awarded, Motorola and General Electric, another M/A-Com competitor, filed open
records requests with the county for M/A-Com's proposal, according to a civil
complaint filed in Washington County Circuit Court.

I know the above story comes from Wisconsin---but I asked for and received
literally a 40 pound box of info from the state when Ma/Com won the contract
here....Many of the documents were stamped "confidential"
