Don't know how many of you received the thread below from last week. Either way, I thought I'd update you on a couple of items that have transpired since.
A. X12N just this afternoon voted to publish their two new version 004050 Implementation Guides for use with HIPAA "Claims Attachments". Thus along with HL7's already approved XML-based Specifications, the key Standards Development Organization materials appear ready for reference in a Notice of Proposed Rule Making. See item #8 in the thread below.
B. I've received a number of inquiries about my company's presentation mentioned in the thread: "HIPAA TCS -- What's Next? Products, Processes, and Prognostications". For those who may be interested, following are some specifics about it.

I'd certainly be interested in the sources of the rumors you're reporting, below. As with all 'good' rumors, they seem a bit garbled from what I'm aware of. I'll do my best to explain what I can.
1. The Data Interchange Standards Association (DISA) is Accredited Standards Committee X12's secretariat. As such, among other functions, they publish X12's standards documents three times each year. [Release 005010 is just coming off the press as I write.]
2. X12's Insurance Subcommittee (X12N) has contracted with Washington Publishing Company to publish X12N's Implementation Guides: both adopted for HIPAA and not [the majority, actually]. DISA does not publish X12N's Implementation Guides.
3. There are never any addenda to the X12 standards -- from DISA or any other source; just new releases every four or so months. [The next future ones will be releases 005011, 005012, and 005020.]
4. Based on hard won experience from 2001 [a HIPAA odyssey?], X12N has sworn-off ever doing Implementation Guide addenda again! So far that oath is holding and I know of no Implementation Guide addenda in the works -- or even contemplated [other than in horror].
5. X12N has approved for publication a bunch of new Implementation Guides at varying versions subsequent to 004010. A complete set of version 004050 Implementation Guides that correspond to the 004010 + 004010A1 set adopted by HIPAA is among them. These version 004050 Implementation Guides are complete Implementation Guides, not addenda.
6. For many reasons too lengthy to list in this message, X12N has elected that the corresponding 004050 Implementation Guides not be proposed for adoption under HIPAA.
7. For many reasons too lengthy to list in this message, X12N has also decided, with two possible exceptions, to not propose any Implementation Guides for new transactions (e.g., claim acknowledgement, coordination of benefit verification, provider information, enrollment / eligibility roster), for consideration for HIPAA adoption at this time. [These new Implementation Guides can, of course, still be used voluntarily by anybody at any time.]
8. Depending on the outcome of the Informational Forum scheduled for next Tuesday afternoon, 2/03/2004, in Seattle, X12N may vote to publish -- via Washington Publishing Company and not DISA -- the two new version 004050 "Claims Attachments" Implementation Guides [what you refer to as 277 and 275; although that's a bit of a misnomer], and, if that occurs, may also vote to propose that they be considered for HIPAA adoption. Should both votes go this direction, then CMS' Office of HIPAA Standards (OHS), after a few predecessor hoops, would complete it's ongoing efforts to issue a Notice of Proposed Rule Making (NPRM) as a first step in promulgating them for HIPAA. [But please please don't ask me when such an NPRM would be issued; nobody can know yet.]
9. And finally, OHS has continued to inform X12N that they are keeping a 'rolling' NPRM slot available in case they need to propose changes to TCS regulatory policy -- only. At the present time, should any such NPRM be issued during the next year or two, it almost certainly would not mention any different X12N Implementation Guides: complete nor addenda.
I hope the above makes some sense. The processes involved are very complex and involve a multitude of organizations. I have looked through my email history of the various listservs but have not been able to locate them all. Can someone point me to where I can find out what the review periods are or going to be for changes to the 4050 version for the 837, 835, claim status, and authorization transactions?
I found info on the 270/271, 277 Request for Additional Information, and the 275 but have had no luck on the others.
As always, any help would be appreciated.
