Thanks Dick for sharing your experience. An angel was protecting you! This issue of long right turn lanes has been bothering me for over 20 years. In the Vehicle Code it says,
"Right turn against a red light. Signal and stop for a red traffic light at the limit line or at the corner. If there is no sign to prohibit the turn, you may turn right. Yield to pedestrians, bicyclists or other vehicles moving on their green light."
The driver was therefore in the wrong. As a driver it is especially annoying when I make a left turn on a green arrow and a driver making a right turn doesn't stop and is driving in the lane that I want to be in. It is like "blowing though a stop sign". There needs to be enforcement of this law by ticketing right-lane drivers who don't stop first.
The bike lane I feel is correctly marked and located. I'm not sure what the solution is yet but I am confident that there is answer to this dilemma.
