Happy Birthday Bob! Thousands of Rastafarians and music fans are gathering in Ethiopia to begin a month of events to mark what have would been Bob Marley's 60th birthday. It is the first time the annual celebrations are being held outside the reggae legend's native Jamaica. Ethiopia was chosen because Rastafarians, such as the late singer, regard the late Ethiopian emperor Haile Selassie as their spiritual leader. Marley's widow Rita Marley has said one day she wants him reburied in Ethiopia. She has distanced herself from initial comments she made last month that Marley would be reburied as part of this year's celebrations. "It was a dream of Bob Marley and it is a dream of the family to bury him in Ethiopia. As we believe in what is to be, must be, it will happen in due course," she told AFP news agency.
Icon Netsanet Asfaw, Ethiopia's minister of state for information, said Ethiopia was pleased to
be hosting the events. "Bob Marley put Ethiopia on a pedestal and it is in his honour that this festival is going to take place here," she said. Under the banner Africa Unite, the month-long events will include concerts, a film festival, seminars and a gala fundraiser using the themes of Marley's songs including War, Exodus and Get Up Stand Up. They will kick off on Tuesday evening with a concert by the late singer's 80-year-old mother, Cedella Marley Booker. A highlight will be a concert in the capital, Addis Ababa, on 6 February - Marley's birthday - featuring three of Marley's children as well as Quincy Jones, Baaba Maal, Youssou N'Dour and Angelique Kidjo. After that the celebrations will move to Shashemene, some 250km (155 miles) south of the capital, where a Rastafarian community has settled on land left to them by Haile Selassie.
Peace recognition Marley became an icon of the 1970s with his music catching the imagination of
millions.
Bob Marley's widow Rita Rita's remarks about the reburial did not go down well in Jamaica Africa Unite is from his most political album, Survival. On the cover is a quotation from black nationalist leader Marcus Garvey: "A people without the knowledge of their past history, origin and culture is like a tree without roots". Marley was a dedicated Rastafarian and a strong believer in one of its central beliefs, the importance of return to Mother Africa. He received a United Nations Peace Award , in recognition of his attempts to calm the warring factions of Jamaican politics and played at Zimbabwe's independence celebrations in 1980, where he discovered more Zimbabweans knew the lyrics of his song than knew the words of the national anthem. Aged 36, he died of cancer in 1981 and was buried with his Gibson guitar and Bible beside him.
ITALY The Genoa Appeals Court has condemned Radicali treasurer Rita Bernardini to four months in gaol and fined her eight hundred euros for an offence committed in November 2000, during a National Conference on Drug Matters. By way of antiprohibitionist protest and civil disobedience she had given away eight grams of hashish to Giancarlo Caselli, then the head of Italy's Prison Administration, to 'show up the irrationality of our drug laws, which make criminals of young and some not-so-young people who in real life are not guilty of any dangerous nor even reprehensible behaviour'.

In fifteen Mexican states there is open trade of drugs among guards and inmates.

The aim is to see whether prescription heroin can achieve better results than methadone has done and whether drug-related crime can be reduced this way.

2. UPDATE 1-18-05: CONSUMER PROTECTION LAWSUIT ACTIVATED AGAINST DIEBOLD: DISCOVERY SCHEDULED TO COMMENCE Feb.4. Black Box Voting board member Jim March and Executive Director Bev Harris filed two lawsuits against Diebold in California. The first, a false claims ("Qui Tam") suit, is expected to settle shortly for a $2.6 million payout to the state of California by Diebold.
The California false claims case is the first successful consumer case against Diebold, and at a $2.6 million reimbursement to California taxpayers, will assign the largest penalty in any
voting machine-related case so far.
California is expected to compensate Harris and March for their original research in the case. The exact figure has not yet been determined by the courts, but the initial proposed settlement allocates around $76,000 each.
Bev Harris’s compensation will be donated to Black Box Voting, as a restricted contribution which must be spent specifically on additional consumer litigation to protect election integrity.
March and Harris have been joined by three other Californians in a second lawsuit, alleging fraudulent business practices and unfair competition by Diebold. Papers were filed this week in Sacramento Superior Court reactivating this lawsuit, which will provide a vehicle for seeking discovery from Diebold about its business practices and voting systems.
Some of the Qui Tam money is tagged towards underwriting discovery in the second case. Whereas in the first case, the California Attorney General was able to
assert control, this newly reactivated case allows the plaintiffs more direct control over discovery. Plaintiffs have requested four months to conduct discovery, and have scheduled written interrogatories and witness requests by Feb. 4, 2005. Prepared legislation makes "paper trail" a sham
(Wait! We thought
we were going to get paper ballots!) Guess again. Waiting in the wings is an end-run around paper ballots, a cryptography application that is anything BUT transparent. Citizens are about to find out that the devil really IS in the details.
CRYPTO solution vs. PAPER BALLOT solution
The Crypto Solution gives you a slip of paper with a secret code on it, which you later take to the Internet to find out that you voted. Not HOW you voted. Not how everyone voted, so the public can know who really won. Not even, really, that your voted was counted. For these things, you are told to trust.
Trust who? Well, cryptographers with defense industry ties. The current computerized voting system is about to become even more mysterious and opaque, unless you put up a fight.

- The bold action by Rep. John Conyers (D-MI) in challenging the Ohio members of the electoral college, made possible by the actions of committed, relentless citizens and voting integrity groups nationwide, gave discussion of election improprieties a forum on national TV. More important, it could lead to proposed corrective legislation, and possibly a Constitutional amendment.
In the United States, we have no federal right to vote -- instead, a citizen's right to vote is really a state resident's right to vote. With voting, THERE IS NO EQUAL PROTECTION UNDER THE LAW.
If we do enact
federal equal protection legislation for voting, many of the inappropriate actions taken by state officials would be struck down in court, and it would be much easier to litigate problems with voting machines.
When Florida was allowed to systematically disenfranchise voters, it hid behind state's rights. When Ohio's Secretary of State Ken Blackwell successfully disenfranchised voters in Ohio, through inappropriate rules on provisional ballots and other measures, he hid behind state's rights. =================================
6. BBV CONFIDENTIAL - Security issues: We kept part of our site, including an e-mail account, on a Web server that had experienced security breaches. One reason was to see if we could get some footprints to identify hackers.
We did not achieve that, but did get some interesting information.
On Jan. 11, thirty minutes into a transmission to approximately 800 Washington state activists (recommending tough questions to ask at a VoteHere meeting), a
security flaw was exploited in our system, and a subsequent file change took out the blackboxvoting.org e-mail for both incoming and outgoing e-mail. This was not due to anti-spam reports. It was due to a security problem.
We obtained the logs, including our logs from one of our firewall programs. Most IPs could not be identified, but we did identify two that were interesting: One was traced back to a specific individual who has frequented hacking message boards, who has links to a particular organization that has engaged in interference with Black Box Voting .org. The other traced back to the Department of Defense. These were not Web site visits, but intrusion actions, and there are ways to tell the difference.
While examining these logs, we were also able to identify visits to the Web site by Agent Mike or someone related to his organization. (“Agent Mike” is the Secret Service agent who interviewed Bev Harris several times last year about an alleged VoteHere hack,
but mostly about the Diebold Memos). Most of Agent Mike’s IP traces -- identified from a series of e-mails he sent to Bev Harris -- are from a special use category that does not permit tracing. One of Agent Mike’s IP addresses, however, leads back to the anti-terrorism asset forfeiture branch of the U.S. Treasury. We have not looked for Agent Mike on all the logs, but the last time he or his friends visited appears to be October 2004.

Dear Friend: After three-and-a-half years of waiting, the DEA has
blocked the only proposed research project that could lead to FDA
approval of marijuana as a prescription medicine.
Please read on to find out why this ostensibly bad news actually
provides a big boost to the Marijuana Policy Project's efforts to pass
federal- and state-level medical marijuana legislation ... as well as
a boost to the medical marijuana case before the U.S. Supreme Court.
On December 10, the DEA announced its rejection of a 2001 University
of Massachusetts at Amherst application to establish a facility to
produce marijuana for FDA-approved research.

Currently, there is only one source of marijuana that can be used in
FDA-approved research -- the marijuana produced by the University of
Mississippi for the federal government's National Institute on Drug
Abuse. Significantly, this marijuana cannot be the marijuana that is
moved through the FDA approval process, because prescription medicines
cannot be government-owned ... which is why researchers have been
trying for years to gain approval to produce a private supply of
marijuana that can be tested, reproduced, studied in clinical trials,
and ultimately approved by the FDA as a prescription medicine.
In rejecting the researchers' application, the DEA stated that it
would allow only one source of marijuana in the U.S. -- the federal
government's supply in Mississippi -- which makes it impossible that
the FDA could ever approve marijuana as a prescription medicine.
And, just in case there is any doubt about the DEA's intent to block
research, the DEA's letter goes on to say this: "Current marijuana
research has not progressed to Phase 2 of the clinical trials because
current research must use smoked marijuana, which ultimately cannot be
the permitted delivery system for any potential marijuana medication
due to the deleterious effects and the difficulty in monitoring the
efficaciousness of smoked marijuana." Incredibly, the DEA is declaring
that the FDA cannot approve marijuana before Phase 2 and Phase 3
clinical trials are even completed (not that they even can be started
with a private supply of marijuana). Visit http://www.mpp.org/pdf/

In other words, the DEA has proven that the system is rigged to ensure
that the FDA can never approve marijuana as a prescription medicine,
because the DEA can always block the research that the FDA requires.
While the DEA's action is a setback for the effort to make marijuana
available as a prescription medicine through the FDA approval process,
it actually boosts MPP's efforts to remove penalties for medical
marijuana through the legislative process ... and may help win the
medical marijuana case before the U.S. Supreme Court.
In the Supreme Court three weeks ago, Justice Stephen Breyer suggested
that patients should go to the FDA to get marijuana approved as a
medicine, but now the DEA has slammed the door on that possibility.
By taking the hard-line position it has, the DEA has just eliminated
our opponents' most effective and often-used argument against our
federal and state-level medical marijuana bills -- that marijuana
should move through the FDA approval process and therefore we
shouldn't be trying to use the legislative process. Now that FDA
approval is impossible, it blows apart our opponents' argument. MPP is
making sure that all members of Congress and all state legislators
nationwide hear this message loud and clear.
In sum, since the DEA's decision means the only way to protect
patients from arrest is through state and federal legislation, our
efforts in both Congress and the states are even more urgent.

"Arbitrary and capricious" is legal language that was used by DEA
Administrative Law Judge Francis Young in 1988 to conclude that DEA
was obligated under the Controlled Substances Act to reschedule
marijuana as a prescription medicine. DEA Chief Administrator Robert
Bonner proceeded to arbitrarily and capriciously disregard Judge
Young's well researched and reasoned decision, which the Act allowed
him to do.

which imposed some of the harshest sentences in the country. The other
day, Gov. George Pataki signed a bill retreating from that draconian

Thumbs up, thumbs down The U.S. Drug Enforcement Agency won't let Lyle
E. Craker grow marijuana in his University of Massachusetts laboratory
for a federally approved research project because it is against the
law to smoke marijuana. Huh?
This is a smokescreen by one federal agency to obstruct legitimate
scientific research that will help determine the risks and benefits of
marijuana as a prescription medicine.
Craker, as director of the Medicinal Plant Program at the University
of Massachusetts-Amherst, is qualified to conduct the research, which
has been approved by the U.S. Food and Drug Administration.
The DEA objects because it cannot allow smoking to be the "permitted
delivery system" for marijuana as a potential medication.
Craker should appeal the decision.
For those living with the pain and nausea associated with cancer,
multiple sclerosis, AIDS and other serious illnesses who might benefit
with marijuana as a prescription drug, we wish him success.

The Department of Motor Vehicles postponed a driver's license test for
a medical marijuana user with a case before the Supreme Court after
her lawyer claimed on Tuesday that she was being unfairly targeted for
review without any driving violations. Diane Monson received notice
from the DMV earlier this month that she needed to appear at a re-
examination hearing Thursday or would lose her license. The notice did
not say why she was selected, but she said with the exception of a
speeding ticket 15 years ago she had spotless record.

President Ronald Reagan, at the urging of then Vice President George
Bush, appointed Carlton Turner as the White House Drug (czar) Advisor
in 1981. Soon after Turner left office, Nancy Reagan recommended that
no corporation be permitted to do business with the Federal government
without having a urine purity policy in place to show their loyalty.
Carlton Turner became a rich man in what has now become a huge growth

Every U.S. commission or federal judge who has studied the evidence
has agreed that cannabis is one of the safest drugs known. With all
its therapeutic uses, it has only one side effect that has been
exaggerated as a concern: the "high." The DEA says this is not
acceptable, so cannbis continues to be totally illegal in utter
disregard for both doctor and patient. Every day we trust physicians
to determine whether the risks associated with therapeutic, yet
potentially dangerous drugs are acceptable for their patients. Yet,
doctors are not allowed to prescribe the herb that Federal Judge
Francis Young in 1988 called "one of the safest therapeutically active

denizens--many grieving for lost friends and family--are looking to
medicine more than ever before to help fall asleep. `The week of the
11th, there were very few calls because patients assumed we were tied
up taking care of the disaster and probably thought their problems
seemed small,'' said Charles Bardes, associate professor of clinical
medicine at Weill Cornell Medical College and a New York Hospital

SLEEP AND RELAXATION
Cannabis lowers blood pressure, dilates the arteries and reduces body
temperature an average of one-half degree, thereby relieving stress.
Evening cannabis smokers in general report more restful sleep. Using
cannabis allows most people a more complete rest with a higher amount
of "alpha time" during sleep as compared with prescription or sleep-
inducing patent sedatives. Prescription sleeping pills (the so called
"legal, safe and effective" drugs) are often just synthesized analogs
of truly dangerous plants like mandrake, henbane and belladonna. As
late as 1991, doctors, pharmacists and drug companies were fighting
off new legislation to restrict these often abused compounds. (L.A.
Times, April 2, 1991). Unlike Valium, cannabis does not potentiate the
effects of alcohol. It is estimated that cannabis could replace more
than 50% of Valium, Librium, Thorazine, Stelazine, other "-zine" drugs
and most sleeping pills. It is unconscionable that, over the past two
decades, tens of thousands of parents have committed their own
children, aged 11 to 17, to be treated by massive doses of so-called
"-zine" drugs in order to get them off pot, at the urging of parent
groups, the PDFA, the feds and administrators and doctors from
federally approved, private and high-profit drug rehabilitation
centers. Often, "-zine" drugs do work to stop these youths from using
pot.
They also stop a kid from loving his or her dog, too - and children
stand a one-in-four chance of suffering from uncontrollable shaking
for the rest of their lives.* But at least they're not high. * The
U.S. Centers for Disease Control in Atlanta said that 20-40% of "-
zine" drug users have or will develop permanent lifetime pasies
(shakes), November 1983. These prescription neurotoxins are chemically
related to the pesticide and warfare nerve gas Sarin. Hundreds of
private drug-rehabilitation centers and their leaders keep this policy
alive and in front of the media, often quoting discredited reports
from NIDA or DEA (see Chapter 16, debunking) - because they earn fat
profits selling their useless or destructive "marijuana treatment" for
children. After all, a relapse just means using marijuana against
after a number of bouts with an "authority." This is mind control and
an attempt to destroy individual free will.

be added. Additions since then to the average tobacco cigarette are
unknown, and the public in the U.S. has no right to know what they
are. Many joggers and marathon runners feel cannabis use cleans their
lungs, allowing better endurance. The evidence indicates that cannabis
use will probably increase these outlaw American marijuana-users'
lives by about one to two years - yet they may lose their rights,
property, children, state licenses, etc., just for using that safest
of substances: cannabis.

The Scythians, High Plains Drifters...
Excerpted: The Scythians were a barbaric group of pre-Common Era
nomadic tribes who are a fascinating example of an ancient cannabis
using group. The Scythians played a very important part in the Ancient
World from the seventh to first century BC. They were expert horsemen,
and were one of the earliest peoples to master the art of riding and
using horse-drawn covered wagons. This early high mobility is probably
why most scholars credit them with the spread of cannabis knowledge
throughout the ancient world. Indeed, the Scythian people travelled
and settled extensively throughout Europe, the Mediterranean, Central

Mellowing with Time

The First Cultivated Crop
Ancient and modern historians, archaeologists, anthropologists and
philologists all agree that cannabis is one of mankind's oldest
cultivated crops. The weaving of hemp fibre began 10,000 years ago, at
approximately the same time as pottery making and prior to metal
working.
In his book The Dragons of Eden, Carl Sagan has speculated that
cannabis may have been the first crop cultivated by stone age man. He
based this assertion upon the example of the pygmies. The pygmies were
basically hunter-gatherers until they started planting the cannabis
which they used for religious purposes. The pygmies say that they have
been smoking cannabis "since the beginning of time."
Professor Richard E. Schultes, the director of the Botanical Museum at
Harvard University and a prominent researcher in the field of
psychoactive plants, wrote an article titled Man and Marijuana in
which he states: ...early man experimented with all plant materials
that he could chew and could not have avoided discovering the
properties of cannabis (marijuana), for in his quest for seeds and
oil, he certainly ate the sticky tops of the plant. Upon eating hemp,
the euphoric, ecstatic and hallucinatory aspects may have introduced
man to an other-worldly plane from which emerged religious beliefs,
perhaps even the concept of deity. The plant became accepted as a
special gift of the gods, a sacred medium for communion with the
spiritual world and as such it has remained in some cultures to the
present.

times in the Old Testament. He states that in Exodus 30:23 that God

translations of the old testament "kan" was rendered as "reed,"
leading to such erroneous English translations as "sweet calamus"
(Exodus 30:23), sweet cane (Isaiah 43:24; Jeremiah 6:20) and "calamus"
(Ezekiel 27:19; Song of Songs 4:14). Benet argues from the linguistic
evidence that cannabis was known in Old Testament times at least for
its aromatic properties and that the word for it passed from the
Semitic language to the Scythians, i.e. the Ashkenaz of the Old
Testament.

The Distinctly Non-Christian Origins of the United States of America

There are those who would have us believe that the United States of
America was founded on Christian ideals - that the writers of the
Declaration of Independence and the framers of the Constitution of the
United States of America were "God-Fearing Christians." I've heard
people say these things with great conviction. Christian revisionism
of the history of this nation has turned George Washington - a Deist -
into a "God Fearing Christian." It has led to the contamination of our
currency and coins (in the 1950's) with "In God We Trust" and to the
corruption of the Pledge of Allegiance (also in the 1950's) by the
addition of "under God". It is now the year 2000 - an election year.
Being "Born again" is all the rage amongst presidential candidates.
They don't have the slightest clue how backward their beliefs would
appear to the Founders of this Nation.
The first Anglo settlers in North America (I use the word "Anglo"
because the continent was clearly already settled by the Native
Americans) were the Puritans who arrived first in 1620. Were the
Puritans Christian? To me, this is a stupid question, but I ask it for
a reason. Whenever I bring up the subject of a Christian who is a
murderer or rapist, my Christian friends are quick to point out to me
that the person in question is not a "real" Christian. In this way -
disclaiming all who are deemed undesirable - Christians are able to
keep their ranks pure. This being the case, can the Christians of
today honestly claim that the Puritan settlers were Christian? The
Puritans murdered and stole land from Native Americans. They burned at
the stake - in public forums for all to see - Witches, Heretics,
Unitarians, Atheists, Agnostics ....... everyone and anyone whose
beliefs differed in any way from their own. And while we are so
accustomed to hearing "burned at the stake" that we are no longer
appalled by the phrase, just think for a moment what that entails. The
Puritans stood and watched as the flesh charred and flaked away from
the bodies of their tormented victims. Did they sing "Jesus loves me"
as they watched? If these people were Christian, then so is every evil
person who has ever called himself or herself a Christian. If
Christians wish to claim the Puritans as their own, then they have
absolutely no right to say of other people that they are not "real
Christians".
The United States was born with the Declaration of Independence
(1776). The document was drafted by Thomas Jefferson (a distinctly
anti-Christian Deist) between June 11 and June 28.
"When in the Course of human events, it becomes necessary for one
people to dissolve the political bands which have connected them with
another, and to assume among the powers of the earth, the separate and
equal station to which the Laws of Nature and of Nature's God entitle
them, a decent respect to the opinions of mankind requires that they
should declare the causes which impel them to the separation.
"We hold these truths to be self-evident, that all men are created
equal, that they are endowed by their Creator with certain unalienable
Rights, that among these are Life, Liberty and the pursuit of
Happiness. [.......]"
Christians often recite those portions of the Declaration of
Independence which refer to the "Creator", and yet they seem to forget
the fact that the document begins with a passage that refers to
Nature's God. Christians will claim that the use of words such as
"Creator" is a sign that Christian ideology and ideals were in the
hearts and minds of the founders. Such thoughts are nothing more than
Christian fantasy and delusion. The drafter of the Declaration of
Independence was staunchly Deist and despised Christianity in all its
forms.

great George Orwell fan. In Orwell's wonderful Novel Animal Farm, the
animals become rather dismayed by their poor memories. Poor Clover
could have sworn the commandment on the barn wall was "No animal shall
kill any other animal," but it clearly say "No animal shall kill any
other animal without cause." And the commandment isn't "No animal
shall drink alcohol" after all - it is "No animal shall drink alcohol
to excess." And for the longest time the animals had faulty memories
of the motto "Four legs good - Two legs bad" for the motto was
actually "Four legs good - Two legs better."
Are we a Christian Nation? Those who ask this question are frequently
greeted with a bellowing "We are One Nation UNDER GOD!" I for one have
personally received that response on numerous occasions. And like poor
Clover in Animal Farm, I am just a dumb animal and I think to myself
"One nation under God .... Yes, that's how I remember it ... that
sounds right." And being a dumb animal, I look at the coins in my
pocket and read "IN GOD WE TRUST" and I think "That's how I remember
it - that's how it has always been."
But the wool has been pulled over my eyes, for the country is not as
it once was. It was during the anti-Communist paranoia of the 1950's
that the words "under God" and "In God We Trust" penetrated our
government and altered (unconstitutionally) our Pledge of Allegiance,
our coins, and our currency." But as sinister and appalling as these
changes are, I do not fear them as they are in the past. The changes
that I fear are those that lie in the future. Be vigilant, and be
wise!

then get up and go to work, come home and do it over. While you spray
the cockroaches scurrying behind the lead based paint your rug rat

patients.
The hempseed is the most nutritionally complete food on the planet and
you poison it as a Ganjawar statistic and instead settle for grain to
feed the cows, and more millions of pounds of abortion causing
babykilling generic DDT. Spread in the dirt kids play in and in the
water pregnant mommas drink and bath their babies in. Housing
materials carpets and textiles without the poisons is somehow wrong to

So many medical discoveries hidden from the public, that alone should
piss off every single red blooded American. Especially the families
who lost loved ones when a possible remedy existed but for nothing
more than greed and politicks was suppressed by the very same
government... and many of the very same scum of the earth in office
now. So I can say with no regrets that doing nothing at all is a sin,
but purposely standing in the way of Ganja truth is a mortal sin. May

Nov. 13, 2004 — "Are they or aren't they really veterans?"
is a question often asked when encountering a homeless person claiming
to be a vet.
There's a good chance they are.
Soldiers Learn to Deal With PTSD
"There is plenty of evidence to show that one-third of [homeless
males] are veterans," says John Baskerville of Swords to Plowshares, a
non-profit veterans support group in the San Francisco Bay area.
`Get Me Off the Street'
Nearly half of the homeless vets are from the Vietnam era. Eighty
percent of them have substance abuse problems.
"I drink," says Richard Smith, a Navy vet. "I'm an Irishman. I drink
heavily."
And 45 percent of them are mentally ill and unlikely to get off the
streets without treatment.
Brian Roth, a Marine veteran, says he has been hopelessly addicted to
drugs since he came back from Vietnam in 1969, and has never had a
home of his own.
"Just get me off the street," Roth says. "I'm tired. … I'm 55 years
old.
"I'm sleeping with a guy in his van right now," he adds.
According to his records and relatives we spoke with, Roth went to
college after his military service and even completed medical school
at Michigan State before he started getting arrested for writing
illegal prescriptions.
"I know I smell like a skunk and look like one," he says. "But for a
year I've been trying to get into a program, and I will stay there if
they just make it available." continued...

Homeless Iraq vets showing up at shelters By Mark Benjamin
Washington, DC, Dec. 7 (UPI) -- U.S. veterans from the war in Iraq are
beginning to show up at homeless shelters around the country, and
advocates fear they are the leading edge of a new generation of
homeless vets not seen since the Vietnam era.
"When we already have people from Iraq on the streets, my God," said
Linda Boone, executive director of the National Coalition for Homeless
Veterans. "I have talked to enough (shelters) to know we are getting
them. It is happening and this nation is not prepared for that."
"I drove off in my truck. I packed my stuff. I lived out of my truck
for a while," Seabees Petty Officer Luis Arellano, 34, said in a
telephone interview from a homeless shelter near March Air Force Base
in California run by U.S.VETS, the largest organization in the country
dedicated to helping homeless veterans.
Arellano said he lived out of his truck on and off for three months
after returning from Iraq in September 2003. "One day you have a home
and the next day you are on the streets," he said.
In Iraq, shrapnel nearly severed his left thumb. He still has trouble
moving it and shrapnel "still comes out once in a while," Arellano
said. He is left handed.
Arellano said he felt pushed out of the military too quickly after
getting back from Iraq without medical attention he needed for his
hand -- and as he would later learn, his mind. continued...

SANTA CRUZ — Parks clean-up crews and advocates for addicts are
hailing the city's decision to put disposal boxes for used syringes in
a dozen public restrooms.
After no discussion Tuesday, the council unanimously approved the
plan, which will cost the city about $900. The steel padlocked boxes
will be in bathrooms at the Santa Cruz Civic Auditorium, the Louden
Nelson Center, Main Beach and the Municipal Wharf.
Heather Edney of the Santa Cruz Needle Exchange, a nonprofit agency
that lets intravenous drug users exchange dirty syringes for clean
ones, said, "This means people understand it's a public health issue
and nothing more. It's not about morality. It's not about whether
people should or should not use drugs."
But the council decision was met with harsh criticism from a spokesman
for the Seaside Co., owner of the Santa Cruz Beach Boardwalk, the
city's biggest tourist draw. "This sends a horrible message about
Santa Cruz to visitors and tourists," said Seaside's John Robinson...
Robinson, who was not at the council session, said Seaside was not
consulted about the proposal.
The Santa Cruz Needle Exchange hopes the plan will slow the spread of
hepatitis C and HIV.
This sends a horrible message?
Ironic that it is the city's biggest tourist draw believing these
"tourists" arn't the ones buying and selling the white powder drugs,
or the reality of STDs on the straight "tourists" getting acceptably
drunk and layed, and then passed to their loved ones back home.

The dawn of 2000 brought a glimmer of hope to California's 24 syringe
exchange programs and a wait-and-see attitude from several veterans of
one of drug policy reform's highest-stakes battlegrounds.
As of January 1st, a new law protects syringe exchange practitioners
in the state from prosecution – if the locality they serve declares a
public-health emergency and re-declares the emergency every two weeks.
The statute is a weaker version of a bill that California Governor
Gray Davis had threatened to veto last year. The original bill would
have acknowledged the effectiveness of syringe exchange programs in
combating the spread of hepatitis C and HIV, and would have allowed
such programs to operate without a public-emergency declaration.
Davis signed the weaker bill last October. To date, the cities of Los
Angeles and Berkeley, as well as Marin, Alameda, San Francisco, Contra
Costa, Santa Cruz and San Mateo counties, have declared public health
emergencies.

The IDF will soon begin using cannabis to treat soldiers suffering
from combat stress, the military said Wednesday. An army statement
said the military medical corps and the Hebrew University of Jerusalem
would begin treating victims of post-traumatic stress - commonly known
as shell shock - with THC, the active ingredient in the cannabis
plant. It said the treatment would begin on an experimental basis.
"The use of THC as part of the treatment for post-traumatic stress

with cannabis to relieve their symptoms. "The Israel Defence Forces

That's the message sent with the recent gift of $43 million to the
Taliban rulers of Afghanistan, the most virulent anti-American
violators of human rights in the world today. The gift, announced last
Thursday by Secretary of State Colin Powell, in addition to other
recent aid, makes the U.S. the main sponsor of the Taliban and rewards
that "rogue regime" for declaring that opium growing is against the
will of God. So, too, by the Taliban's estimation, are most human
activities, but it's the ban on drugs that catches this
administration's attention.

A Flood of Mentally Ill Soldiers Coming Home From Iraq By Sam Hamod

Contrary to the NY Times reports by Scott Shane today, psychologists
at Camp Pendleton Marine Base in California have said that
approximately 30% of the marines returning from Iraq have serious
mental problems. Shane writes of 1 in 6, those psychologists who spoke
with me said it was more like 1 in 3--twice what the NY Times is
reporting. But then again, we know the NY Times has been soft on the
Bush team in its reporting about negative matters pertaining to the
Iraq and Afghan wars.
Elaine Cassel and I wrote an article about this, "When the Killers
Come Home," back when the war in Iraq started, because we knew what
kind of brutality our leaders were urging the military to train into
our soldiers. This brutal training, pushed especially by Wolfowitz and
the generals under Rumsfeld at the Pentagon and in the field, went,
and continues to go against, the decency most of our soldiers were
taught in their churches and in their homes. This attitude of treating
Iraqis as "ragheads," "satan's soldiers," "worthless pieces of shit,"
and "the enemy, destroy them all," has made our soldiers into animals
on the kill--that's why they are killing so many innocent civilians in
Iraq and Afghanistan.
Another factor in this equation that no one in the major American
media will touch, but the British journalists like Robert Fisk,
Patrick and Alexander Cockburn, do speak about, is the Israeli
presence and influence on American troops through their new influence
at the Rumsfeld Pentagon. Many ex-Israeli officers, Mossad, and South
African Israeli trained mercenaries are directing and training
American troops in "urban warfare," and torture methods. This Israeli
posture on behavior is contrary to the best of American values of
decency and humanity.
An example of how our homecoming troops have been damaged can be seen
in the case of Jeffrey Lucey who was so upset with his recollections
of the war that he hanged himself shortly after returning from Iraq.
Another case is Robert Brown
"Robert E. Brown was proud to be in the first wave of Marines
invading Iraq last year. But Mr. Brown has also found himself in the
first ranks of returning soldiers to be unhinged by what they
experienced. He served for six months as a Marine chaplain's
assistant, counseling wounded soldiers, organizing makeshift memorial
services and filling in on raids. He knew he was in trouble by the
time he was on a ship home, when the sound of a hatch slamming would
send him diving to the floor. After he came home, he began drinking
heavily and saw his marriage fall apart, Mr. Brown said. He was
discharged and returned to his hometown, Peru, Ind., where he slept
for two weeks in his Ford Explorer, surrounded by mementos of the
war." (NY Times, Dec. 16, 2004)
Thus, the mental breakdowns in our troops because they were being
taught to behave in ways that were contrary to everything they'd been
taught as they grew up in a more humane America. Our military, with
the influence of the Israelis has created this problem, has sickened
our soldiers, some unto death. Now, these soldiers and their families,
and all the rest of us, must live with these mentally sick people--
many of whom have already violently attacked their wives and children
or taken their own lives. There is little word on how the women have
behaved on their return, but I'm sure it is not good. Many have
wondered what transformed Ms. England from a "down home girl" into the
person she became in Iraq at Abu Ghraib.
Also, we, as citizens, will be paying the financial bill for these
soldiers and their mental disabilities for years, according to
psychological experts in and out of the military. Add to this the long
term illnesses these soldiers will sustain, as will their deformed
children, from the Depleted Uranium they have lived in since the
invasion began.
Also, to be dealt with in another article in the near future, is the
psychological damage our invasion of Iraq has visited upon generations
of Iraqis, old to the very young--as well as the physical injuries the
Iraqis sustained from our incessant bombings and the long-term
illnesses from Depleted Uranium. Also, remember that the whole world
has seen our cruelty on the Iraqi and Afghan scenes--this has turned
not only Muslims and Arabs against us, but also over 80% of the
citizens of the world (regardless of what their governments may say in
England, Poland and Australia).
All I can say is that the worst is yet to come. Perhaps then, the
American citizenry will awaken to the truth about
Bush,Rumsfeld,Cheney, Tommy Franks, General Myers, Wolfowitz, Sanchez
and General Abizaid--that they were the enemy of America and its
people, they were the ones responsible for the poisoning of American
soldiers with D.U. and the mental breakdowns because of the brutality
they forced on our soldiers, not the Iraqi or Afghan civilians who
were traumatized, maimed and killed

Gary Webb, the prize-winning former San Jose Mercury News
investigative reporter whose series on the "dark alliance" between the
CIA and Nicaraguan Contras to import cocaine into the US in the early
1980s ignited a firestorm of controversy, died December 10 an apparent
suicide. He was found in his suburban Sacramento home suffering from a
gunshot wound to the head. A note accompanied his body, but its
contents have not been disclosed.

While Webb was most notorious for the "Dark Alliance" series, which he
turned into a 548-page book of the same name, he was a reporter whose
interest in drug policy both preceded and extended Gary Webb beyond
the murky world of Reagan-era drugs and guns in Central America. In
1993, while at the in Mérida Mercury News, Webb penned an
investigative series on asset forfeiture abuse, "The Forfeiture
Racket," which is credited with helping to undo California's
forfeiture law. The series, which appeared as the state legislature
was confronting the issue, documented widespread abuses and helped
turn public opinion against asset forfeiture. The result was a new
forfeiture law that required a criminal conviction before property
could be forfeited.
But it was "Dark Alliance" that both made Webb's name and ruined his
career. While links between Nicaraguan counterrevolutionaries who
helped finance their war through the cocaine traffic and the CIA had
been made previously, Webb's investigative series and subsequent book
took it to a new level, arguing that the conspiracy between the CIA
and the Contras was directly tied to the crack cocaine explosion of
the early 1980s in Los Angeles. The series exploded on the national
media-scape like a roadside bomb and led to surreal scenes like that
in Los Angeles in the fall of 1996 when the head of the CIA was loudly
booed and jeered at a crowded public meeting where attendees held his
agency responsible for the crack epidemic.
But "Dark Alliance" quickly came under attack from the largest
newspapers in the country -- all of which had failed miserably in
reporting the connections between the CIA, the Contras, and the
cocaine traffic. The Washington Post, the New York Times, and the Los
Angeles Times all attacked Webb's conclusions, and his own paper
eventually turned on him. Within a few months of publishing "Dark
Alliance," the Mercury News stepped back from its conclusions and took
Webb off the story. He resigned rather than accept a humiliating
transfer to a state politics beat.
While there were errors in some of the particulars in the series and
subsequent book, its broad conclusions have withstood the test of
time. That the Reagan administration at best turned a blind eye to
drug running by
its Central American proxy armies is now well-documented and
uncontroversial. That some of the cocaine trafficked by the Contras
ended up in the hands of pioneering LA crack entrepreneur "Freeway
Ricky" Ross is
also undeniable.
But Webb suffered as much from the enthusiasm of his supporters as the
slings and arrows of his foes. Some readers were all too eager to
loudly cry "genocide" and to turn his carefully documented findings
into the stuff of conspiracy theories, making it all the easier to
discredit Webb for the ravings of his most extreme followers.
Despite having won more than 30 journalism awards in his career, Webb
was effectively marginalized as a mainstream journalist after "Dark
Alliance." He found work in the California state assembly until he was
laid off after the November elections and had taken a new position
with a California political publication, the Sacramento News and
Review. But even while at the legislature, Webb returned to reporting
on aspects of the drug war. In 1999, he penned a report accusing the
California Highway Patrol of unofficially condoning racial profiling,
but that report, too, was attacked by its targets.
In 2002, Webb attended the DRCNet-sponsored Out from the Shadows drug
legalization conference in Mérida, Mexico, where he signaled his
continuing interest in reporting on drug issues by participating in
the Narco News School of Authentic Journalism and agreeing to for a
time take the helm of the organization itself. But that agreement
proved to be abortive, and Webb soon returned to California and the
state legislature.
"All he ever wanted to do was write," Webb's ex-wife, Susan Bell, told
the Mercury News this week. "He never really recovered from it," she
said, referring to the "Dark Alliance" controversy.
"The guy had a fierce commitment to justice and truth. He cared deeply
about the people who are forgotten, that we try to shove into the dark
recesses of our minds and world," said Tom Dresslar, a spokesman for
the
California attorney general's office who worked with Webb.
On a personal note, I met Gary Webb when he spoke at the Washington,
DC, bookstore where I worked as part of his "Dark Alliance" book tour.
Even with his mainstream journalism career in tatters, Webb radiated
conviction and confidence, along with a keen intellect and a quiet,
friendly persona. We had a chance to speak briefly. I encouraged him
to continue to seek the truth and expose it to the world. He said he
would. And now he is dead by his own hand.
The world can be a tough and lonely place for those who dare to
challenge the powers that be. Gary Webb found out the hard way, but he
kept on struggling until he could take it no more. -- END --

Write about the CIA and drugs, end up dead. You may recall Webb's 1996
series in the San Jose Mercury about how the CIA sold coke in Los
Angeles and used the money to fund the Nicaraguan Contras in the
1980s. He received a Pulitzer Prize in 1990 for his coverage of the
Loma Prieta earthquake. Even so, he had a difficult time keeping a
job, mostly because editors and publishers are a timid lot these days.
"Webb was found Friday morning at his home in Sacramento County, dead
of an apparent suicide. Moving-company workers called authorities
after discovering a note posted on his front door that read, `Please
do not enter. Call 911 and ask for an ambulance,'" reports the
Associated Press . "Webb died of a gunshot wound to the head,
according to the Sacramento County coroner's office."
A post on the Indybay forum notes: Four Bush biographers, Mark
Lombardi, J.H. Hatfield, Danny Casalaro, and now Gary Webb—all
"suicide" victims. What are the odds all of these people actually
committing suicide?
Examining the male U.S. suicide rate for recent years, we can
extrapolate a conservative estimate of 17 male suicides per 100,000
people, or 0.017%. The odds of 4 specific, male biographers committing
suicide would be the 4th power of 17/100000, or 8.3521 4.913 x 10^-17…
roughly 1 chance 10,000,000,000,000,000. About as good a definition of
impossible as you can get. A person would stand a better chance of
playing the Canadian lottery 6/49 exactly twice in one's lifetime and
winning ther grand jackpot BOTH TIMES! (That is, picking 6 numbers out
of 49 possible numbers and matching all 6 numbers out of 6 random
draws, on 2 separate occasions, and having only purchased two Canadian
lottery tickets ever.) This calculation should be regarded as a
conservative estimate: the actual odds against such a "coincidence"
would be much greater. For example, if any of the biographers were
female, the odds would be even greater.
Now that Bush has his "mandate," we will probably see other critics
fall victim to accidents and suicides. Crime families usually deal
harshly with their enemies—and so does the CIA.

marijuana for research, and Craker argued that the Mississippi
marijuana is not strong enough and not readily available to
researchers.
He first applied to the DEA for permission to grow marijuana more than
three years ago. Kennedy and Kerry wrote a letter to the DEA last year
saying that the Mississippi lab had an ''unjustified monopoly."
Craker and a group that wants to fund his work, the Multidisciplinary
Association for Psychedelic Studies, sued the government last summer.
One of their arguments was that the DEA's failure to act on the
application was an ''unreasonable delay."
The US Court of Appeals in Washington, D.C., asked the government to
explain its delay, and instead DEA issued a decision last week. In the
decision, DEA said that the University of Mississippi provides
researchers ''marijuana of sufficient quantity and quality to meet all
their legitimate and authorized research needs in a timely manner." It
also argues that an international treaty says the government can allow
only one source for research marijuana.

How John Kerry Exposed The Contra-Cocaine Scandal
The Reagan administration did everything it could to thwart Kerry's
investigation, including attempting to discredit witnesses,
stonewalling the Senate when it requested evidence and assigning the
CIA to monitor Kerry's probe. But it couldn't stop Kerry and his
investigators from discovering the explosive truth: that the Contra
war was permeated with drug traffickers who gave the Contras money,
weapons and equipment in exchange for help in smuggling cocaine into

scores of Contra operatives were implicated in the cocaine trade and
that U.S. agencies had looked the other way rather than reveal
information that could have embarrassed the Reagan-Bush
administration.
Even after the CIA's admissions, the national press corps never fully
corrected its earlier dismissive treatment. That would have meant the
New York Times and other leading publications admitting they had
bungled their coverage of one of the worst scandals of the Reagan-Bush
era.

The Madrid study marks only the second time that THC has been
administered to tumor-bearing animals. In 1974, researchers at the
Medical College of Virginia, who had been funded by the National
Institutes of Health to find evidence that marijuana damages the

Like many of his newspaper friends, I was disappointed that the
obituary on Gary Webb failed to capture his tenacious career in
newspapers, particularly at The Plain Dealer. Webb was one of the
toughest and best investigative reporters in a business that too often
rolls over for those who are in power.
Webb went after doctors, governors, judges, politicians, cabinet
directors and business owners. He was fearless in afflicting the
comfortable. It would be hard to list all of the great stories Webb
wrote, but a partial list would include:
Investigative pieces on the Port Authority and an insurance contract
that led to the indictment of a board member; an examination of the
Ohio State Medical Board and its failure to punish dangerous and
criminal doctors that led to reforms still in place today; the coverup
by Ohio State University of suspicious deaths linked to convicted
serial killer Dr. Michael Swango; self-dealings by doctors who owned
Medicaid HMOs that took huge profits while failing to provide basic
patient care; abuse of power and accepting of suspicious campaign
funds by Ohio Supreme Court members and staff; an exposé of a coverup
of sexual harassment cases in a state agency that led to the
resignation of a Cabinet director; investigations of inflated
contracts for telephones and furniture awarded by state procurement
officers; and a series on abuses in the state mental-health system
(MRDD) that caused another director to resign. Only time will tell if
he was not correct about a link between cocaine traffic and the CIA
that caused him to eventually lose his final newspaper job. But it was
a great privilege to have shared an office and a byline with Gary.

Hello all. Sorry about the duplicates.
I want to point out some problems that people with Yahoo Groups, or
members of Yahoo Groups, can fix.
My Yahoo Mail did something weird today. When I clicked the "save as
draft" button, it instead sent out my message again to this Yahoo
Group. Sorry.
I thought I had clicked the wrong button, and so I used the back
button, and made sure I clicked the correct button. But Yahoo Mail
did the same thing again. So there is a bug or a hack. I notice this
weirdness off and on with many things.
With my Yahoo Groups I have had to set them all so that all posts are
moderated. To stop the spammers, mistakes, duplicates, spoofed email,
etc..
I suggest that the owner/moderator here do the same thing.

A 27 year old Australian woman named Schapelle Leigh Corby, is facing the death penalty in Bali for being caught with 4 kilos of marijuana in her luggage at an airport in Bali. Ms Corby claims the marijuana was not hers and many of her supporters believe the marijuana may have been planted in her bag because marijuana tends to be smuggled out of Bali, rather than into Bali & because the prices for cannabis in Bali are much lower than the prices for cannabis in Australia. Balinese authorities are asking for the death sentence for Ms Corby, who's trial could begin in just
a couple of months. Balinese authorities wish to sentence Ms Corby to death by a firing squad.
*Please Take a moment to help save this poor woman's life. Here is what you can do:
Write to the Australian Prime Minister and email the Australian Foreign Minister of Affairs and ask them to take action to place pressure on the Balinese Government to release Schapelle Leigh Corby and to encourage Australians & the rest of the world to publicly boycott traveling to Bali until they set this woman free.
I urge you to also contact the Indonesian Consulate in Australia and let them know you plan to boycott traveling to Bali unless they set Schapelle Leigh Corby free. Montana voters approved a medical marijuana measure, Initiative 148, by an overwhelming 62% to 38%, eclipsing the previous record for any state's first vote on a medical marijuana initiative, the 61% support received by a medical marijuana measure in Maine in 1999.
In Alaska,
Measure 2 scored the highest vote percentage ever achieved by a statewide proposal to abolish marijuana prohibition entirely and replace it with a system of regulation. With 43% of the vote, Measure 2 outpolled previous attempts in Alaska, Nevada, California, and Oregon -- none of which received more than 41% of the vote.
Efforts to replace prohibition with regulation got a huge boost from Oakland voters, who approved Measure Z by 64% to 36%. The measure commits the city of Oakland to supporting the taxation and regulation of marijuana in California and makes personal marijuana offenses the lowest priority for Oakland law enforcement.
In Ann Arbor, Michigan, voters overwhelmingly passed a local medical marijuana initiative, Measure C, 74% to 26%. In August, Detroit voters passed a similar measure by a 60% to 40% margin.
Voters in Columbia, Missouri, gave big wins to two separate reforms: A medical marijuana proposal, Proposition 1, passed by 69% to 31%; and
Proposition 2, which replaces jail time with a maximum $250 fine for marijuana possession, also received a solid endorsement with 61% of the vote.
With advocates gearing up to lobby for medical marijuana bills in legislatures around the country next year, Vermont voters showed officeholders the danger of opposing such reforms. Vermonters handed stunning defeats to three leading opponents of that state's medical marijuana law-passed by the legislature earlier this year after a contentious, three-year battle. MPP, which led the campaign to pass the law, funded an extensive grassroots campaign aimed primarily at defeating legislators who opposed the measure and backing those who had supported it. The campaign included voter identification, direct mail, and an aggressive get-out-the-vote effort staffed by a large network of in-state volunteers.
State Rep. Spike Robinson (R-Chittenden 4) lost to Democratic challenger Denise Barnard, 57% to 43%; Rep. Ruth Towne
(R-Washington 3-3) was upset by Democrat Steve Green, 52% to 48%; and Rep. Nancy Sheltra (R-Orleans 1) lost her seat to Progressive Winston Dowland by 14 votes. The results shifted control of the Vermont House of Representatives to the Democrats-viewed by medical marijuana supporters as a positive development due to the unrelenting hostility of the House GOP leadership during last year's session.
MPP also supported two incumbents whose seats were in jeopardy: State Reps. Floyd Nease (D-Lamoille 3) and Steven Maier (D-Addison 1), both of whom won reelection by comfortable margins.
Massachusetts voters passed 12 of 12 advisory referenda on marijuana policy reform: five in support of medical marijuana, six in support of making marijuana a civil offense similar to a traffic ticket, and one in support of taxing and regulating marijuana.
Two of Tuesday's results were disappointing to reformers. Oregon voters defeated Measure 33, which would have allowed
state-regulated medical marijuana dispensaries and increased the amount of medical marijuana patients may possess. In Berkeley, California, uncertainty remained about Measure R, which would facilitate the establishment of medical marijuana dispensaries. As of Wednesday morning the measure was trailing narrowly, but with enough absentee ballots still left to be counted to put the measure over the top.
"Election Day was a great day for marijuana policy reform," said Rob Kampia, executive director of MPP. "The passage of the initiative in Montana makes it the 10th state to allow patients to use, possess, and grow their own marijuana for medical purposes. Voters in at least 16 of 17 cities or districts passed medical marijuana or broader marijuana policy reform measures. And we wrested control of the Vermont House of Representatives from the Republicans, who watered down and nearly killed our medical marijuana bill earlier this year," referring to the Vermont medical
marijuana law.
The 10 states that have medical marijuana laws are Alaska, California, Colorado, Hawaii, Maine, Montana, Nevada, Oregon, Vermont, and Washington.
"Other than in Alaska, the only other marijuana policy reform measures to be defeated were in Oregon and possibly Berkeley, and both of those initiatives would have radically expanded already- existing medical marijuana laws by authorizing the sale of marijuana," said Kampia. "The lesson of Election Day is that moderate medical marijuana initiatives on the local and state levels always pass, local initiatives to roll back penalties for recreational marijuana users were also universally passed, and we just broke the all-time record of support for any statewide measure to end marijuana prohibition," he said, referring to the Alaska initiative.

Canadian cops are smashing down doors,
shooting people and pets for handfuls of herb
Grenadiers blast fist-sized bombs through windows. Soldiers in unmarked, black
uniforms
swarm through the shards of a battered door, shooting people on reflex. This may
be
customary on the battlefield, but in your own home it's an Orwellian nightmare.
This is
the War on Drugs, in which police officers have been replaced by SWAT teams.
And, like
any army, SWAT teams run the percentages. If you look like the enemy, you are
the
enemy. If you are holding something in your hand, it is likely a weapon, and so
you
will be shot. Regular police officers, affected by the SWAT mentality, are also
carrying heavier weapons and a lighter concern for human life.

The Scythians, High Plains Drifters
The Scythians were a barbaric group of pre-Common Era nomadic tribes who are a
fascinating example of an ancient cannabis using group. The Scythians played a

important part in the Ancient World from the seventh to first century BC. They
were
expert horsemen, and were one of the earliest peoples to master the art of
riding and
using horse-drawn covered wagons. This early high mobility is probably why most
scholars credit them with the spread of cannabis knowledge throughout the

world. Indeed, the Scythian people travelled and settled extensively throughout
Europe,
the Mediterranean, Central Asia, and Russia, bringing their knowledge of the
spiritual
and practical uses for cannabis with them. . .
Mellowing with Time
It could well be that in later times the cannabis smoke had somewhat mellowed
the
Scythians, and their spiritual leaders directed them towards becoming a more
civilized
people. The ancient Greek historian Ephorus wrote in the fourth century BC that
the
Scythians 'feed on mares milk and excel all men in justice'. His comments were
followed
in the first century BC by Strabo, who wrote that 'we regard the Scythians as
the most
just of men and the least prone to mischief, as also far more frugal and
independent of
others than we are.'
