There is a law that is on the books since 1980, and that is the Indian
Child Welfare Act(ICWA). It states that all cases that deals with
children of Indian Heritage must always go to an relative, and before
any case begins with CPS or DHS, the geneology of the children must be
establish. So if you have Indian blood somewhere in parents, or past
and you can prove that they were on the DAWES ROLL, then the ICWA must
be presented. It is the LAW that they must establish it so please make
sure your lawyers enforce this.
