I have received approval at the SUSAR Annual Meeting hosted by MD-TF2
for the creation of a Canine Sub-Group within the Search Work Group.

We did not choose the members at the Meeting. In discussion with the
Board of Directors, I agreed to re-open the application process for
14 days, effective today.

Applications must be received via US mail by Wednesday November 12,
2008.

I have placed the Concept Paper for the creation of the Sub-Group,
and the Member Expectation paper in the FILES section for you to
review.

All applicants must meet the requirements to participate.

All qualified applicants will be reviewed by the selection committee,
which is made up of 5 members. The members will be from the Board of
Directors and Search Work Group. The Selection Committee will then
send the results to the Board of Directors for approval.

The required Letter of Endorsement and Resume template is located in
the FILES section.

SUBJECT:Disaster Search Canine Readiness Evaluation, Lakehurst, N.J.


New Jersey Task Force 1 will host a Type II Disaster Search Canine
Readiness and a Type II Disaster Recovery Canine Readiness
Evaluations in Lakehurst, N.J. on December 6 & 7, 2008. The
following logistical information is supplied to assist in your
planning to send candidates from your Task Force. There will be no
application fee to participate in this evaluation. Task Forces who
send participants will be responsible for supporting their member's
travel, lodging and per diem expenses.

The Type II Evaluations are open to State US&R canine teams that have
completed a Task Force sponsored pre-test assessment. It is also open
to canine teams who have passed all elements except the rubble pile,
and wish to retest the rubble only. Those wishing to do so may have
only failed the rubble portion once previously. Otherwise they must
re-take the entire evaluation. Proof of previous test must be
submitted by Team which hosted the evaluation.

Applications for this evaluation can be found in the FILES section.

Members wishing to Shadow must submit an Evaluator application. All
applications can be found in the DSCRE, or DRCRE documents in the
FILES section.

We will confirm by e-mail the receipt of application and acceptance
into the evaluations, or shadow process.

The hotel is located at the intersections of Routes 9 and 70. The
cost per room is Government Rate (with TF ID) of $92.00 per night
plus tax. Canines are welcome in the rooms, however, excessive
shedding will incur a cleaning surcharge. The rooms have been
reserved under the name NEW JERSEY TASK FORCE 1. Please request this
group rate at the beginning of the conversation. Candidates are
expected to contact the hotel and reserve their accommodation by
November 5, 2008.

Candidates are expected to provide their own personal protective
equipment appropriate for rubble pile entry. Teams without such
equipment will not be allowed to participate in the evaluation.
Portable kennels can be provided upon request.

Transportation to/from the airport, hotel and evaluation site is the
responsibility of the candidate. The hotel is about 2 hours south of
Newark Liberty Airport, and 1 ½ hours north of Atlantic City Airport.


The evaluation process will be held at NJ-TF1's rubble site. The
Evaluation will be held on an active military base. Proper
credentials for yourself and your vehicle are required. We will be
contacting all attendees for this information prior to arrival, for
security pre-approval. Each day of the evaluation will be held as
single-day opportunity.

I am putting out a brief questionaire to help gather info on USAR
team structure.  This information will be used to help get the
formation of our team here in Wisconsin back on track.  Thank you for
your time,and as a first timer to the 2008 SUSAR conference, what a
great resource and networking opportunity.

2)  Are the fire departments involved in team planning and member
compensation, or is all of that taken care of at the state level.

3)  What state agency does the team work under.  What is the title of
the "head person".

compensated through the sponsoring fire departments.

5)  Do / did you have a strategic plan for the formation of your
teams?  If you still have a copy available we are looking for a model
to use as a resource.

As one of the instructors of the FEMA Planning Team Training, I am
offering to the SUSAR task forces Planning sections monthly refresher
modules and exercises. These modules are based off of the current FEMA
PTT Student Manual and are non-team specific. Each month each team would
receive an email package that will include a self study PowerPoint and
paper exercises designed to be completed and turned into their
respective Planning Chief within each team. This is a great way to
enhance your own training program and keep current with the Planning
Team Training Program.

The material is developed by PTT instructors and based 100% off of the
current FEMA PTT course. These are developed as a courtesy to fellow
US&R task forces.

The current package (NOVEMBER 2008 - US&R-209 SITUATION REPORTING) is
now available.

If you are not looking for a Hackney type trailer, let me know. Our main trailer is a semi-custom 48' walk-in with heat/AC, 10kw diesel generator (runs off the same tank as the heat/AC unit), Logs workspace in the front (works great because the logs setup time is almost nonexistant) as well as computer/phone network. It is a drop deck type with custom belly boxes for lumber, cutting table, ramps, etc. Everything is on shelves for easy access & inventory control. When we bought it 5 years ago, It cost us about 1/2 what a Hackney would have cost.

Check with Dave Couvelha at Kansas Fire and Rescue Training Institute.  They have a Hackney rescue trailer for their mobile tecnical rescue support unit; I am sure that KU still has all of the specs.

The HSEEP tool sent by Bruce is a great (tailored) US&R EEG (Exercise Eval
Guide), but not the actual Exercise Plan (EXPLAN) required to meet DHS HSEEP
requirements. Attached is the ExPlan Template in Word from the HSEEP website,
and the sample ExPlan (State of "Americana") is the recent product (9/12/08)
used in current HSEEP training courses. Where you see deviation in the Word doc
from the PDF doc - use the PDF doc as guidance - it is more current. Also, the
website below will lead you to current templates for production of your CE
Handbook, EEG Library, et al, which are also necessary for your exercise (if
being funded with fed / grant $$ of any kind).

The ExPlan should not contain EEG(s) - they should be stand-alone and included
in the Controller/Evaluator Packets after being customized for your specific
exercise. Have you been to the HSEEP Toolkit site - if contains an EEG builder
tool that works well? To learn more about it, try "www.hseep.dhs.gov" . You will
need to apply to the Toolkit to get a log-in permission. If you do apply -
recommend you use a .gov or .mil email address when registering - you 'll be
approved within 24 hours  or less. If you use something else, it may take a
little longer, but you'll still get permission.

Information for SUSAR attendees arriving at BWI airport :

  - If you are arriving on flights by SOUTHWSET, DELTA or AMERICAN,
once you have your luggage, please meet a representative on Maryland
Task Force 2 at Baggage claim # 6

- If you are arriving on flights by NORTHWEST, AIRTRAN, CONTINENTAL,
UNITED or US AIRWAYS, please meet a representative from Maryland Task
Force 2 at Baggage Claim # 14

  This will allow for 1 central gathering point on each end of the
terminal and will expedite the shuttle service. If you have any
problems once on the ground at BWI Airport, please call me on my cell
