Dear RB,

In the '90's  the NC government adopted the EAP lingo and added "QSAP"
positions to assist DSS offices with the high level of substance abuse
among entitlement recipients and Protective Services referrals. A "QSAP"
is a qualified substance abuse professional situated in a DSS office and
whose job it is to assess DSS clients from pretty much all programs
(Child Protective Services (CPS), Work First, Temporary Aid to Dependent
Families (TANF), Food Stamps, etc.) when Chemical Dependency has been an
issue. It is a state government mandated position. Most of the referrals
come from CPS, and the QSAP makes recommendations (and referrals) to IP
treatment or OP treatment or whatever the client needs. The court relies
on the QSAP recommendation, and upholds the recommendation when
decisions are made re: custody, foster care or termination of rights.
The QSAP is really relied upon in these offices because the mental
health reform has all but removed resources from these communities. It
is basically assessment, referral, and followup to ensure that the
recommendations are fulfilled. Not a bad job (not much paperwork, no
billling worries, and highly respected in the DSS office) If you are

Dear RB,

Just wanted to let you know that I am giving up my position as QSAP in Brunswick and Pender Counties, and the job is available. the position is still with the Area Program, but is up for divestiture by June. RB,
It is my understanding that LCAS are to supervise CSAC's. However, the
CCS are focused on those seeking their CSAC and are able to supervise
CSAC's as well. It has been a confusing change. I don't have the ASAM
information in front of me to speak with confidence.

It was great to see all the Fellows who were able to attend the
meeting this weekend.

As some of you know I am looking for a position and brushing up on

Last year was one of the more difficult years for me, and the
friendship, encouragement and validation I received from the Fellows
helped me survive. If you ever need to "dump" just e-mail me.

I am again changing jobs, this time within Southeastern Center, and it
is my choice and a really good move, so I am feeling my "Battleship"
Wheaties again! We are going through divestiture, and I don't know
what the future holds, but "one day at a time" sounds like the best
way to go. I ran across a quote that kind of sums it up.

"Life has a way of presenting us with opportunities brilliantly
disguised as problems"

I will miss everyone this weekend. Kate
