This employment opportunity is with Health Services, Office of
Disease Prevention & Epidemiology, which is part of the Department of
Human Services (DHS). There is one full-time opening located within
the Health Promotion & Chronic Disease Prevention Program in
Portland. This position is represented by a union.
This recruitment announcement will be used to establish a list of
qualified candidates to fill the current vacancy and may be used to
fill future vacancies as they occur.
QUALIFICATIONS
Two years of experience with responsibility for program or project
monitoring and coordination. The experience must have included
program evaluation responsibility.
SPECIAL NOTE: Preference may be given to candidates that possess a
Bachelors degree in statistics, quality assurance, or related field,
AND 2 years experience in evidence-based project/program monitoring
and evaluation; OR 5 years quality assurance experience in hospital
or central cancer registry. Preference may be given to candidates
that are certified as a tumor registrar (CTR) through the National
Cancer Registrars Association (NCRA).

DUTIES AND RESPONSIBILITIES
The purpose of this position is to oversee the quality assurance
activities of the central cancer registry including developing and
implementing quality control protocols to ensure data quality
characteristics such as accuracy, case completeness and timeliness.
The Quality Control Specialist will evaluate the efficiency and
effectiveness of procedures. They will perform re-abstracting and re-
casefinding audits of data submitted from reporting facilities,
evaluate and report audit findings to the manager of the central
registry and the reporting facilities for use in assessing compliance
with statutory reporting requirements and to determine registry and
statewide training needs. This person will develop procedures and
direct completion of all aspects of compilation of cancer reports
from non-hospital sources, coordinate re-application and periodic
progress reports to federal funding agency and consult with the
program manager on strategic planning for the program.
Major duties include:
Develop and direct the process for Death Clearance. This involves
case finding based on cause of death information obtained from the
death certificates of patients not otherwise reported to the Registry;
Organize and oversee the process of collecting additional information
to complete cases reported from physician offices and pathology
laboratories;
Schedule and perform regular re-abstracting and case-finding audits
in reporting facilities to assure compliance with statutory reporting
requirements;
Conduct quality assurance testing and reconcile discrepancies in
cancer cases to prepare data for annual submissions to NAACCR and
CDS's National Program of Cancer Registries- Cancer Surveillance
System; and
Assist the program manager in writing grant proposals and progress
reports to satisfy the requirements of the funding agency.
WORKING CONDITIONS
The person in this position works a professional workweek and the
incumbent's flexibility to this work schedule is considered a
condition of employment. It is understood that the hours of work may
vary from day to day, week to week. The hiring manager will work with
the incumbent to determine work schedule specifics.
Occasional travel throughout the state. You must have a valid
driver's license and an acceptable driving record. If not, you must
be able to provide an alternate method of transportation.
