White noise, whether from a commercial generator or recorded sounds of surf or rain, are usually used to mask other noises during the night to help you sleep.  These can be very effective, especially for a light sleeper.

If you wife is in her forties or older, then the problem may also be hormone related.  Many women have trouble sleeping as hormone levels fall off.   Your doctor may be able to help there.  Also melatonin may help with sleep and homone regulation as well.
