NMAC RELEASES HIV/AIDS CAPACITY BUILDING SURVEY RESULTS
Last Friday, the National Minority AIDS Council (NMAC) released
the results of its capacity-building survey, revealing the
capacity building needs of minority community-based
organizations working to provide care, treatment and supportive
services to those infected and affected by HIV/AIDS in
communities of color nationwide.
Despite representing a minority of the total population, 50
percent of people living with AIDS (PLWA) identify as
African-American, with another 12 percent identifying as
Hispanic. To address the specialized needs of these communities,
minority community-based organizations (MCBOs) were created, and
provide treatment, prevention and care for minority PLWA. The
Ryan White Comprehensive AIDS Resources Emergency (CARE) Act was
crafted to provide Federal funding to increase access, and
improve medical and support services to modest-income PLWA.
To decipher the capacity-building needs of MCBOs, the National
Minority AIDS Council (NMAC) conducted a survey of 2,435 MCBOs,
of which 333 responded. NMAC believes the results of this survey
can be used to make informed funding allocation decisions, as
well as to assist HIV/AIDS-concerned agencies and governmental
organizations in their decision to increase capacity building
funding for community-based organization serving HIV/AIDS
communities.
Survey findings reveal:
* The majority of respondents felt that their funding was modest
or inadequate, and that all branches of the government were not
doing enough financially to assist them.
* Respondents indicated a need of 30-40 percent increase in
funding for capacity building in order to meet their goals.
* The majority of respondents deemed all areas of external and
internal capacity building to be important.
* Regional and State coalitions/partnerships and community
meetings/forums were considered to be the most useful mobilizing
tools; and community outreach, preventative services and
counseling/support were seen as priorities.
"Capacity-building is a critical component in addressing the
impact of HIV/AIDS in minority communities, and those on the
frontlines of the epidemic have communicated their need to us,"
Paul Kawata, Executive Director of the National Minority AIDS
Council announced Friday afternoon. "As the Ryan White CARE Act
is reauthorized this year, we look forward to working with
Congress and the Administration to ensure that MCBOs have the
tools necessary to succeed."
