All FEMA courses, including IS-700 An Introduction to NIMS, can be found here http://www.training.fema.gov/EMIWeb/IS/crslist.asp  This is the official NIMS course.

To the best of my knowledge there is no course for a "Communicator".  When you say "Communicator",  what postion and for what organization are you refereing to?  Is it part of REACT or some other similar system/program?
