Understanding Child Homicide:
Behavioral Patterns and Perspectives within Domestic Violence

Wayne D. Lord, PhD and Charles Dorsey, Special Agent with the FBI’s Critical
Incident Response Group in the Behavioral Analysis Section

This session will explore 22 years of child homicide cases, identifying broad
patterns related to domestic violence and highlighting relevant research and
data. The FBI provides consultation regarding behavioral analyses in cases
involving child abductions and homicides, citing research in the area of child
development and offering insights into the investigation, resolution and
prevention of child abduction and homicide.

A Law Enforcement Officer’s Guide to Using Full Faith and Credit to Protect
Survivors of Domestic Violence and Stalking

Darren Mitchell, Domestic Violence Consultant, National Center on Full Faith and
Credit, Pennsylvania Coalition Against Domestic Violence

This scenario-based training will teach participants the roles of advocates, law
enforcement officers, and others in ensuring enforcement of protection orders
from other jurisdictions. Participants will learn about the federal and
Virginia full faith and credit laws and how they facilitate safety for survivors
traveling across state lines.

Providing Accessible Services to Victims of Violence
Rosemary Ciotti RN, MSN, CRNP

Ms. Ciotti has been a wheelchair user since 1992. After spending an entire
career providing healthcare services for underserved adolescent girls and women
she has turned her efforts to addressing the needs of women and girls with
disabilities. This workshop will address the basics of program and physical
access needed by service providers and how to find resources in the community.
Participants are invited to bring questions and any experiences in meeting the
needs of a woman with a disability who has experienced domestic violence, sexual
assault or stalking. “Best practices” will be explored as a group for building
inclusive community programs.

Domestic Violence and Sexual Assault in Families from Islamic Backgrounds
Salma Abugideiri and Ambreen Ahmed

Back by popular demand, this presentation will introduce participants to the
values that are important to families coming from Islamic backgrounds.
Clarification of the difference between cultural and religious values, and how
these values are manifested, will be used to dispel some common misconceptions
about Muslim families. Attention will be given to the way these families view
domestic violence and sexual assault, contributing factors to this type of
violence, and interventions that professional and paraprofessionals will find
useful when dealing with Muslim families.

Afternoon Breakout Session 2:45 p.m.-4:15 p.m.

Traveling the Road to Justice
Carine Moegling, Esq., Attorney, LAWS Legal Services

Ms. Moegling will discuss the practical realities that victims encounter when
accessing the legal system. Topics covered will include protective orders,
child custody and support, stalking, and obstacles specific to immigrant
victims.

S.T.A.R.S in Loudoun
Giselle Perry M.Ed, Stefani Hendrick LMFT, Tammi Slovinsky MPA

This workshop presents the Sexual Abuse Treatment and Referral Services Program
in Loudoun, a collaboration of Mental Health, Social Services, Graydon Manor and
Loudoun Citizens for Social Justice/LAWS. The S.T.A.R.S Program offers
treatment groups for children, adolescents and their caregivers to promote
healing from sexual abuse, and to empower victims to understand and to cope with
abuse. Participants will view treatment techniques and sexual abuse prevention
strategies.

The Conference will be held at the Ida Lee Conference Center in Leesburg. The
entrance to the conference facility is located in the back of the Ida Lee

The mission of the Domestic and Sexual Violence Coordinating Council of Loudoun
County is to work towards the elimination of domestic and sexual violence
through enhanced victim and community safety and increased offender
accountability. To achieve this mission, the Council will strive to promote a
coordinated community response through collaboration, community
awareness/prevention, continuing education, and professional growth.
