The National Vaccine Information Center (NVIC - see www.nvic.org) defends the rights of people to refuse mandated vaccines.

They report that on  April 26, a national public health emergency was declared by officials in the U.S. Departments of Health and Homeland Security over the Swine Flu "pandemic".  It is clear that there is currently a huge effort to produce enough vaccine for every American and there very well could be plans to mandate it for every American.

Recall that in 1976 the vaccine proved to be a greater hazard than the swine flu!

Several years ago in Missouri we defeated a bill that would have established the "Emergency Health Powers Act" and given the Governor unprecedented powers in times like these.  Although we killed the bill, we also learned that there are many other ways the state can force or coerce citizens into healthcare procedures against their will - things like mandated vaccines.

The Missouri legislature will have their normal special veto session in a couple of months and its possible a bill could be introduced then.  It's also possible that the Department of Health could attempt to mandate the vaccine through a rule.  We need to watch for both. Of course, we also need to watch for bills during the next legislative session which starts in January.
