Better lunches? Seriously, see if the medical staff and will
incorporate into their bylaws something along the lines of a blanket
statement that they just particpate atleast quarterly or their
admitting privileges will be revoked. We have kicked this around but
thankfully never had to do it.

Take a poll of times that are most convenient for the most people and
consider changing you meeting day/time. Or have a speaker from the
college (the state's Cancer physician liaison) and address the
medical staff about the importance of attendance.

Just a few thoughts.
