GUELPH
Don't go to the polls today.
There was little surprise but a lot of excitement yesterday
morning when Prime Minister Stephen Harper called a general
election for Oct. 14, cancelling the byelection in Guelph
and in three other ridings.
Independent John Turmel -- who holds the world record for
running in the most elections -- hasn't yet decided where
he'll run in the general election. It'll either be Guelph or
Brantford, he said.

Citing a local lack of democracy, independent candidate John
Turmel may run in the federal election in Guelph instead of
Brant.

"It's so undemocratic in Brantford that I'm thinking of
going to Guelph," Turmel said Monday. "I may probably go
where I have a chance to participate."

Turmel -- who holds the Guinness World Record for "most
elections contested" -- has run in 67 campaigns. He was
running as a candidate in a federal byelection in Guelph
that was scheduled for Monday but was cancelled when Prime
Minister Stephen Harper called a general election for Oct.
14.

Turmel, who lives in Brantford, said being escorted by
police from a televised Rogers debate in the city during
last year's provincial election and not being invited to
speak during a debate at Pauline Johnson Collegiate during
the same campaign made it clear to him there is a lack of
democracy in Brant riding.

Turmel said he'll take some time to decide where he will run
as a candidate in the current campaign, but the outspoken
independent -- who champions the legalization of marijuana
and a social currency system -- said running in Guelph would
allow him to promote his issues.

"There's a lot of good reasons to go to Guelph," Turmel
said. "I'd be stupid to stay (here) when the cops will just
remove me."

Meanwhile, John Turmel, who ran as an Independent candidate
in the byelection, said he hasn't yet decided whether he'll
run in his home riding of Brantford or stick with Guelph.

He said he was leaning toward Guelph as the city has allowed
him to participate in most of the debates, apart from one
hosted by the Guelph Chamber of Commerce.

In Brantford he was escorted out by police from a televised
Rogers debate and was denied access to a high school debate
in last year's provincial election.

"Why should I stay in Brantford when they've got cops to
keep me out of the debates?"

Turmel still has some time to decide. The deadline for
prospective candidates to file their papers with Elections
Canada is Sept. 22.

JCT: So they both know that I was cheated less in Guelph.

JCT: Way back in 1993 federal election, I founded my
Abolitionist Party in 3 weeks to run 80 candidates (1 more
than the Greens) blowing the million in "proceeds of crime"
I'd recently won before the Ontario Provincial Police's
"Project Robin Hood" raid on my 28-table Casino Turmel in
Ottawa. Proceeds of Crime (10 years for over $1 million)
dismissed with judge ruling it applied to proceeds hidden
not proceeds blown.

On October 4 1993, three weeks before the election, an
article by the Toronto Sun's Walter Stewart titled "No-
interest loans may save us" gave Abolitionists a wonderful
boost to our arguments for installing LETS on the Bank of
Canada's computer to give all Canadians access to the
interest-free credit like Walter explains could be given to
governments:

I had printed up 20,000 (blowing the million) but still had
plenty left and was using them as draft paper in my printer.
Then this byelection presents itself and I decided to print
up a flyer and have room on the back for something else. I
hate handing out 1-sided information. So I used the Walter
Stewart article which I've been handing out to the Guelph
voters who had a chance to hear The Engineer's designs on
the Bank of Canada's computer.

NO INTEREST LOANS MAY SAVE US

WATERLOO -- At the risk of introducing a new idea during an
election campaign, two professors at the University of
Waterloo want to revive the Canadian economy by using a
scheme that has worked on Guernsey. The Island, not the cow.

The professors are Jack Kersell, who teaches political
science, and Robert Needham, an economist and director of
the Canadian Studies Program at Waterloo. Their idea is that
the government should direct the Bank of Canada to issue
credit at low or no interest for building capital projects -
- roads, schools, hospitals, bridges, railways, airports.

JCT: Why create low-interest chips with low instability when
you can create no-interest chips with no instability?
Remember that the instability causes Unemployment and
Inflation whose equations are direct functions of the
interest rate in the Miracle Equation: Umin = Jmin = I/(P+I)

WS: Actually, this is what the Bank of Canada did during World
War II with great success and without causing undue
inflation.

JCT: Only for those who believe inflation is Shift A, too
much money chasing the collateral because Economics doesn't
teach about Shift B, same money chasing less collateral
after foreclosure.

WS: In addition, various levels of government could borrow
this newly created money to retire high-interest loans.

JCT: Citizens should get the same access to the Bank of
Canada to settle-up all their interest-bearing loans too!
Why just governments allowed to use Bank of Canada accounts
to get out of debt, why not citizens to be able to side-step
the loanshark private banks and access the national bank?

WS: The result would be a vast improvement in Canada's
employment, a sharp drop in the deficit, and a return to
stability and prosperity.

JCT: As the Miracle equation predicts, if I=0, then U=0 and
with involuntary unemployment eliminated, the result would
be the "vastest" improvement possible because once you hit
maximum use of manpower, there ain't no more. And when money
issued balances taxes demanded, there can't be "deficit."
I=0 makes money as stable as a poker chips that everyone
trust because everyone knows how it works. It's a receipt
for collateral in the cage. No voodoo monetary theorists
necessary to understand stable chips.

WS: At a theoretical level, the proposal has some impressive
academic backers, including William Henry Pope, co-author of
the classic Canadian text Economics, used in every
university in the country, John Hotson of Toronto, founder
of COMER, the Committee on Monetary and Economic Reform, and
economist Allan Schmid of Michigan State.

JCT: I made the first presentation on the LETS software
being what they needed to use at the Bank of Canada or any
database they would like to start with until the Bank of
Canada comes online. Unfortunately, these are economists and
getting it engineered wasn't part of their course. So COMER
still hasn't come up with a software to suggest installing
at the Bank of Canada though they certainly know what should
be done if not how.

WS: There is even a lobby group, called "Sovereignty" which
has headquarters in Freeport, Ill., and which has drawn up a
piece of legislation to "direct the US Treasury to issue
such funds as interest-free loans to state and local
governments."

JCT: Abolitionist Ken Bohnsack still fighting the good
fight to use the Treasury plates to create Treasury money
instead of letting the Federal Reserve use bank plates to
create bank money. Still haven't gotten Ken on the "practice
what you preach locally with LETS" until the voters let you
install USLETS or UNILETS for all.

WS: The idea is that central governments should take back
from private banks the crucial role, which they had until
recently, of creating money for the economy, thus restoring
sovereignty to the state.

JCT: Bingo. We are slaves to the banks because they get to
create our chips and loanshark them to us. Why represent our
collateral with their chips for a fee when we can represent
our collateral with our chips for free?

WS: The theory has been put into practice on the isle of
Guernsey, since 1816, with, apparently, overwhelming
success. I am not sure, given the differences between Canada
and a small island state in the English Channel, whether
this lesson means we ought to copy Guernsey or move there
but the "Guernsey Experiment" is worth a look.

JCT: He's not sure whether the software would work given the
difference between a small island database and big national
database. As the world's foremost "banking systems engineer"
I can bet that the size of database is not relevant.

WS: In 1816, Guernsey was in a hell of a mess. The seawalls
were crumbling, there was no market-place, roads were muddy
and horrible, and the local government was 19,000 pounds in
debt. Revenue came to about 3,000 pounds annually, 2,400
pounds of which went to pay interest on debt. Sounds like us
except that, unlike us, the Guernsey folks did something
about it.

They created and lent to the government 6,000 pounds of
interest-free money, and used it to fix up the seawalls.
This worked so well that they went on doing it -- and are
still doing it -- to create an economy with zero
unemployment, a high standard of living, low taxes and very
low inflation.

JCT: Now remember, this just happened in Argentina after the
banks went under in 2001 to let Argentina pay off all its
international debts. This wasn't reported on in depth so
most people aren't aware that a country broke 5 years
earlier had managed to pay off all outstanding foreign debt.
Just like Guernsey. With one difference, while in Guernsey,
the new social credits were supplied by government, in
Argentina, the new sociable credits were supplied by barter
timebank clubs. So whether citizens create their own stable
monies enabling the country to get out of debt or
governments creating their chips to get out of debt,
interest=0 currency generate inflation=0 and unemployment=0.
Why Leviticus, Ezekiel, Isaiah, Haggai, Job, Nehemiah,
Jesus, Mohammed all inveighed against loansharking. They
knew without the mort-gage death-gamble of usury, love would
reign and conquer all problems.

WS: Gasoline, for example, costs about one third of what it
does in England, about 120 km away. What worked in Guernsey
may not work here, in a much more complex and more exposed,
economy.

JCT: It's only chips. It's only accounting. It's only
arithmetic. Various shades of economic complexity do not
call for various shades of arithmetic. Software works on a
database the same no matter the size.

WS: Canada has long since lost control of its own economic
destiny. We traded it to the U.S. for hamburger and to the
Japanese for VCRs, long ago. Just the same, the idea of
looking at debt, and the way debt is created, is a
worthwhile one, if only because it will drive our bankers
crazy. The way it works today, almost all of our money
supply is created by banks as interest-bearing debt, with
them on the receiving end.

JCT: They've been granted the license to manufacture credit
and loanshark it out.

WS: We can't solve the deficit crisis thus created by
slashing expenditures or raising taxes, because these
measures bring the economy to a halt. The solution, then,
appears to be to substitute low- or no-interest public funds
for high-interest private money.

JCT: Citizens deserve to be able to substitute no-interest
Bank of Canada funds for high-interest private money too!

WS: The approach can hardly be any more misguided than the
pointless lashing around that is all conventional approaches
have to offer us today.

JCT: Conventional approaches are all based on the Big Lie,
that raising interest reduces Shift A inflation, that it
lets businesses reduce prices. Note that almost every time
you read about inflation anywhere, Shift A inflation, too
much money, the interest is touted the medicine. Inflation's
coming, have to raise interest. Inflation's not too bad, can
lower interest rates. It's a Big Lie because it's repeated
every time they promote interest as a reducer of prices. It
sounds so stupid here because it's pointed out but you've
read it thousands of times without laughing: How stupid to
say raising interest reduces prices when businesses have to
pass them along to break even." It's such a Bie Lie that
it's not even noticed by many who do realize it.

want to see. We just let anyone log on to the Bank of
Canada's computer, borrow enough to pay off all interest-
bearing loans so that all payments now go against principal.
Everyone, even the weakest, someday gets out of debt.
