Crime and education where do they intersect?

Lets assume for todays purpose that youths look to crime when
education fails them.
Lets assume that education has failed many Flint youths and a
substantial percentage of the current crime rate is caused by
juveniles up to early 20's.
Assume that many of these youth that turn to crime drop out of school
in the 9th grade.
Finally assume that many of these youths that drop out in the 9th
grade do so because in the 6th ,7th and 8th grade they realize that
they cannot read at their age level, they are embarrassed in front of
their peers and turn away from school.
Assume for discussion that it is important public policy for the
systems of government i.e. Cities, States, Schools and Courts to
increase reading skills keep kids in school and lower the crime rate
among those under mid twenties.
HYPOTHESIS: If those youth with low reading skills under the
jurisdiction of the Genesee County Probate and Family Court who are
identified and ordered into remedial reading classes with reports to
the court while jurisdiction continues it is a good thing to do.
I have talked to several in the system and we estimate the number of
youths to be over 5,000 and under 10,000.
Is this a policy worth discussing and lobbying for?
If so how do we deliver these reading service?
Who should be involved in this debate?
