the next generation; if we want children not to be
raised in fatherless households and all the suffering that ensues: we
need to raise children to become young men and women who believe it is
important that children have a mother and father.
NSW Attorney General
"It is worth noting that we have further serious concerns about
this legislation", said Mr Wayne Butler, the Executive Secretary of
the Shared Parenting Council.
"The fact this legislation is being made retrospective
via clause 2 commencement by proclamation seems to be an attempt to
bypass the normal democratic system and normal process of checks and
balances. The Government appears in a hurry to set legal
precedents which may prove difficult to repeal afterward", remarked
Mr Butler.
"In the hours before debate on this Bill takes place in the NSW
Parliament on Tuesday, the NSW Attorney General has gone into major
damage control by suggesting "those mothers and fathers who wish to
use the terms "mother" and "father" will continue to be able
to do soŠThere will also be the option to use the term parent if
that is preferred." The SPCA believes that these statements do not
accord with the legislation as written. In any case the Government
should not be regulating parental rights and children's rights to
the point of extinguishing those rights, or optionally "allowing"
parents to continue enjoying their inalienable rights as some kind of
exception to the [new] rule.
"He then suggests that this is not a matter determined through
the legislation but an administrative matter for the Registrar of
Birth Death and Marriages.
"If this is the case the situation is far more serious. The
Bill would increase the latitude and widen the discretion of the
Registrar whom already allows "Father Unknown" to be inserted on
current Birth Certificates and names of "Other Persons" to be
used, with no audit or substantial verification checks done on
registrations, nor any confirmation from BOTH parties that the
information supplied is correct. The fact that the Department does not
apply any substantial penalties for false declaration is also a very
major cause for concern.
"Hospitals provide birth registration papers to the mother. The
new legislation opens the door for any couples that have not yet
registered the child on the Birth Certificate or who are experiencing
marital discord or who are having disagreement about the name of the
child, to have one of the parents (the mother) do as she likes with no
recourse from the father.
The Attorney General says that the new Bill will give equal
rights to children in the areas of "workers Compensation." "This
is a complete nonsense", Mr Butler said today. "Workers
Compensation is for an injured worker. The financial and economic
benefit flows to the family unit not the child through any required
legislation", he said.
In a letter to the SPCA on Friday the Attorney General said the
new law will have both their parents recognised and give equal rights
to children of same sex couples across the state, however Mr Butler
said "the fundamental fact which has been overlooked, is that
children who are brought up in same sex households are already getting
the same benefits as other children at school and other social areas
where the "other parent" has the benefits that flow through the
existing status of guardian which is used on school registrations and
other documents."
"This Bill is hastily constructed and has not considered the
Federal legislation around Child Support and Centerlink benefits",
said Mr Butler. Nor has it had wide community input - worse than these
omissions, the parents of NSW and their children, being the most
significant stakeholders, have not been consulted in this hasty rush
to legislate", Mr Butler emphasised.
The Shared Parenting Council of Australia (Children's Rights
Council of Australia) calls on all men and women of conscience to
reject and oppose the Miscellaneous Acts Amendment (Same Sex
Relationships) Bill 2008, and if required, to be prepared to exercise
their conscience vote for the safety of children, preservation of
motherhood and fatherhood and defence of marriage at the next NSW
State Election.
Ends.

The implications of the NSW legislation and its wording are
far reaching. The legislation will:-
Treat children as objects and property
de -couple the child from his/her natural biological parents
de-gender the role of "mother" and "father" by reducing
them to "parents"
Eliminate "paternity leave" altogether from State law
and replace it with the de-gendered "partner leave"
equate same sex parentage to traditional heterosexual parentage
Deny children the truth as to who is their natural biological
father
Allow the removal of the natural biological father from the
child's birth certificate by an aggrieved partner or failure of the
partner to place the correct details on the originating birth
certificate.
Replace the biological father with the mother's lesbian partner
on the birth certificate or other party of convenience
Deny children a true and accurate birth record
Create a birth certificate which is a legal fiction
Severe the record and lineage to children's father and
forefathers
Prevent children from knowing their family of origin and knowing
that part of themselves which comes from their natural father by
preventing reunification with their natural father later in life
Deny children their hereditary health information including DNA
data and transplant possibilities as they will have no father recorded
on their birth certificate
Deny children their hereditary wealth by having no record of their
true father on their birth certificate
Make references to "Father" discriminatory with punitive
penalties for churches, schools and faith-based educational
institutions
Weaken fathers' claims to continue joint custody of their
children after separation or divorce as they enjoyed fully in law
before the divorce
Pitch mothers' female partners against true fathers as potential
replacement parents, and subject children's right to their father to
adversarial court contests and adjudication
The NSW Legislation will also;
Send the wrong message that families don't require fathers
Imply that it is okay to have "anyone on the birth certificate"
and that anyone else could supplant the child's biological parent
Weaken the standing of fathers in society and in families and in
the eyes of children
Allow greater latitude in the Family Court as to presumption of
parentage with the risk of fathers having their equal shared parental
responsibility and parenting time with their children usurped by a
judge's deference to the mother's de-facto lesbian partner who may
be presumed by a judge to be an equal or better parent.
Single out fatherhood for special treatment - only natural
fathers are removed from the child's birth certificate, not the
natural mother.
Set precedents and opens the gate to future re-assignment of
parentage for children which may exclude both their natural mother and
father for an alternate set of parents, even if they are less stable,
unmarried or in a civil union or de-facto relationship
Result in child-support cases that arrive from the dissolution of
civil unions (same-sex divorce), which will force courts to give full
faith and credit to the unions as though they were a marriage - one
small step away from validating gay marriage.
Profoundly affect Christian marriages and Christian parenting by
diminishing fatherhood and reduce legal protection for the traditional
family, by weakening the legal bonds of children to their natural
mothers and fathers.

Fatherhood & Family under Threat
Children Need a Mother and a Father
'Father' to go from Birth Certificate is the headline of a story in
the Herald Sun on 18th May 2008. The Same Sex Relationship Bill 2008
will radically alter 57 pieces of important legislation in a
calculated attempt by the NSW Labor Government to discriminate
against men, derogate fathers, fragment families and break the hearts
of our children.
Children need a mother and a father. To deprive them of that right by
government regulation is callous and heartless. Legal advice has
indicated that the proposed bill, as it affects Section 24 of the
Anti-Discrimination Act (1977), could make the word 'father'
discriminatory. Sadly this has already happened in California, USA
after the passing of similar legislation.
Studies from around the world show that children raised by their
natural biological mother and father fare much better than those who
are not raised in a natural-parent family.
A recent Australian study
http://www.theaustralian.news.com.au/story/0,25197,23657729-5013404,00.html
showed that children who do not live with their natural biological
father were between 17 and 77 times more likely to die from
intentional violence or accident. These facts are corroborated by
academics from around the world
http://psych.mcmaster.ca/dalywilson/26-36.pdf .
The NSW Labor Government needs to see that you care about your
children. Mr Iemma needs to know that the fathers and mothers of NSW
will not accept such politically correct madness. Children need a
father and a mother.
Come to NSW Parliament House, Macquarie St, Sydney on 3rd June for
the Dads4kids Forum. Show the government that you care for our
children.
Speakers: Warwick & Alison Marsh, Fatherhood Foundation; Wayne
Butler, Shared Parenting Council; Richard Egan, Festival of Light;
Barry Williams, Lone Fathers Association and many others from within
the fatherhood/mens and pro-family movements including pro-family
state parliamentarians.

A PETITION FOR REFORM OF THE
AUSTRALIAN FAMILY COURT
"It
remains for people of good conscience to speak up about injustice,
rascism and inequality - in our
neighbourhoods,
in academic debate, in political discourse. And to question, question
relentlessly.
Too often people
go ahead with policies and attitudes that contradict human rights and
are contrary
to our vision of
Australia as a place where everyone is treated fairly... Ask questions
publically and
demand the
answers be explained clearly so that everyone may understand... As
Australians let us not
be damned by our
silence. Or shamed by our ignorance".
"We all have a
responsibility to hold up to scrutiny and accountability circumstances
where the
human rights of
others are compromised"
- the Hon. John von
Doussa QC, President of the Australian Human Rights and Equal
Opportunity
Commisssion.
His Excellency Major
General Michael Jeffery, AC, CVO,
MC
Governor General of
the Commonwealth of
Australia
Government
House
Dunrossil
Avenue
Yarralumla
ACT
2600
Australia.
March 27, 2008
Dear General
Jeffery,
On December 12,
2008, I wrote to you and asked whether you would give a statement of
support to
the Petition and
bring it to the notice of UNICEF Australia members.
I made this request
on the basis "that as patron of UNICEF Australia, you are
concerned for the
implementation of
UNCROC in all the countries of the world, including Australia, and
that an
important
function of the Governor-General is to "encourage, articulate and
represent" the social
values which
Australia considers to be important, and to lend your support to
individuals and groups
who strive to
make them a reality in every day life in Australia."
As you know, these
values include the right of children to shared parenting when both
parents are
suited to provide it
(UNCROC) and the common law principle that alleged breaches of the law
must
be capable of
objective determination.
My enclosures
included the Petition, its research paper, Burke's Backyard: A
Window onto the Family
Court of
Australia, some high-profile statements of support, and a
recommendation from a British
Circuit Court judge
that the research should be published in the international legal
press.
Burke's
Backyard details systemic disregard in Australian family law for
the United Nations
Convention on the
Rights of the Child (UNCROC), the International Covenant on Civil and
Political
Rights (ICCPR), the
Harare Declaration (which sets out the values and
principles Australia has
promised to uphold
as a member of the Commonwealth), and the common law values
encompassed
by the principle of
a fair trial. It gives evidence that Australia is almost certainly
perpetrating a second
stolen
generations scandal, but this time in family law, without regard
to race or colour, and on a
larger scale than
before.
As you know, the
history of the Aboriginal stolen generations phenomenon can be
seen directly in
terms of the UN
Convention on the Prevention and Punishment of the Crime of
Genocide.
The following is the
reply I received from your secretary, Brien Hallett.
"Dear Mr.
Midgley
Thank you for
your letter and attached petition of 12 February to the Governor
General
concerning the
Australian Family Court.
General
Jeffery understands the matter has caused you great concern, however,
it would be
inappropriate
for the Governor-General to participate in your
petition.
Thank you once
again for writing to the Governor-General.
Yours
sincerely,
Brian
Hallett
Deputy
Official Secretary to the Governor-General
28 February
2008".
The possibility that
Australia could be perpetrating a second stolen generations scandal
within a
generation of the
first is breath-taking and I suggest Mr Hallett's remarks are a
wholly insufficient
response to the
evidence I brought to your attention.
Consequently, I
would like to ask you to look at the matter again taking into special
consideration the
following:
.
Australia has one of the worst human rights records
of any country of the English-speaking
common law world. It has been widely criticised for its contempt for
international law,
including by the Director-General of Amnesty International, and it is
the only modern
western country to have been declared by the UN to be racist. Its
child protection policies
have a history of not only consistently failing to protect children,
but of contributing to their
mistreatment.
. Since the
enaction of the 1975 Australian Family Law Act, there have been
approximately
69 Acts of the Commonwealth of Australia amending the original Act.
During this time,
tens of thousands of
children - and some say well over a million - have
almost
undoubtedly been wrongly separated from their parents by the
Family Court under
jusrisprudence and
practices which the former Chief Justice of the Family
Court,
Alistair Nicholson, has rightly recognised are oppressive and
arbitrary - causing massive
long term damage to the social fabric and bringing the Westminster
system of justice into
disrepute.
."The minimum content of the rule of law is
that the rights and duties of persons in the
community, and the consequences of breach of any such rights and
duties, must be
capable of objective
determination" (Chief Justice of NSW, the Hon. J.J.
Spigelman at the
7th Worldwide Common Law Judicial Conference, London,
2007).
.
As the Crown's representative in Australia, you
are not just an 'ordinary man' in a plumed
hat and dress uniform, but the embodiment of 800 years of British
Commonwealth political
and social history. The whole movement of that tradition is away from
the jurisprudence and
conditions which direct the administration of Australian family law.
.
Contrary to the impression Mr. Hallet's letter
gives, I did not ask you to sign the petition, but
to give a statement of support.
The role of 'arms-length' statements of support is discussed
in the literature on the subject,
and I referred you to the statements given by HRH the Prince of
Wales; executive Member
of the Youth Justice Board of England and Wales, and CEO of the
Children's Society, Bob
Reitemeier; and Patron of the British Institute of Human
Rights (BIHR), Cherie Booth QC.
Mr. Hallet's remarks suggest that you consider these people to have
behaved
inappropriately in
some way in giving statements, but do not explain how or in what
way.
In contrast, the Prince of Wales has said that in his view
it would not only be inappropriate,
but "criminally negligent" if he went
round Britain and did not draw public attention to
important social justice issues, and his statement of support for the
Petition suggests that he
takes the same view in respect of social justice issues in
Australia.
.
The failure to speak up is not a position of neutrality as
it contributes to holding the status
quo in place and can be seen as a political act. Put another way, Mr.
Hallett's letter gives the
impression that you support values which are commonly associated with
the totalitarian
state.
.
It is a long standing convention in the Westminster
system of government that people are
free to express their conscience on issues with a strong moral or
ethical content.
.
The obligation of responsibility on heads of state
and their representatives expressed in
Article 227 of the Versailles Peace Treaty, the Nuremberg principles,
and the UN
Convention on the Prevention and Punishment of the Crime of
Genocide.
.
Justice von Doussa's comments at the head of this
letter.
Re: YOUR ROLE AS
PATRON OF UNICEF AUSTRALIA
I was originally
recommended to get in touch with UNICEF Australia by Robert Palk of
the National
Society for the
Prevention of Cruelty to Children (NSPCC) (Royal Patron: H.M. The
Queen), and I
refer you to his
comment in the statements of support I sent you. In the first
instance, I wrote to
UNICEF Australia's
Executive Committee, but had no reply. My letter to you is therefore
my second
approach to UNICEF
Australia.
UNICEF Australia's
website states UNICEF's work is guided by UNCROC, a set of
minimum
international human
rights standards for children which Australia has a legal
responsibility to uphold
in Australia in full
(see the rule of international law, pacta sunt
servanda).
In respect of your
role as Patron of UNICEF, it is generally considered that the
responsibility of a
Patron is to serve
and act in accordance with the values of the body or institution of
which he or she is
patron.
The following are
some mission statements published by UNICEF Australia on its
website:
"The
Convention on the Rights of the Child (CRC) sets out basic rights for
all children, and is the
foundation of
all Unicef's work."
"Unicef
works to protect children who have suffered from or at risk of
violence, exploitation and
abuse".
"Unicef
works with governments and various organisations to bring children's
rights to the centre
of public
policy".
UNICEF aims to
"involve everyone in creating protective environments for
children" and
"to achieve
equality for those who are discriminated against".
I enclose the
Petition statement. It has been constructed to reflect the rights of
children in UNCROC
and consequently it
is unclear how Mr. Hallett can say that it would be inappropriate of
you to support
it. Rather, the
opposite seems true.
As you know, it is
sufficient in Australian family law to raise nothing more concrete
than suspicion
about people's
integrity to obtain a judgement against them, and I assume you would
not wish your
own integrity
to be subject to the same standard? I would therefore ask you to
clarify Mr. Hallett's
statement and
identify the principle on which it is based.
If you do not reply,
I will assume you regard my remarks to be
fair.
In view of the
importance of the subject, I would very much appreciate a personal
response.
Thank you and I look
forward to hearing from you.
Yours
sincerely,

Dear Mr. Midgley,
Thank you for your letter of 27 March 2008 to the Governor-General
concerning your petition for reform of the Australian Family
Court.
I am sorry to disappoint you, but I can only reiterate previous advice
provided by this office on 28 February 2008, that it is not possible
for the Governor-General to become involved in issues such as this.
May I suggest if you wish to pursue this matter further, that you
approach the Hon. Robert McClelland MP, Attorney-General, at PO Box

REFORM OF THE AUSTRALIAN FAMILY COURT
"Daily we

Hallett
Acting Official
Secretary to the Governor-General of Australia
Government

Canberra
ACT

Australia.
May 8, 2008.
Dear Mr.
Hallett,
Thank you for your
letter of April 24 2008.
As you know, the
Governor-General has a constitutional duty to encourage and support
the values which Australia claims to embody and has far-reaching
powers to bring about laws which incorporate those values. The values
include the right of everyone to a fair trial and the right of
children to know and be cared for by both their parents when both
parents are suited to parent them.
It is consequently
unclear how you can make out that it would be inappropriate of the
Governor-General to publicly support these values.
I mention these
things because if General Jeffery does not support the principle of a
fair trial or that of joint parenting, then he is clearly unsuited to
be Governor-General of Australia and Patron of UNICEF Australia. In
such circumstances, he should resign and give a public apology for
accepting positions without understanding or having the intention of
discharging the responsibilities associated with them.
In respect of your
responsibilities as the Governor-General's Official Acting
Secretary, you appear to have misrepresented the role of
Governor-General to me. I wonder whether you are aware that civil
servants are expected to act in accordance with the institutional
values they are employed to serve, and that this includes admitting
mistakes that they may make and putting them right?
In view of the
enormous implications of your advice, could you confirm that your
letters to me have been written with General Jeffery's approval and
explain the principle on which your advice is based in a way that
everyone can understand?
If I have
misunderstood General Jeffery's position in any way, I would ask for
a letter of clarification from him personally so as to avoid the
impression that you may be acting independently of him or without
understanding the responsibilities of your own
position.
May I please have a
reply by email and confirmation by international post
cover.
Thank
you.
Yours
sincerely,
Michael
Midgley.

A PETITION FOR JUSTICE AND ACCOUNTABILITY IN AUSTRALIAN FAMILY
LAW
"Australia is a free democratic society which ought to be able to
withstand robust debate and criticism against the arms of government.
The Family Court is part of the judiciary, which under the Westminster
system is one of the arms of government", Gabriel Kuek, Australian
Family Court Lawyer.
A Court constituted under a no-fault charter to break up families in
secret on no other ground than the creation of suspicion is the stuff
of nightmares: The law deprives people of knowledge of their social
and political landscape, disenfranchising them from the democratic
process, and allows the state to ride-rough-shod over their lives.
WE CALL FOR
. An end to the "lingering doubt"/ "unacceptable risk"
test
. the upholding of the presumption of innocence in family law, and the
values of accountability, justice and freedom
. respect by government for the fundamental right of children to
shared parenting when both parents are suited to provide it
Unjust laws debase democracy and undermine people's safety and
respect for government: We call on Australian politicians and judges
to think again.

The recently appointed Sex Discrimination Commissioner and
Commissioner Responsible for Age Discrimination, Ms Elizabeth
Broderick, has spent the last few months undertaking a National Listening Tour to ascertain the views of Australians on three key
themes:
Economic independence for women,
Work and family balance across the life cycle, and
Freedom from discrimination, harassment and violence.
To date the Commissioner and her staff have run men's and women's
focus groups, spoken to men and women at workplaces, unions, business
round-tables, academic round-tables, community groups and public
consultations, in both city and regional areas. Information collected
from this consultation will be used to inform the agenda for her 5
year term.
On Monday 11th February, a discussion was held at the Human
Rights and Equal Opportunity Commission covering a number of issues of
concern to Australian men and boys. In attendance were the
Commissioner, two of her staff members, Greg Andresen (media liaison, Men's Health Australia
and researcher, Dads on the
Air), Micheal Woods (Senior Lecturer, Men's Health Information &
Resource Centre, University of Western Sydney) and Maggie Hamilton
(author, "What
Men Don't Talk About").

The Lost Boys TV series responds to the call of 'the most
harmful demographic trend of this generation', a groundbreaking
factual reality series that deals with the topic of masculinity
through father and son relationships. Would you like to be a part of
this exciting venture?
I am researching a new observational documentary series called
The Lost Boys. It focuses on 5 fathers and their sons and a 28 day
cattle mustering expedition. The idea is the time away together will
hopefully mend problems in their communications and create a new bond
between them.
I am looking for fathers and sons who may be interested in
participating. Sons would have to be minimum age 15 through to
24.
I have attached a longer synopsis for you to read and to pass on
to any of your members who you think may be interested.
I thank you for your time

Synopsis - The Lost Boys
There are good
reasons why modern fathers are estranged from their sons:
divorce, interstate or overseas work, separation, corporate demands,
desertion or disinterest. However, it's becoming obvious that
there are no good excuses. Boys without fathers lack the most
important male role-model in their lifetime - the person whose job it
is to show them what it means to be a mate, a husband, a worker, a
hero, a lover and above all, a man.
Clearly something
must be done to address what has been dubbed 'the most harmful
demographic trend of this generation'. The Lost Boys responds
to this call.
The Lost Boys is
a groundbreaking factual reality series that deals with the topic of
masculinity through father and son relationships. Five urban,
estranged father and son pairs will re-build their damaged
relationships by undertaking one of the toughest challenges Australia
has to offer - to move 500 head of cattle over 200 miles across the
outback, in 28 days, living the life of the quintessential
Drover.
The Drover is an
Australian icon that holds relevance for all Australians, even though
most of us are city dwellers. The Lost Boys uses the masculine
role- models and the vast landscape of the outback to heal the social
wounds that are impacting on our cities.
This is a unique
opportunity for fathers and sons to spend time together, learn
together, teach one another, face their fears and earn each other's
respect on a level playing field. Endless, hot days of hard work
followed by cold nights around the campfire combine to create an
emotionally charged experience that will be riveting to watch and
relevant to many in the viewing audience. As challenges common to
fathers and sons play out for the participants, those watching from
home will be given insights and practical tools to apply to their own
lives.
Under the
guidance of professional cattle men and adventure therapists, the
participants won't be able to escape the fact that the only way to
successfully complete the task, and claim their pay packet worth
thousands, is to get over the past and work together. This is
the best chance they'll ever get to build a paternal bond to ensure
that the Lost Boys become found.

Say Sorry to All - Fatherless Children need
Apology Too
The Fatherhood Foundation commends the Prime Minister Kevin Rudd
for saying sorry to the Aboriginal children stolen from their fathers
and mothers but what about the current stolen generation?
Warwick Marsh, of the Fatherhood Foundation said, "It is very sad
that aboriginal children were removed from their fathers by white
authorities, but what about today's stolen children, both black and
white, who have been forcibly removed from the care of their fathers
by Australia's Family Law Court. Over a million children live apart
from their biological father.
"Both the previous government and the current government rejected
the commonsense solution of a presumption of equal shared parenting in
the event of family breakdown. We call for an apology to the children
of Australia who have been so grievously affected by its ideological
hatred for fathers."
Dr Robert Kelso, who has lectured in Public Policy and Ethics and who
has conducted research on the effects of Family Law Act in Australia,
agrees with Mr Marsh "The Family Law Court is the most divisive
court in the nation's history. The court has failed to protect
aboriginal children and its associated entities such as the Child
Support Agency have produced one of the highest rates of male suicide
and male unemployment in the western world."
It is good that the Prime Minister should say sorry to the Aboriginal
people, but he should also say sorry to Australia's children for the
denial of contact and love of their father. He should also say sorry
to the children of Australia for the destruction of their family unit
and the loss of their economic future
The Prime Minister should also say sorry to the children of Australia
for denying them contact with their extended family, grandparents,
uncles, aunts and cousins. Justice is not too much to ask

Mediadads.com is dedicated
to Fathers and the bonds they have with their children. It is designed
to raise consciousness about how fathers are portrayed in the media,
and how they are thought about in the Public Mind.
This site was launched for Father's Day 2007 with a few movie reviews.
These are designed to entertain and inform anyone with an interest in
what kind of fathers they may find on DVDs or current attractions.
We believe that a father wants to take his kids to the movies to have
fun, and maybe to add to their personal and social education. A father
doesn't want to take his children to the show only to be ambushed by a
movie that disparages fatherhood, or men in general.
This takes on additional importance in today's world, where so many
children are being raised in households that may be antithetical to
fatherhood. In such cases, a father will want to know if his one visit
with the children this week is going to feed a back story in their
lives that harms both the children and the father.
While other movie reviewers will outline a plot and tell us about
actors, directors and music, they do not specifically address the
nature of the fathers in the picture. Mediadads.com is the first
website dedicated to providing both. Sometimes irreverent to the norms
of the world we find ourselves in, and sometimes tongue in cheek, the
reviews you'll find here are designed to be fun, uniquely informative,
and always written with a true respect for those who have answered the
call of Fatherhood.
The Family Justice
System has become a societal cancer, a place to be avoided at all
cost. Like any cancer, if left unchecked, it will continue to grow,
gaining momentum and eventually destroying its host victims and
subsequently the culture which supports and feeds this malignant
growth. It has removed parental rights and replaced them with parental
responsibilities. However without rights, parents are denied their
human right and duty to responsibly protect and share the love and
care of their own biological children.
We are now looking at a 35 year old cancer that has been allowed to
grow unchecked and is by far the most dangerous place for men, women
and children, to come into contact with, in the event of relationship
breakdown.
It has become a law unto itself, a dictatorship within a democracy.
Secret and seemingly untouchable, it has been allowed to grow into a
multi billion dollar industry, with many poisonous tentacles which
have gradually and unnoticeably crept into many of our institutions
and bureaucracies. These in turn have each spawned their own agencies
and pseudo expert organizations and bodies, who play host to a variety
of so called professional expert specialist advisers, who keep feeding
the cancer with a continuous supply of misinformation and dodgy
statistical data, which flows into the system, thereby guaranteeing
malignant growth.
Each tentacle of this cancer is pushing its own immoral agenda, while
at the same time comfortably feathering their nests with billions of
dollars of taxpayer funded handouts, bolstered by the funds plundered
from the hard earned family wealth of unsuspecting separating
parents.
All of this is made possible because society has unsuspectingly and
unquestionably accepted the deliberately deceptive and misleading
"Best Interest of the Child" principle. It is an obscene
act of deception to suggest that the "Best Interest of a Child" is
best served by giving children rights, when in fact they lack the
autonomy and physical ability to enact those rights and while their
young developing brains are so vulnerable to emotional, and
psychological manipulation and control.
Without question the most dangerous situation for a child to find
itself in, is when its parents are coerced into entering the Family
Court system. This ensures them being infected by this obnoxious
Family Justice cancer, which in fact will guarantee that most of them
will have their ties of kinship with many of their much loved
biological family members severed.
This cancerous industry, which hides behind the spurious "Best
Interest of the Child" principle, in order to justify the removal of
these vulnerable children from perfectly loving and responsible family
members, is a curse on the health and wellbeing of our society.
To remove those who wish to protect and play a part in the healthy
physical and emotional development of their biological family, is
universally unacceptable to a civil society.
To allow this
dangerous cancer to flourish will eventually destroy our society.
We owe it to the children of today, who are the parents of tomorrow,
to relieve them of the burden of being forcibly removed by this
malignant societal cancer. If we fail to do so, history will
judge us harshly. "Parental rebellion is not a crime, it is
our obligation."

Have your say on building a fair and equal society for women and men
in Australia.
The Human Rights and Equal Opportunity Commission (HREOC) invite you
join HREOC's new Sex Discrimination Commissioner and Commissioner
responsible for Age Discrimination, Elizabeth Broderick, for a
community consultation.
This consultation is part of Commissioner Broderick's national Listening
Tour. The Listening Tour is an opportunity for people all over
Australia to make their voices heard on the issues that matter to
them.
Mon Nov 26, 5.15 - 7.30pm
UniSA Hawke Building - Level 5, Bradley Forum
50-60 North Terrace, Adelaide
HREOC have established three female-focused themes for the
tour:
* economic independence for women
* work and family balance across the life cycle, and
* freedom from discrimination, harassment and violence.
Discussion of other issues will also be welcome. Information collected
from this consultation will be used to inform the agenda for the
Commissioner's 5 year term.
We would urge anyone who cares about men's and boys' health and
wellbeing to come along to these events to remind the new Commissioner
that her responsibilities cover two sexes!
We would encourage you to make some of the following points (for
a bit of background information on men and work-life balance click here):
* Males have much higher illness, injury, accident
and death rates and die 5 years earlier than females, yet research
funding for male health is less than one-third of that for female
health
* Males suicide at almost four times the rate of
females. More males kill themselves each year than the entire
Australian road toll
* More than twice as many males as females
experience work-related injuries and illnesses, and over ninety
percent of work-related deaths are males
* Young men are three times as likely as young
women to be victims of violence, however, there are no public health
campaigns to address this very serious issue
* Men are also victims of intimate partner abuse,
however, there are no support services for these men, nor treatment
services for abusive women
* Boys in Australia are much more likely to drop
out of school than girls. In NSW, the difference between boys' and
girls' average Tertiary Entrance Rank is almost 20%. Males currently
make up just 37% of university graduates
* In Australia today, only women have reproductive
rights. Upon becoming pregnant, a woman can choose to have the baby,
or have an abortion, or put the baby up for adoption. A man has no
choice whether to become a father or even to be notified that he has
become a father
* Men are more likely to be convicted and receive
longer sentences for the same crimes, compared to their female
counterparts
* Following family court proceedings, children are
far more likely to be given little or no time with their father than
they are with their mother
* The current inequitable parental leave
schemes, favouring mothers, reinforce fathers in the traditional
'breadwinner' role rather than supporting them as being 'hands-on'
dads (which all the research shows gives better outcomes for children
and their parents)
* Australian women are responsible for
spending 90 cents in every household dollar

21ST NOVEMBER 2007
Do we ignore violence against
men?
This Sunday is White Ribbon Day (WRD) and the start of
the 16 Days of Activism to Stop Violence Against Women. However
the 2005 Personal Safety Australia survey found that in the past 12
months almost twice as many men as women (808,300) were victims of all
types of violence; twice as many men as women (485,400) were victims
of physical assault; nearly a third of sexual assault victims were
men; 864,300 men were harassed and 110,700 men were stalked. The same
study found that men were almost as likely as women to experience
physical violence within the home (half from females, half from males)
and were just as likely as women to experience physical violence from
perpetrators who were known to them. Yet the WRD campaign focuses
solely on the prevention of violence against women by men.
An international coalition of professionals and academics has come out
in unequivocal support of anti-violence initiatives, but is concerned
that this annual spotlight on violence against women tends to conceal
the fact that males are far more likely than females to be assaulted
or killed and make up a significant proportion of victims of domestic
violence. They are calling on the media to be aware that crime
statistics, based on reports to police, are an inaccurate reflection
of the extent of domestic violence within the community, as men who
are physically assaulted by women are less likely to report it than
are women assaulted by men. However, despite this underreporting, 29%
of victims of notified domestic violence and 26% of intimate partner
homicide victims are men - all of whom are absent in policy
provisions. There is very little recognition of women's violence,
yet more than a quarter of physical assaults on women are committed by
other women. There is also little acknowledgment that violence is most
prevalent amongst young people, and is causally linked to social
disadvantage, drug and alcohol abuse and mental health issues.
The White Ribbon Day campaign tells us that "violence against women
is the product of learned attitudes and norms." University of
Western Sydney academic Micheal Woods explains, "I think many
people would disagree that Australian cultural norms support violence
against women, but would readily admit that our culture accepts
violence against males." He quotes a 2001 national survey of 5,000
young people aged 12-20, in which the authors noted that "males
hitting females was seen, virtually by everyone, to be unacceptable,
however, it appeared to be quite acceptable for a girl to hit a
boy". They also found "there was no spontaneous recognition that
verbal abuse or a female hitting her boyfriend could also constitute
dating violence... however these were among the prevalent forms of
violence occurring".
Researcher Greg Andresen from menshealthaustralia.net suggests
"international large population-based research shows women initiate
domestic violence as often as men, use weapons more than men, that men
suffer one-third of injuries, and that self-defence explains only a
small portion of domestic violence by either sex. We're concerned
that male victims have been unfairly ignored in these anti-violence
campaigns and this contributes to the intergenerational cycle of
domestic violence. When male victims are ignored, their kids suffer
long-term damage by the exposure and are themselves more likely to
commit violence as adults."
The coalition of experts is asking Australians to set aside the next
16 days to consider all victims of violence, no matter what their
gender, age, ethnicity or sexuality. They are seeking the involvement
of the entire community, including government, NGOs, and men's and
women's groups, in the establishment of a new national broad
anti-violence campaign.

a CALL TO THE AUSTRALIAN NATION involving all little Aussie battler Mums, Dads, Grandparents,
Children & Families... concerning our Right to Know
"WHAT IS HAPPENING TO OUR
CHILDREN???"
"The opposite of love is not hate,
it's indifference!"
Elie Wiesel, Nobel
Peace Prize Winner & New York City Writer
EDWARD DABROWSKI, National Director of the Children's
Rights Council of Australia, is standing as an Independent Senate
Candidate in Western Australia.
Today Edward Dabrowski launched his 3-point plan for
healing and justice rights for families and called on both the
Government and the Opposition to hear the call of Aussie battler Mums,
Dads, Grandparents, and Children & Families. "Our families want
real practical help with their dignity left intact", said Mr
Dabrowski. They want the corrupt juggernaut of official Government
interference and dismantling of families, shut down once and for all
time, their families left intact and their personal dignity
restored", Mr Dabrowski said today. "We are moving ahead with the
'cleansing' of the State Apparatus used to irritate and dismantle
families on a mass scale, and we have the support of tens of thousands
of Aussies harmed by these systems and malpractice including
profiteering of families through an active agenda in the Family Court
and Divorce Industries to inflict pain and confusion and unbalanced
custody outcomes. Children were being robbed of their life with a
parent and headship in families was being removed, along with
children's sense of themselves, their personal identity, and their
development as complete persons. Today we are turning a corner in the
restoration of the Australian Family", said Mr Dabrowski.
1. Calling for an "Emergency Intervention" to protect ALL of
Australia's precious CHILDREN~PARENTS~FAMILIES from
destruction
"I call on Mal Brough as the Australian Minister for Families,
Communities & Indigenous Affairs to provide real community
assistance and build capacity and resilience for families instead of
his "tampa" stunt with the $500 Million Aboriginal Children
"emergency intervention" where the money goes to army,
police and the System feeding off the pain and suffering of people
rather than self~help empowerment", said Mr Dabrowski.
"The abORIGINAL problems have 219 years of systematic
bullyforce control, oppression and suppression to
extinguish a unique people of 50,000 years heritage with a rich
culture and DreamTime traditions of great human Value. The Government
had failed to honour the Aboriginal culture and traditions, the worst
manifestation being the wholesale removal of children and the recent
wave of segregation of aboriginal children from their families instead
of working with families at grassroots level to improve their lives
and empower parents", he said.
2. Demanding an independent National Royal Commission (as per Sydney
Daily Telegraph 14/11/07 full front page commitment) into the
best interests, wellbeing and welfare of Australia's most valuable
assets and hope for the future ~ Her CHILDREN~PARENTS~FAMILIES.
"I want to give everyday little Aussie battlers an opportunity
to have an ongoing CommUNITY in diversity independent
VOICE in matters that concern them and in the profoundly important
personal matter of family and the sanctity of family life in the
privacy of the sanctuary of the home", Mr Dabrowski said today.
Mr Dabrowski said today that both John Howard and Kevin
Rudd in their campaigning "had arrogantly dismissed the input of
everyday Aussies. These so-called leaders in their arrogance and
ignorance have constructed with untold $millions from the Australian
people carefully orchestrated spin doctor political campaigns
that are completely out of touch with the hearts and souls of everyday
Aussies. They are divisive, destructive and not in the best interests
of Australia's Children~Parents~Families and lack a productive
CommUNITY Spirit of Goodwill."
"The media too were culpable accepting millions of
dollars in advertising, as the media trance with the presidential
style campaign left Aussies without a voice and campaign that speaks
for them", save for the work of grassroots CommUNITY groups like
ours", said Mr Dabrowski.
3. A $33BILLION CLASS ACTION LAWSUIT
A report today that the use of painkillers was costing
$34Billion per annum gives some hint to the extreme emotional pain and
health costs to the community of ongoing destruction and meddling in
families and children's bonds with their parents, by the family
court and welfare systems.
"Today I am advising the Chief Justice of the Family
Court Diana Bryant and the Federal Attorney-General Philip Ruddock as
well as the Shadow Labor Minister that we are serious about
ending crimes against the family in our beloved nation Australia.
At long last after 35 years the RECKONING
~ Accountability & Responsibility for crimes against families
shall commence through legal action. I invite Geoffrey Robertson,
renowned QC and UN Human Rights Court Judge, Sir Bob Geldolf along
with Ralph Naider and other leaders in human rights social justice to
support Aussie Families who had their families torn apart through
collusion, anti-family ideologies and the blunt blade of the State
child-removal apparatus", said Mr Dabrowski.
"Today we commence with TeamWork my plan to initiate a $33
Billion plus CLASS ACTION against the Australian Government and
the total Family Law Court System (which includes DOCS, DCD, the Legal
Profession, Churches, Social Workers, Police, so-called
court'Experts' and other participants) for gross negligence in duty
of care and absolute failure in due diligence causing untold damage,
hurt, loss and death to Australian CHILDREN~PARENTS~FAMILIES over the
past 35 years, commented Mr Dabrowski. "There has been a cover-up
whitewash that does not fool the clever everyday Aussie. I will
shine a light on the cover-up of abuse, cruelty, injustice, neglect
and death. Fatherlessness alone costs Australia over $30 Billion
annually in damages, hurt, loss and death. Every 2 minutes we have a
report of Child abuse, cruelty, injustice, neglect and death.
Australia's {hidden} SHAME!!!"
The terrorizing outcomes from this heartless flawed and failing
Social System have been {hidden} in secrecy causing
humongous family, financial, and health total breakdown with countless
deaths and suicides (5 distressed dads a day) due to the
Kangaroo Court Star Chamber (as eloquently described by Dr. John Hirst
of La Trobe University in the Quarterly Essay). The roots
of these gross injustices are traceable to the corrupt,
disgraceful Family Law section 121 "gag" on
freedom of speech allowing the secret 'Concentration Camp' torture and
torment of everyday Aussies ruining them lifelong.
President Franklin D. Roosevelt said it all when
declaring war on the Nazi atrocities ~ "all that is needed for
evil to triumph is for good people to do nothing!"
Will the Australian Press/Radio/TV Industry "RIGHT TO KNOW"
Campaign take up these blatant "freedom of speech" and
human rights violations??? ++++++++++++++++++++++++++++

Shadow Minister for Health Nicola Roxon today announced that a
Labor Government would develop a National Men's Health Policy. For
more information visit http://www.labor.com.au/media/1107/mshea050.php
or read the media statement below.
This appears to be a very positive step forward. The Australasian
Men's Health Forum calls on all political parties to develop men's
health policy which:
- Insists that all providers draw up plans to involve men and
boys
- Makes screening for men and boys' health problems part of
regular practice
- Calls on health services to make demonstrable efforts to
deliver male-friendly health services
- Respects the diversity of men and boys' health needs
- Provides funding for a National Men's Health study
Thanks to everyone who supported the Australasian Men's Health
Forum's recent email campaign for a national men's health policy. If
you haven't yet taken the time to let Tony Abbott and Nicola Roxon
know you want a men's health policy then visit Men's Health Australia

Federal Labor Announces National Men's Health Policy
Media Statement - 5th November 2007
Shadow Minister for Health Nicola Roxon today announced that a Rudd
Labor Government would develop a National Men's Health Policy.
Australia's first - and to date, only - National Women's
Health Policy was launched under a previous Labor Government in 1989,
but a National Men's Health Policy is needed to deal with issues
affecting men's health.
Federal Labor acknowledges that too little attention has been
given to men's health needs. Some health issues - like prostate
cancer - affect only men while other health issues - such as
cardiovascular disease, diabetes and injuries - affect more men than
women.
Australian men have a lower life expectancy and greater levels of
serious morbidity than women. Many also tend to defer or ignore health
issues - as reflected in lower use of health services.
To accompany its recent commitment to a new National Women's Health
Policy, a Rudd Labor Government will also develop a national policy on
men's health. This will be done in consultation with State and
Territory governments, health service providers, consumer and advocacy
groups and Australian men.
The policy will be particularly focused on reducing barriers that men
experience in accessing health services, tackling widespread reticence
amongst men to seek treatment, improving male-friendly health services
and raising awareness of the range of preventable health problems that
disproportionately affect men and which result in generally poorer
health outcomes for Australian men.
Labor's National Men's Health Policy will also address specific
groups of men who experience higher morbidity and mortality rates,
including Indigenous men and men living in rural and remote
communities.
A range of Federal Labor's recent health initiatives will
particularly impact on men's health:
Labor's $600 million elective surgery plan will slash waiting
lists for hip, knee, and hernia procedures.
Labor's $135 million National Cancer Plan includes $15 million
to establish two dedicated Prostate Cancer Research Centres - the
first in Australia. Prostate cancer is the most common cancer
diagnosed in Australian men and the second most common cause of
cancer-related death in men. The centres will develop improved
diagnostic and screening tools as well as new treatments for prostate
cancer.
A Rudd Labor Government will also invest $25 million over three
years to screen all 50 year olds for bowel cancer. Bowel cancer is the
second most common cancer in Australian men, after prostate cancer.
Labor's $220 million commitment to GP Super Clinics will
bring health professionals - doctors, specialists, allied health -
together in the one place, substantially improving the accessibility
and convenience of health services for men and their families.
Labor's national policy on men's health will ensure that the
planning and delivery of health services better meets the needs of
Australian men.
The legal system is preparing for a rush of fathers seeking joint
custody of their children when revised parenting laws come into effect
next week.
The new parental law, which becomes valid on 1 October, is
designed to give additional rights - and responsibilities - to both
fathers and mothers.
While current, decade-old legislation requires parents to reach
an agreement before joint custody is granted, the new law establishes
co-parenting as the norm - even after a divorce.
Under the new rules, joint custody can only be repealed if
serious concerns for a child's safety such as abuse come to
light.
The law requires divorced parents to share a range of
responsibilities ranging from taking the children to school to
ensuring each other has information about school activities. Children
themselves will also have more say under the legislation, as child
welfare authorities will interview them about parental custody
matters.
Experts are concerned, however, that the revisions could result
in a flood of new law suits. Anja Cordes, chairman of the national
organisation of lawyers dealing with custody cases, was a member of
the committee that drew up the law's proposals.
She stated that although the political will was in place to
establish co-parenting after a failed marriage, feuding parents might
lack the ability to put their differences behind them for the good of
the child.
'It will take time before parents learn to separate parenting
with partnership and to stop seeking revenge through their child,'
she told Berlingske Tidende newspaper.
She also predicted longer processing times for child welfare
authorities in future cases, as parents who had lost custody cases in
the past seek the chance to have their case retried.
Anette Hummelshøj, the head of Department of Family Affairs,
admitted the new law could place an additional strain on the legal
system.
'But our expectation is that when the courts have established a
clear line for the legal area, a higher number of parents will be able
to settle either inside or outside the courts.'

Building a sustainable
program for fathers - what would it take?
Thanks to a decade of high quality research bridging neuroscience
and child development, we are emerging from the social-construction
straightjacket in our thinking and it is now possible to recognise
biological differences between males and females, mothers and
fathers. In the area of fatherhood this is important because
fathers are defined both by biological and by social factors.
If we want to have the best outcomes for our children we need to
involve fathers. We can see the objectives clearly enough, fathers
changing nappies, fathers reading to school children or talking about
respectful relationships with their sons. What we have trouble seeing
is the mechanism to make it happen. Services surrounding families have
enormous influence on how mothers and fathers view their role. If we
want the best for families, services have to change to be
father-inclusive.
We have plenty of models of how this can happen and we are
accumulating the evidence base for father-inclusive practice. What we
need is a cultural shift to include fathers in every aspect of family
support. This is a change on the same scale as Attorney General
Ruddock suggests for separating families. There we are seeing a shift
from fathers fighting mothers for custody to fathers and mothers being
directed, facilitated and coerced into focusing on the best interests
of the child. This is happening through legislative change but also
through developing better practice, child-inclusive practice. We can
aim for the same approach, the development of father-inclusive
practice across the entire range of family services.
The forthcoming National Men and Family Relationship Forum on Tuesday
2 October in Adelaide will explore these developments and will include
the insights of such noted speakers as Richard Fletcher from the
Engaging Fathers Project at the University of Newcastle.
WHERE: The Adelaide Convention Centre, Adelaide, South
Australia.
WHEN: Tuesday, October 2nd 2007
The forum will showcase the range of services that have developed
across Australia and provide practitioners opportunities to network
and explore new developments in programs.
The theme "Change is happening" examines the roles that men are
providing in families today and how they have altered dramatically in
recent years. Men are now active advocates for accessing supportive
and relevant services that help themselves and their families.
Ends.

Researching
Refugee Men
Half of refugees and displaced
persons in the world are men and boys. Yet there comparatively
little is known about the health needs of male refugees.
The latest newsletter from
the Refugee Health Research Centre, at
Latrobe University, highlights some of these health concerns.
The newsletter reports on the Refugee Health Research Centre's pilot
study of refugee men and has other articles about the research
implications of researching men and boys who are refugees. The
newsletter on refugee men can downloaded from HERE
More information on the Refugee
Health Research Centre is available from the Refugee Health Research
Centre's website
In 2006 the NSW Refugee Health
Service released its report The Other 50%: Refugee Men's
Health, by Dr. Mark Byrne. The report is an excellent
starting point for researchers and health professionals working with
male refugees. The report can be ordered from the NSW Refugee
Health Service for A$15. An order form for the report can be

Freemasons
Foundation Research Fellows
The Freemasons Foundation Centre for
Men's Health, at the University of Adelaide, is seeking two research
fellows. The Centre is a new initiative made possible through the
generous support of the Masonic Foundation Inc. Initially, the
Centre's research program will build on existing research strengths in
aspects of men's health including longitudinal studies of men's
health, male obesity, prostate cancer, male reproductive health, and
masculinities and health. The Centre will also be seeking to
continually extend its research program by recruiting new members and
secure additional funds. The Freemasons Foundation Research Fellows
will be expected to contribute to the development of this new Centre
and to use this opportunity to achieve independence in research
funding.
Marriage or De Facto separation can be
extremely stressful and often causes significant emotional distress.
It has also been reported that the separation process plays an
important role in the development of suicidal behaviours. However
little is known about what causes the most distress and at what point
during the separation process. This information is crucial for the
development of appropriate support for people who are going through
separation.
The Australian Institute for Suicide Research
and Prevention (AISRAP), Griffith University is conducting a study
which looks at the impact of separation on men's psychological health
and development of suicidal behaviours. AISRAP is currently urgently
recruiting people who are going through separation. AISRAP is
looking for men who have experienced a separation in the past 12
months. Participation involves completing two 30 minutes
questionnaires (one now and one in six-months time). An incentive is
offered to participants. To participate or for more information

Stop putting down the dads
The Census included the latest figures on housework and they were not
fun reading for a man over his corn flakes. "Men's dirty little
secret," said one newspaper in announcing that men get it easy when it
comes to housework, with women doing twice as much as men. Similar
stories ran across the country as female journalists indulged in the
usual anti-male sneering.

We are excited to announce the release of the PDF version of our Men's and Father's Family Friendly
Policy Forum Document for public release in the lead up to Fathers
Day. The document is the collection of Men's/Fathers Policies that
were presented by 33 delegates to Parliamentarians on a bipartisan
basis on the 20th June 2007. It features common sense policy ideas and
suggestions from many of the key leaders and researchers from the
Men's, Fathers and Family movement across Australia. You will also
find a copy of the 12 point plan at the back. Everything you need to
make a point. It is now up to you to get this into the Hands of your
Local Media outlets in your locality and around the nation. Make up
your own Media Release. Feature your own ideas and draw attention to
the particular parts of the policy document that you contributed to or
that are close to your heart. Unity in diversity. Let's hit the
Australian Media with a wave of Father related media releases in the
lead up to fathers day. We suggest you start with your local Media as
opportunities don't get any better than Fathers Day for issues
surrounding men as Fathers.
Currently we at the Fatherhood Foundation are working on a National
Strategic Summit on Marriage,Family and Fatherhood at Parliament House
for Tuesday the 18th of September. If you are interested in coming
please let us know as space is limited. It is our goal to release a
Marriage Manifesto to the General Public which Neil and Jane Rookes
have been working on for the last several months. Neil and Jane are
the leaders of the National Marriage Coalition and contributed some
great policy suggestions to the Men and Fathers Policy document. They
are strong supporters of the need to keep dads involved in their
Children's lives. The challenge before us is to develop a culture of
marriage renewal and reverse the culture of divorce. Family
relationships are important. Strong marriages are the foundation for
strong families. The Marriage Manifesto is an important step in this
direction. We hope that you can be a signatory to it.
Remember this is an exercise in giving honour and respect to our
fellow workers within the movement, our friends in the media and even
our parliamentarians. We do not all think alike nor should we. We all
long to be treated with dignity as human beings. It is in giving that
we receive. Make friends for the Fathers and Families movement in the
lead up to fathers day as this is something that will take many years
of hard work to bring the positive change we need for our society to
become healthy again.
Keep up the great work as together we make a difference. The sum of
the parts is always greater than the whole.
P.S. With thanks in particular to James Adams who did all the
work behind the scenes to make this document possible along with all
the wonderful contributors
An investigation of the nature and intensity of difficulties

relationships and the factors that contribute to keeping second
families intact.
STEPFAMILIES - HAVE YOUR SAY
Are you an adult in a second or subsequent relationship?
Do you have children or stepchildren that either live, visit or
you do not have contact with?
If so, you are invited to participate in a completely
confidential project examining the difficulties and strengths
experienced by stepfamilies. It will take approximately 10-15 minutes
to fill in an anonymous questionnaire. This is so easy you can do it
over the phone, on email, or a hard copy can be posted to you. Your
information will provide a valuable resource and will provide you with
a voice regarding your unique family!
