CALIFORNIA BICYCLE COALITION
CalBike Report, April 16, 2007
The CalBike Report is a monthly update on CBC's advocacy work.
Topics covered in this edition:
Mobilize in Support of Complete Streets Legislation
Complete Streets Concepts Reach the CTC
Californian Bicycle Advocates Appeal to Congressional Members
Register Early for Walk Bike California 2007 Conference
Advocacy News from Around the State
Statewide Bicycle Education Course Calendar
Mobilize in Support of Complete Streets Legislation. The political
climate has shifted, making it possible to pass legislation that
supports bicycling, walking and livable communities. California can
lead the nation in the effort to reduce greenhouse gases, improve
public health, and design walkable and bicycle-friendly roadways.
CBC's California Complete Streets Campaign promotes these objectives
and is gaining momentum daily. Now is the time to let our state
legislators know that bicycle, pedestrian, transportation, health,
environmental and senior citizen advocates will mobilize around
progressive policies like Complete Streets that benefit all
Californians. Lobby in support of legislation aimed at building
livable communities as a member of CBC's Pedal Power delegation.
Register now for CBC's two-day Pedal Power Lobbying Day to be held on
Tuesday, May 1 and Wednesday, May 2, 2007 in Sacramento. Contact
Rebecca Markussen, Communications Director, CBC, for details.
Complete Streets Concepts Reach the CTC. KC Butler, CBC Executive
Director, educated the California Transportation Commission (CTC)
about CBC's Complete Streets Campaign at their March 16 meeting. The
Commission was receptive to and provided direction for achieving the
Campaign's objectives. The CTC's role is three fold. First, it
oversees the programming and allocation of funds for the construction
of highway, passenger rail and transit improvements throughout
California. Second, the Commission advises and assists the Secretary
of Business, Transportation and Housing Agency and the Legislature in
formulating and evaluating state policies and plans for California's
transportation programs. Finally, it actively participates in the
initiation and development of State and Federal legislation that seeks
to secure financial stability for the State's transportation system.
The CTC is comprised of nine Governor appointed members, one
non-voting Senator and one non-voting Assemblymember.
Californian Bicycle Advocates Appeal to Congressional Members. Fifty
bicycle advocates represented California at the League of American
Bicyclists' (LAB) National Bike Summit 2007 on March 14-16 in
Washington, DC. More than 400 advocates from around the country
established a bold national agenda for bicycling and communicated to
Congress and Federal agencies that cycling provides a solution to the
challenges of climate change, health care and energy independence.
The CBC was represented by Stephan Vance, Board President, Brian Cox,
Vice President, and three other CBC Board Members: David Hoffman, Jim
Haagen-Smit and Gary Brustin. Brustin is also on the Board for the LAB.
Register Early for Walk Bike California 2007 Conference. Join a
diverse array of transportation professionals, advocates and elected
officials at the Walk Bike California 2007 Conference in Davis, CA on
September 11-14, 2007. This conference will result in the development
of strategies for building livable communities that recognize
bicycling and walking as effective modes of transportation. Early
registration has begun; save money by registering before June 1.
Advocacy News from Around the State
The Alliance for People Powered Transportation's (APPT) advocacy has
resulted in the City of Grass Valley's recent installation of two
signs reading, "Bicycles allowed full use of lane", on a narrow
stretch of road located in the city's downtown district. The group is
providing feedback to the firm responsible for designing A new Nevada
County Bicycle Master Plan. APPT is collaborating with the local
police departments to provide in April two bicycle safety workshops
that will teach the public about bicycling in traffic as well as
provide free bicycle maintenance. The group is collaborating with the
Nevada County Transportation Commission to sponsor Bike to Work Day
2007. The May 18 event will include a cafe crawl, after party, and
giveaways provided by business sponsors. APPT will lead a bicycle
caravan to the local Climate Action Day and Earth Day festivities.
Shana Maziarz, APPT
Cyclists were in an uproar after the City of Belmont incidentally
eliminated a vital north-south bike artery. The City converted
Alameda de las Pulgas from a two lane road with wide outside lanes to
a three lane road with diagonal parking on one side. Sean Brennan,
Redwood City Cycling Club, communicated to the City Council the
roadway design's impacts on bicyclists and pedestrians on three
occasions. He pointed out that motorists backing out of the diagonal
parking spaces have greater difficulty detecting oncoming bicyclists
and narrow sidewalks force pedestrians to step into traffic lanes as a
result of the new street design. The Council has agreed to review the
situation as a result of Brennan's advocacy. The Peninsula Bicycle
and Pedestrian Coalition is working with the City to develop a bicycle
friendly solution to this situation. Gladwyn d'Souza, Vice President,
PBPC
The Los Angeles County Bike Coalition (LACBC) will host its 7th Annual
LA River Ride on June 10 in Los Angeles. The LACBC anticipates over
2,000 participants including: bicycling enthusiasts, volunteers, city
and county officials and cycling celebrities. Actress Daryl Hannah
will be the ride captain this year. The event will include four
rides: a Kids Ride (1 mile), a Family Ride (15 miles), a Challenge
Ride (45 miles) and an Expert Ride (70 miles); to accommodate a wide
range of cyclists. Food, music, raffles and a post-ride BBQ will
round out the festivities. JJ Hoffmann, River Ride Coordinator, LACBC
The San Luis Obispo County Bicycle Coalition (SLOCBC) is proud to
announce the unveiling of the "Bill Roalman Bicycle Boulevard", which
is the state's only bicycle boulevard located south of the Bay Area.
The Boulevard is named after the late city councilman who championed a
more bike-friendly city. The facility connects the railroad district
with the city's award-winning downtown via Morro Street. Bike
stencils on the pavement, turned stop signs and direction signs have
been added to the Boulevard. Bulb outs as well as a bike signal at
the railroad district terminus will be installed during the next phase
of the project. This Boulevard is the first in a network of bike
boulevards to be constructed in accordance with the City's bike plan.
Adam Fukushima, Executive Director, SLOCBC
Steven Sims is establishing a 501c3 non profit organization that will
oversee his Go Bike project. Go Bike helps underprivileged kids to
recognize achievement, team work, self importance, character, and a
healthy lifestyle. Sims has taught two bicycle safety classes at the
Coachella City Elementary School and established a racing/riding team
for the School's 10 to 14 year old students. Sims is also submitting
to Riverside County a proposal requesting the establishment of a
Bicycle Coordinator position. Steven Sims, Go Bike
Statewide Bicycle Education Course Calendar. As a means to encourage
cyclists to participate in bicycle education courses, CBC will now
maintain a calendar of bicycle roadway safety and bicycle maintenance
courses offered throughout the state. Submit your course name, date,
location, time, and website/email to Rebecca Markussen for inclusion
in schedule.
