Personally I would bet that this is wishful thinking.
And, considering that we are talking about FEMA, personally I think the lack
of an official "NIMS" comm class is probably a good thing. Anyone who
thinks FEMA could write a communications training course need only look at
the so-called RACES manual that FEMA did put together several years ago (and
fortunately never managed to get approved) which is still buried in the
depths of a FEMA website.
I might also point out that the basic thinking of NIMS is that there is no
need for any dedicated communications assets because every defined resource
includes its own communications capability. That isn't how the real world
works, but if you read the Resource Type definitions you will quickly see
why they did not originally include any resource type for a emergency
communications team.
