Good idea, but watch you don't get frost bite. If you still have good feeling in your feet, you can tell when you have had enough cold.
 
I wear sandals in the house without socks most of the time. The cold keeps my pain and swelling levels down.  In the summer, I soak my feet in cold vinegar -- usually full strength if I have enough on hand.  Vinegar softens and heals the cracks in my heels.  Don't know if it has any medicinal properties.  I just know I can sleep better when my feet are swollen if I give them a good cold soak.  I know diabetics are told not to soak their feet, but I weighed the lesser of two evils and came up with soaking. LOL
 
A lot of time if my feet are swollen and painful, I use ice packs wrapped in towels.  I wrap it around my feet and use masking tape to hold the towel in place. I don't stick it to me, just the end to the towel.  When I take them off, I pop them back into the freezer. They are ready to go in a moment's notice.  These are the soft ice packs. you can get them at Wal-mart's pharmacy or any pharmacy that carries first aid supplies. The towel draws dampness and supplies enough moisture for the cold to work .
 
When it gets warm enough for me to stand the cold air, I'll be out walking. Right now, I am trying to get enough exercise in the house.

I don't know how you feel about putting creams on your feet but I get Athlete's Foot occasionally and used a cream called CanestenAF to treat it when it shows...
