yes I did have a Diffent Lawyer at the Time and that Person Said I had to Pay the Fee 
since then I Change Lawyer and did not ask my Current Lawyer.
Since the Book Fee is not Part of the Tuition It was not a issuess for me.  
this would be my son 3 yrd in the DPS System my son

Kati...while not a legal opinion here, I think that our kids should be paying the regular fees that any other child is paying... where you really have to watch...
