just making sure I understand, you are talking about the same bike for
rec and commute riding, right (so the same tires get flats during
commute, but are fine during rec riding)?
I recently bought tires from Schwalbe (http://www.schwalbetires.com/)
for both my road and commute bike. I was very impressed. I ran into a
1.5 inch long metal piece (you can see a picture under the files
section on the left panel, file is called culprit.jpg) on my road
bike. It went into the tire almost halfway. I tried to adjust since it
was hitting the frame - I thought if I'd pull it out I'd have a flat
for sure. Well, eventually I had wiggled it enough that it came out
anyway and the tire held! It's already seen a few hundred miles since
then and still air in there. Sure, not the lightest tire, but for a
commute bike it should be ok. On my Touring bike I have the "Marathon
Plus" (and the "Stelvio Plus" on the road bike).
I guess in general tire liners should work, too - I just used them
for a limited time many years ago - I had some trouble at the time
getting them in right (causing me a few flats due to improper
installation...)

In fact I'll be ordering another Schwalbe pair for my MTB, as the
current el-cheapo tires constantly become holy...
