Connie, I would try polysorbate 20 or 80.  Buy at To Die For or your favorite supplier.  I think you can use up to 1:1, but I don’t think you need that much.  I use it in my bath bombs along with the oils.  I use 2 tsp with 2T oils in the mix.  You can probably read about it at Snow Drift Farm.  They like polysorbate 20 and say 80 doesn’t emulsify as well (or maybe it is blend with all oils??), but the MMS site said use 80 for foaming products so that is what I bought.  Has worked fine with sunflower and castor oils.
