Hi all,
a few of us had a meeting this week with Mike Dour,
bike coordinator for the city of roseville.
Here are some minutes:
* The Bicycle Master Plan Update will kick off with a
Bike Tour of Roseville. This is an opportunity for the
public to express their impressions regarding
Roseville's bike facilities to local decision makers.
The tour is scheduled Tuesday, September 12, 2006 from
5:30 to 7:30 p.m., at the Roseville Civic Center, 311
Vernon Street. Please RSVP to
transportation@... or 774-5293.
* The City is awaiting FEMA approval for funding to
re-build the portion of the Miner's Ravine Bike Trail
near Harding Blvd. that was damaged the New Years
floods this past winter's. Repairs will not be
possible this winter due to resource agency
restrictions on working within the stream. The City
hopes to reopen this portion of the trail summer 2007,
but it may actually occur with the Harding to Royer
improvements in 2008.
* Final Engineering is underway for the Harding to
Royer bike path. Survey difficulties have slowed
progress. In addition, the City needs to acquire
right-of-way from up to 8 property owners.
Construction is expected to begin 2008.
* Antelope Creek Bike Path - Construction is underway
on the portion from Berry Street/Galleria Blvd. to the
City limits, with completion anticipated spring 2007.
The City of Rocklin requested a copy of our plans for
the portion from the City limits to Springview Drive
in Rocklin; otherwise, the status of Rocklin's plans
is unknown.
* Bike loop traffic light detection on bike lanes:
some crossroads have been completed. New opportunity
locations will be identified after completion of the
bicycle master plan update.
* Jim mentioned it would be nice to have on the city
of roseville website some contact information to raise
issues such as non working bike loops, pedestrian
crossing, bike lane sweeping...
* Placer County might be contemplating a sales tax
increase to fund transportation projects. It is not
clear whether there would be any % set aside for
bike/pedestrian projects.
* There will be a staff report/agenda for the
Greenhouse Emissions Workshop available tomorrow on
the City's website at

I discussed the role of transportation source
emissions with one of our Electric Department
representatives. Their focus will be on what they can
do as an electric utility regarding emissions.
However, they were appreciative of the information.
Coincidentally, there was an article in Planning
magazine on that topic that I saw this morning (see
attached).
* Planning efforts are underway for 5 specific plans
west and north of Roseville, 2 in Roseville and 3 in
Placer County. As planned, these areas will be served
by several major arterial roads, including extensions
of Watt, Pleasant Grove, Blue Oaks, Sunset, etc. There
are also provisions for transit, bike paths and
pedestrian facilities. Residential densities for some
areas are increased to promote transit. The degree to
which the proposed plan improvements/policies will
facilitate bus ridership and bicycle commuting is not
yet known.
* The bike trail being constructed near Pleasant
Grove Boulevard is part of the improvements for the
North Central Roseville Specific Plan, and is being
paid for through a community facility district bond
payments by property owners in the area. It will
provide connections between the residential uses and
the shopping in the area.
