The National Telecommunications and Information Administration (NTIA) has posted its report on radio intelligibility tests, particularly in a noisy fireground environment. Specifically, the NTIA tested digital radio systems to see if how they encode voice transmissions makes them more difficult to understand when there is background noise, such as ringing bells, rescue saws, sirens and engine noise. The tests included nine different environments using standardized speech. The tests found there was significant degradation of audio quality with firefighters' personal alarms and when using an air mask. The fact is, the spectral home for the proposed 700-MHz broadband wireless
network for public safety is occupied in some parts of the country by
narrowband public-safety communications systems. Obviously, before there can be
a
nationwide broadband network on these airwaves, these incumbent narrowband
networks have to be relocated.
If this sounds conceptually similar to 800-MHz rebanding, it is. Thankfully,
it should not be as complicated, as there are relatively few agencies that
have deployed 700-MHz narrowband systems and they’ve all been installed
recently with fairly new equipment that can be relocated more easily, so the
technical issues are not nearly as great.

Ok I agree this is more than a incident,but do me a favor and give us
some back round on why this is important! Will this effect other areas
of the country? Or other County's in Wisconsin? I live in Wisconsin so
it is interesting to me...But I haven't been following this. So
explain it so we all have an idea whats going on! Thanks!

First I'm disabled so I needed someone to dig a hole for me so I had
my nephew do it. I gave him $50.00 to dig it the size of a 5 gallon
bucket.
Next I bought {2} 5 gal buckets and cement and some PCV Pipe just a
little bigger round than the Flag Pole. I cut the PCV pipe so it was
flush to the top of the bucket, poured the cement around the PCV pipe.
once it hardens, put your bucket in the hole. take your pole and put
your antenna on it run your coax down the pole ,I used zip ties to
snug the coax to the pole. attached the flad and put the pole in the
PCV pipe and presto you have a flag pole /police scanner antenna!
I couldn't be happier with how this worked for me and it looks nice so
the neighbors wont complain! hope this helps someone else out!
