1st REGIONAL LEGISLATORS AND JUDGES SYMPOSIUM ON DRUG POLICIES

 

September 7, 8 and 9, 2005

The Latin American Drug-Policy Reform Network (REFORMA) wishes to invite the Latin American and international news media to join us at the Latin American Antiprohibicionist meeting for drug-policy reform; the 1st Regional Legislators and Judges Symposium on Drug Policies.

The Latin American REFORMA coalition seeks to reform the region’s drug policies from an antiprohibitionist legislation perspective and a Harm Reduction approach to health policies in view of the United Nations General Assembly (UNGASS) to be held in Vienna in 2008.

Both forums will begin on Wednesday September 7, 2005 at 17h30 and will continue on the 8th and 9th, ending at 19h30. The conferences will be held in the “Manuel Belgrano” chamber of the Senate House of the Republic of Argentina (Congress Zone) in Buenos Aires.

REFORMA is composed of a Coordinating/Exective Comité with representatives from Colombia, Argentina, Brazil, Peru, Bolivia, Jamaica and Uruguay. The members of this Committee represent Latin American organizations with wide experience in drug policies and Harm Reduction, and the coalition’s founding principles are the defense of Human Rights and social justice.

The symposium will address:

  • Drug-policy reform in the face of the failed war on drugs, the global and regional impact of drug prohibition
  • Comparative legislative and criminal justice approaches, a critical approach to drug conventions
  • Legal and judicial aspects of decriminalization and legalization, legislative proposals in Latin America
  • Harm reduction and its role in drug policy reform and peasant and social movements confronted by prohibition.

Cooperating and participating institutions include the Tides Foundation, the International Antiprohibitionist League (LIA), Drug Reform Coalition DRCNET, the European Coalition for Just and Effective Drug Policies (ENCOD), the Argentinean Harm Reduction Association (ARDA), the Uruguyan group El Abrojo, the Colombian academic and human rights association Mama Coca, NORML Jamaica and Brazil’s Psicotropicus. A number of the region’s legislators will play a key role in this meeting to assess legislative proposals to reform drug policy in the name of Human Rights.
