L.A. BREEDING LAWS SUCCEED
The Hailey Foundation, a 501(c)(3) tax-exempt public charity
After passing an ordinance requiring $100 annual breeding permits for
dogs and cats and requiring that roaming cats be spayed or neutered,
the City of Los Angeles has seen its euthanasia rate for dogs and
cats steadily decrease from 37,833 in 2001 to 15,009 in 2007. Check

And in an attempt to reach No-Kill status sooner, L.A. has recently
passed a law requiring all dogs and cats be spayed or neutered unless
the owner obtains a breeding permit or another exception applies
(www.LAAnimalServices.com).
San Antonio should learn from the L.A. example: instead of a mere $50
litter permit, require a $100 breeding permit!
