For what it's worth ... .

X12N's present development schedule is targeted to have all nine version
005010 HIPAA-counterpart Type 3 Technical Reports (TR3's) [new name for
Implementation Guides] published around the end of 2006. A recent
evaluation found that those of these TR3's that communicate diagnoses
and procedures will support ICD-10.

Based on this schedule, an analysis by X12N last spring calculated that
the steps necessary to just "adopt" the published 005010
HIPAA-counterpart TR3's for HIPAA (i.e., publish a final federal rule
naming them) would run until at least early 2009. I've been informed
that NCPDP determined a similar date for their newer materials.
Compliance dates, by law, could run anywhere from eight months to over
three years subsequent to whenever a final rule is published - depending
on a federal interpretation that's not yet finalized.

The House Ways and Means Subcommittee - chaired by Nancy Johnson -
that's writing the legislation calling for nationwide use of ICD-10 to
code diagnoses and procedures [by 2008 as most recently drafted] has
been informed of all of this by a number of organizations: including at
least X12N and WEDI that I'm aware of.

P.S. "Native" World Health Organization ICD-10 is already in use in
the United States for a number of purposes - including its original
intent: reporting morbidities. It's the use of the modifications done
to adapt and apply pure ICD-10 to
diagnoses (clinical modifications => ICD-10-CM) and
procedures (procedure coding system => ICD-10-PCS)
that's at issue these days.

P.P.S. For those of you who haven't had the time to peek [sorry
Marlene], ICD-10 represents a complete paradigm change from ICD-9. Much
more than just the codes are different -- it's an entirely new way of
thinking!

Here's one you chew on, ICD-10 codes are coming out, but the current
HIPAA 837 formats do not have the correct qualifiers for them. 5010 does
but it's not approved yet. I know that this will not go into effect
until 2008, but in HIPAA land that is not much time to create
crosswalks, get 5010 approved etc. Happy hunting. That was my 2 cents
and you can keep the change. Have a great day.
