(1) Anybody wanting to touch others for money would need to go through an
application process and get fingerprinted.
(2) Anybody wanting to touch others for money would need to take a written
test and practicuum when first applying and would not be needed again unless
caught violating laws.. The difficulty level and requirements for the test would
be determined by the license level one is applying for. To upgrade the
license would need a test.
(3) Everybody wanting to touch others for money would have a picture ID.
Potential employers would have a resource to check as part of their interview
process. You need not apply if you have had more than 3 "accidents".
(4) A whole aftermarket could be created because when violating laws, folk
could be mandated to take "touch education" classes to re-educate them regarding
the laws much like violators of motor vehicle laws must do. The penalty
would be more substantial for each violation and the severity thereof. Of
course
some penalties (providing sex or getting violent) would result in suspension
or revocation easily found out on a check.
(5) One would need to take a test after certain violations or conditions. (I
made 16 mistakes during my last driving test. If I had 20, I would have had
to take the test again. That is a future blog.)
