The context is an issue that some of the largest carriers and
clearinghouses in the country are perceived to demand onerous business
concessions as a precondition to processing HIPAA standard transactions.

As an offer to help resolve this issue, I'd like for folks to send me
examples of business concessions that you feel are legitimate, and those
that you feel would not be leigitimate. Please be as specific as
possible. We may be able to craft an FAQ to provide guidance. We (CMS)
will also review the complaint that was filed on this issue to see if we
can tease out some specifics.
Some ideas as to the numbers of health plans and clearinghouses
requiring these burdensome business concessions would also be helpful.
Richard Navarro has been adversly affected by these; others who have
run into this issue should also provide some information.
