A few of us met with Mike Dour a few weeks ago to discuss updates on City of Roseville bicycle facilities...and to eat some pizza. Here are my notes.
Roseville will apply for Bicycle Friendly Community recognition from the League of American Bicyclists as soon as the Bicycle Master Plan is adopted by the Planning Commission, Transportation Commission and the City Council. Look for BMP on the upcoming meeting agendas of these three governmental bodies.
The Engineering Department is identifying an alternate route for cyclists that approach the entrances to the Washington Blvd. underpass and do not wish to ride with motor vehicle traffic. Once this alternate route is defined, signage will be specified that will guide such cyclists to this route. The removal of the prohibition and approval of the signage will then be brought before the City Council for approval. If you have a suggestion about the best alternative route, especially for northbound cyclists, please send me a note, and I will include it in my communications with the City.
Mike shared some statistics from the 2000 US Census. Percentage of commuters that commute primarily by bicycle: 0.8 is the state average, 0.4 for Roseville, 0.6 for Folsom.
The City is securing environmental permitting and rights of way for the Harding to Royer off-street trail. Construction is expected to begin in the spring.
There are plans to build a bridge at Veteran's Park that will link the park to the neighborhood across the creek and to an eventual off-street trail that will run along the creek.
Governor Schwarzenegger signed Safe Routes To School funding, and the City plans to apply for SRTS grants. The money would fund radar-based speed feedback signs, sidewalks at older schools where needed and signal lights. In addition to state SRTS funding which focuses primarily on infrastructure, federal SRTS grants are also available, and they are more focused on encouragement and education programs. The City applies for both types of SRTS grants.
Another source of state funding is the Bicycle Transportation Account (BTA). Th City is applying for BTA funding for a Blue Oaks bike trail and may also apply for bicycle signal loop detection in addition to Pleasant Grove Creek trail (north of Blue Oaks).
