I attended the June 4 City Council meeting where the Bicycle Master plan was presented for approval. Hats off to Mike Dour for a clear, concise presentation of what was a long, arduous process and a comprehensive plan for expanding Roseville's cycling infrastructure and programs. I thought the comments made by the council members following the presentation were noteworthy. I paraphrased a few of them below.
John Allard: Roseville will spend approximately $2.5 million per year over the next 20 years to support BMP. More people are expected to use bicycle facilities in Roseville. We need to do more to connect bike trails.
Gina Garbolino: Make sure facilities are as safe as possible as cycling is hazardous. For example, make bike lanes wider. Bicycle facilities are no longer a luxury. The rising price of gas is making people look for transportation alternatives.
Richard Rocucci: Motorists, be courteous to cyclists.
Well, now on to implementation. Here are the four major goals of the BMP:
1) Increase the percentage of all trips made by bicycle in Roseville.
2) Establish and maintain a safe, comprehensive and integrated bikeway and
trail system that encourages the use of bikes and walking for commuting,
recreation and other trips.
3) Establish education, encouragement and enforcement programs that increase
bicyclist and motorist awareness of the rights and responsibilities of bicyclists
in order to create a climate of acceptance for bike riding.
4) Obtain the Bicycle Friendly Community Designation from the League of
American Bicyclists.
