Its more of an association with a relaxing time than frequencies. As
a sound is heard, an aroma smelled, lights and colors seen, or
something tasted, the other than conscious mind will present the
conscious mind with associative images of similar experiences. This
is why certain smells, sights and sounds can evoke vivid memories.
Surf and rain are no different, most of us have good and relaxing
memories of evenings at the beach or of sleeping during a rain storm.

Most surf and rain sounds are essentially random and make excellent
sounds masks.
