He probably doesn't want to quit. My brother recently died at 69 from emphysema and heart problems. For at least 30 years - I kept telling him he would wind up an invalid with emphysema if not lung cancer.
He would always argue that the risk was unproven and that cigarettes don't really cause those things. The last ten years he's been a vegetable and on oxygen constantly.
I never said I told you so but I am 71 and lift weights and walk up to 2 miles a day on my treadmill.
I think that like with hypnosis - the subject really has to want to change something - you can't will them to, as Bill says.
