AHRQ SMALL RESEARCH GRANT PROGRAM
The mission of the Agency for Healthcare Research and Quality (AHRQ), formerly known as the Agency for Health Care Policy and Research (AHCPR), is to enhance the quality, appropriateness, and effectiveness of health services, and access to such services, through the establishment of a broad base of scientific research and through the promotion of improvements in clinical and health systems practices, including the prevention of diseases and other health conditions. AHRQ achieves this mission through health services research designed to (1) improve clinical practice, (2) improve the health care system’s ability to provide access to and deliver high quality, high-value health care, and (3) provide policymakers with the ability to assess the impact of system changes on outcomes, quality, access to, cost, and use of health care services. AHRQ announces a program of small research grants designed to provide support for new investigators or researchers new to health care services issues and encourage preliminary, exploratory, or innovative research in new or previously unexamined areas.Projects must be self-contained. They may be conceptually linked to future or past projects but must contain all the elements of a stand-alone effort that can be reviewed and evaluated on its own for both scientific merit and budget. WHAT IS HIPAA? The Health Insurance Portability & Accountability Act of 1996 (August 21), Public Law 104-191, which amends the Internal Revenue Service Code of 1986. Also known as the Kennedy-Kassebaum Act. What does it mean for wireless? III. SECURITY OF HEALTH INFORMATION & ELECTRONIC SIGNATURE STANDARDS The new Security Standard will provide a uniform level of protection of all health information that is 1. housed or transmitted electronically and that 2. pertains to an individual.In addition, organizations who use Electronic Signatures will have to meet a standard ensuring message integrity, user authentication, and non-repudiation. The Security standard mandates safeguards for physical storage and maintenance, transmission, and access to individual health information. It applies not only to the transactions adopted under HIPAA, but to all individual health information that is maintained or transmitted. However, the Electronic Signature standard applies only to the transactions adopted under HIPAA.The Security Standard does not require specific technologies to be used; solutions will vary from business to business, depending on the needs and technologies in place. Also, no transactions adopted under HIPAA require an electronic signature, at least currently. IV. PRIVACY AND CONFIDENTIALITYOn November 3, 1999, DHHS published a proposed rule protecting the privacy of information related to an individual's health, treatment or healthcare payment. The rule, which overlays HIPAA's entire Administrative Simplification provision, would give individuals the right to receive written notice of information practices, and to access and amend their health information. Plans and providers would also have to provide an audit trail of health information disclosures, and get individuals' written authorization for use of their information for purposes other than treatment, payment or healthcare operations.

Using Microsoft Terminal Services Client on the IPAQ
This site describes a program is similar to PCANYWARE in that your IPAQ screen looks like the server you are connecting to. This DOES require you have a full blown Windows NT Server running Terminal Services.. so if you only have Windows98 or NT Workstation... pursue the VNC application.
