About 12 years ago she went to a specialist about her knees; he noticed the eyes
and ordered the blood tests that came back abnormal. Since then, she has only
seen a doctor ONCE! And that was about her knees also!

There is no chance of legal intervention. She is usually rational, especially
with others (close friends and relatives excepted). Those same friends and
relative pull me aside and remark how changed she is, how abnormal her behavior.
I did have a neighbor who was involuntarily committed due to paranoid
schizophrenia and she's nowhere near that bad! In other words, she is capable
of working and more or less of taking care of herself.
