Washington Blvd underpass is not for the inexperienced nor timid cyclist. I certainly wouldn't go in there without highly visible rear lighting and contrasting colored clothing at ANY time of day. You'll need to take a position of clear control in the RH lane. Don't be surprised if you get honked at. It will be a long time before motorists get used to the idea that you're allowed to be in there.
Oh, and sprinting would help, too. ;-)

I'm glad to see that cyclists are now allowed to ride through the
underpass; but now I don't know if I want to!
I think I will continue to ride around and cross the tracks at
Yosemite St.
