Below is the link to file fraud charges against CPS in your state. I just filed
one that DCF in Connecticut misuses and abuses federal funding for the following
reason. DCF is not suppose to discriminate against the disabled right. Well
they in fact use federal funding to deny accommodations and punish parents for
their perceived disability by removing said child and then terminating the
parents right soly based on their disability. They use federal funding to
punish the disabled, they do not use it to accommodate them.

If child protection is misusing federal funding under Title IV-E or some other
funding stream that comes out of SS, then file a complaint. You should probably
indicate that you want CPS to be denied funding as a result of their fraud and
misuse of federal funding.
