What appears to be happening is that ADA is forcing highway designers to
accommodate all pedestrians. I also posted this on the mailing list of
the Traffic Engineering Council of the Institute of Transportation
Engineers, and have started quite a lively debate about accommodating
pedestrians vs. the cost. I see it as an issue of right of access, and
others see it as an issue of cost.

Also, some traffic engineers believe that if agencies have to incur the
cost of maintaining sidewalks, they'll decide not to install them in the
first place.
