SV: [PulseDiagnosis] technique to bleed acupuncture points

Hi,
bleeding ap-points waste qi, and may be done only in severe and damaging
symptoms of excess.
Better to treat deficient points, then the excess will flow to the deficient
process, and no qi will be thrown away.
