For panic attack and agoraphobia brainwave entrainment is not a good choice. 

Panic Attacks are, as the name implies, sudden attacks of overwhelming, irrational fear.  Brainwave entrainment takes, at best 4 to 5 minutes to take effect in good conditions and the effects are temporary.  They also do not treat the root cause of the panic attacks and what triggers them.  If the cause is purely psychological, then NLP Anchoring, Ericksonian hypnosis and/or subliminal messages might work well.  Brainwave entrainment can be effectively combined with any of these.  If there is a chemical imbalance or physiological cause then some form of medical treatment may be needed.

Agoraphobia is much the same.  It whould be impractical and in many cases unsafe to entrain before going outside and attempt to remain entrained while outside.  I recommend the same things as for the panic attacks.

Brainwave entrainment can be a useful tool in treating anxiety disorder.  Combined with one or more of the above listed techniques, BWE programs that are designed to move you to a mid to low theta state for a time can provide some needed mental relief from a state of constant anxiety.  Again, BWE does not treat the root cause and if used alone is much like treating a broken bone with pain killers.  You may not feel the pain for a period of time but until the bone is set and allowed to heal the pain will return and the broken bone will get worse.

BWE is an amazing technology that can allow us to tailor our brainstates to suit what we need; be it meditative, focused, totally relaxed, hypnagogic alert or a wide range of others.  But the effects take a few minutes (5 to 7) in good conditions for most people to entrain on a stable frequency (don't ramp) and will be temporary, beginning to revert  to another state as soon as the stimulus is removed.  Once you have been entraining for awhile, you will find it easier and quicker to entrain as you brain learns how the different states 'feel'.  Many of us who have been practicing this for years can pretty much enter a desired state without having to entrain to an external source.  But this gets into biofeedback which is another subject entirely.
