Call the Governor and urge him to sign SB 1103 into law TODAY!

In a conversation with the Governor's office today, IARF staff
confirmed that a decision about further delay or implementation of
the November 1st DD program rate cuts is still pending. The
Governor's office indicated that they did not plan to take any action
on the Supplemental Appropriations bill (SB 1103) until at least
November 15. As you know, this bill contains money to restore cuts to
community services and in the case of DD, money to restore the
reserve.

Discussions between the Governor's office and the Department of Human
Services are ongoing as they determine what effect the downturn in
the economy might have on available revenues to sustain any
restorations. Many of you may have read the Governor's comments about
the effects of the economy on the state budget in last week's media
reports. These comments highlight their thought process about how to
sustain restorations for the long-term and avoid any further cuts in
the short-term.

Despite our urging that the Funds Sweep bill (SB 790; PA 95-1000)
provided the necessary resources for restorations, the Governor's
office is still cautiously considering their options for FY 2009.

IARF has been clear in our conversations with the Governor's office
on this issue- the General Assembly has provided the funding and
spending authority as to how and which restorations should occur. The
Governor should follow through and not re-think their intent.

Action

We need you to call the Governor at 217-782-6830 in Springfield and
312-814-2121 in Chicago. You should reference you are contacting the
Governor about restoration of cuts to the DHS budget; specifically
DD, MH, and ASA services.

Record what the Governor's office tells you in response to your
request in voterVOICE. This helps IARF gather information to guide
our statewide efforts.

Message

Urge the Governor to immediately sign the Supplemental Appropriations
bill (SB 1103) into law to restore cuts to community services back to
annualized FY 2008 levels

Cuts to community services begin November 1, 2008. We cannot wait any
longer for the Governor to take action!
