At UCF we refer anyone who signes the technical standards form, stating that
they need accomodation, to the office of student dissability services. They are
evaluated there to see if the accomodation is able to be made without compromise
to the student or ATEP. I would think most universities have the same type of
organization.
I had a student last year who had a traumatic brain injury and was very slow to
speak and decide things. On exams he was given unlimited time. He worked so
hard and often had grades in the top ½ or 1/3 of the class.
