The following message announces an extremely short public comment
period -- six days -- on proposed specifications for electronically
exchanging patient care related information. These documents are the
result of federal government direction and funding by the American
Health Information Community (AHIC) [a federal advisory board] and the
Office of the National Coordinator (ONC) for healthcare information
technology.

FORMAL REVIEW

STATUS: The Technical Committees have completed development of
the three Interoperability Specifications. In its final state, an
Interoperability Specification provides unambiguous instructions for how
to develop information technology solutions that will support sharing of
clinical information within a specific context. Each Interoperability
Specification is actually a suite of documents that, taken as a whole,
provide a detailed map to existing standards and specifications that
will satisfy the requirements imposed by a given use case. It identifies
and constrains standards where necessary, and creates groupings of
specific actions and actors to further describe the relevant contexts.
Where gaps and overlaps are identified, the interoperability
specification provides recommendations and a roadmap for corrections to
be made. Each Interoperability Specification includes IS Transaction
Packages, IS Transactions, and IS Components. The three
Interoperability Specifications have been Inspection Tested and the
Technical Committee members addressed the findings of the testers.

ACTION: Panel members and the public are invited to review and
comment on the three Interoperability Specifications that are available
at the following location on hitsp.org:

The most effective way to review any Interoperability Specification is
to begin with the following documents:

Comments should be sent to hitspcomments@... by COB September 19,
2006. A template (attached) is being provided for use when submitting
comments. Comments must be received in the required template (attached)
to be considered. The commenter should expect to receive a receipt
notice of the comments within 24 hours. If a receipt if not received,
