Attention all Goat Owners and  Owners of Animals small and large,
You are invited to a *special* Goat Chat at www.goatworld.com this
coming Tuesday evening our regular time: 5-7 PM Pacific Time.  This
chat we will be discussing the unveiling of NAIS regulations: as they
pertain to you, your property, and raising of everything from livestock
to herbs.
THE USDA PLANS TO MAKE EVERY OWNER OF EVEN ONE HORSE, COW, PIG, GOAT, SHEEP, CHICKEN, OR PIGEON REGISTER IN A GOVERNMENT DATABASE AND SUBJECT THEIR PROPERTY AND ANIMALS TO CONSTANT FEDERAL AND STATE GOVERNMENT SURVEILLANCE.
Under the present USDA plan, as of January 1, 2006:
EVERY HOMEOWNER with any animals must obtain a 7-digit USDA ID number
keyed to Global Positioning System satellite surveillance coordinates,
with all the property and owner information permanently stored in a
USDA database.
*Already done, you have been issued a premise ID and your property has
been satellite shot for your "potential".
EVERY ANIMAL must be tagged with a Radio Frequency tag or chip,
readable at a distance, with a 15-digit USDA ID number, possible retina
scan, and or DNA sample.
*We are in Phase II. Within the next 2 years everything must be
"identified".
THE OWNER MUST REPORT, within 24 hours, every sale or purchase of an
animal, every death or slaughter, every missing animal, every placement
or loss of an ID tag, and every time an animal leaves or returns to the
owner's property.
*Includes if you have any animal or person visiting your home you
must: get their ID, name, address, phone, they must change their
clothes and you must keep records in case someone gets sick from
visiting your house, even the flu. It must be reported, every instance.
THIS PLAN WILL DRIVE SMALL FARMERS OUT OF BUSINESS AND WILL PREVENT CITIZENS FROM RAISING ANIMALS FOR FOOD OR PLEASURE.

Plan" at usda.gov/nais.

 Are your goats and chickens terrorists?
 What information exactly am I required to submit to
          authorities in regard to my Premise ID? You have been issued s
          premise ID, know it or not.
 What is the NAIS?  What is the rationale behind this program?
 Is an animal identification system needed?
 What are the regulations in place that I would have to follow?
 What forms of animal identification are acceptable?
          What if I already have my animal "identified"?
          Are there exemptions?
 How will my property rights be affected?
 Who pays for this new system? Any new taxes?
 What is commingling?
 What records must be kept?
 Is this program mandatory? Can I just continue the way I am?
 Who holds the database records?
 Where can I go to get more information on this plan or related
          topics?
 What can I do?
The lofty goal of this chat is education on this plan and it's effects
on your constitutional rights and maybe even your life.

Catherine, have you received much feedback about NAIS? I just learned about it from a friend who is in the New Okie Pioneer Yahoo group and has a homestead...
