Attached is a memo from Leonard G. Cooke, Director of the Department of Criminal
Justice Services (DCJS) announcing the availability of funds through the
American Recovery and Reinvestment Act to address violence against women.

The Department of Criminal Justice Services (DCJS) is the administering agency
for the Virginia Services, Training, Officers, Prosecution (V-STOP) Violence
Against Women Act grant program. V-STOP offers grant funds to successful
applicants for activities that increase the apprehension, prosecution and
adjudication of persons committing violent crimes against women. In addition to
Virginia’s annual STOP allocation, one-time funding for new initiatives in the
amount of $2,975,220 is being offered through the American Recovery and
Reinvestment Act of 2009.
The funding period begins July 1, 2009 and continues through December 31, 2010.
Copies of the V-STOP guidelines, including the necessary grant application forms
and instructions, may be downloaded from below, or a copy of the guidelines may
be obtained by contacting Deb Downing of the Department of Criminal Justice
Services at (804) 371-8635.
To aid applicants in their grant preparation, DCJS is sponsoring two grant
application training teleconferences for interested organizations. New
applicants are strongly encouraged to participate.
Applicants may participate in either one of the two Grant Application
Teleconferences. The first teleconference will be held Monday, May 11, 2009,
from 10:30 am – 12:30 pm, the second teleconference will be held Tuesday, May
12, 2009, from 2 pm – 4 pm. Applicants need participate in only one of the two
teleconferences.
Registration for the Grant Application Teleconferences must be done via the DCJS
website – http://www.dcjs.virginia.gov. Registration is required and must be
completed by May 6, 2009; there is no registration
Applicants requesting funding must submit one original and three (3) copies of
the grant application as specified in the DCJS guidelines. Applications
submitted on-line or via fax will not be accepted.
Grant applications must be received by DCJS, 1100 Bank Street, Richmond,
Virginia 23219, no later than 4:30 p.m. on Monday, May 18, 2009.
DCJS staff and outside reviewers will review all applications and make
programmatic and budgetary recommendations for consideration by a subcommittee
of the Criminal Justice Services Board (CJSB). The subcommittee will meet in
June to review the recommendations and will make final recommendations for
consideration by the full CJSB in June.
