Cadbury's Dairy Milk and its off-shoots (fruit and nut etc) used to be GF. When they announced, last year, I seem to remember, that they were no longer GF, I emailed the company to complain.
I was told that this was because they were launching their new range of choccie with biscuity bits, and other non-GF choccie bars, but this would be temorpary, just during the setting up, and the dairy milk would soon be GF again.........but I'm still waiting!

As someone who lives on a stud farm and breeds racehorses, you also have to bear in mind that there have been several cases of horse doping that have been put down to things that were mixed on the line previously.  One was coconut shells that got into horse feed!  Sounds silly, but they were at quite a high level.

 

This could easily happen on a plant that deals in wheat and other non-gluten cereals.

 

It probably also explains why chocolates made by Cadburys in the old Fry’s factory (Crunchies, Chocolate Cream etc.) at Bristol are gluten-free, whereas Dairy Milk, Bournville are not.  Incidentally, the little Dairy Milks are gluten-free, so they may be made at a different site.

 

I’ve also looked at a lot of wheat in the field and it is often contaminated with wild oats.  I suspect that other crops get contaminated with wheat and barley!

My Dad worked in the food industry all his life, he said it's
impossible (i.e. not cost effective) to completely clean the
machines in factories, and wheat flour dust gets everywhere. So if
the factory uses wheat flour, then they must warn you that ALL their
products MAY be contaminated. You can risk it if you want to.

On the other hand, my son happily eats juvela bread containing
wheat! (but NOT gluten)
